Document Name Page No. Section Contractor Question Government Response B08_SOL_2-Cont_Pgs_140D0424R0013.pdf 63 Phase I, Factor 2: Past Performance. Phase I Volume II The instructions state, "The Offeror shall submit 4 past performance surveys (see Attachment F) that demonstrate and describe the following areas: Prime Management, Solution, Approach, and Complexity."

Can the government clarifiy if offerors should submit the past performance survey to DOI by 3/4 and then DOI will send it to the point of contact named in the survey, or if offerors should send the survey to their agency point of contact and that agency point of contact must submit the survey to DOI by 3/4?

The Offerors shall submit the past performance survey to the point of contact.

The completed past performance survey shall then be provided to DOI by the Phase 1 due date.

Sol_140D0424R0013.pdf 1 Due Date Will the government please grant an extension to the phase 1 deadline, to 3/15/2024? The deadline for Phase 1 is extended to 3/13/2024 with Amendment 0002.

Amendment 0002 to RFP includes amended Solicitation Continuation Pages (See Page 63 of Continuation Pages for updated dates.)

B08_SOL_2-Cont_Pgs_140D0424R0013.pdf Phase I - Evaluation Factors and Instructions: 1. This section must include the Offeror’s response to provision fill ins. Offeror’s response to provision fill ins will not count against the 2-page limit and may be attached separately. Would the Government please clarify what exactly is included in the 10 page limit for Phase II Factor 4: Management and Staffing? Instructions state "draft Staffing Plan, Management Plan, and Transition-in Plan are excluded from page limitation". The evaluation criteria for Factor 4 states "The Government will assess its level of confidence that the Offeror’s proposed draft Staffing Plan, Management Plan, and Transition-In Plan outlines how it demonstrates a timely, achievable, and low risk proposal for transition of current and ongoing development and O&M operations and ensures effective knowledge transfer from any outgoing contractor(s) as it aligns to the requirements of the RFP based on their ten (10) page submission" however it appears the content being evaluated is outside of the 10 page limit, according to section L requirements. Recommend the Government allow for Factor 4 page limit be increased to 15 pages, with resumes removed from total page count requirements.

Factor 4 has a 10 page limit. Because the number of Key Personnel are unknown. Resumes are not included in page limit. However, each Key Personnel resume has a 3-page limit. See Phase II Volume I - Technical Proposal, B. Phase II, Factor 4 - Management and Staffing - Volume I for additional information.

IDIQ Total Price Tab renamed to Offeror's Information. "Total Evaluated Price" removed. Solicitation number added to tab. IDIQ Labor Rates Tab: Deleted from instructions: "Using the government provided quantities show the overall extended price of labor for evaluation." 64 L.6.a.2

Would the Government please confirm that "offeror" is the "total team" as stated in Factor 2 Subfactor 2 "Holistically, past performance should demonstrate the performance of the total team (Prime and Subs)." This is in accordance with FAR 9.6, in order to provide the Government with the “best combination of performance, cost, and delivery,” and in alignment with the stated 49.4% small business subcontracting plan in this solicitation.

For purposes of the Past Performance, the total team includes the Prime and any subcontractors.

B08_SOL_2-Cont_Pgs_140D042R0013 65 L.6.a.2 Would the Government confirm what document "Attachment 2" is referring to for description of BLM's Current State - Phase I, Factor 1, Item 2. ?

See Attachment A PWS IDIQ, pgs 182 - 192.

66 L.6.a.3

Phase I Volume II Section 1 Factor 2 consists of Sub-Factor 1 Past Performance Surveys and Sub-Factor 2 Small Business Subcontracting. Please confirm that the only information required to be included in the 10 pages for Phase I Volume II Section 1 Factor 2 Past Performance is the response for Sub-Factor 2 Small Business Subcontracting.

Phase I Volume II has 2 subfactors which has a combined page limit of 10 pages.

B08_SOL_2-Cont_Pgs_140D042R0013 67 Phase II, Factor 3

Given the restrictive page count for the technical responses and the length of the PWS documents, would the Government confirm that offerors are not required to provide detailed understanding for each and every item in the

PWS?

The evaluation factors and the basis for the award are set forth in the solicitation.

The Government is unable to advise regarding how the Offeror approaches the submission of the proposal.

B08_SOL_2-Cont_Pgs_140D042R0013 67 Phase II, Factor 3

Would the Government confirm its expectation that responses address the overall understanding of the PWS elements and is not requiring an element by element response to the PWS.

The evaluation factors and the basis for the award are set forth in the solicitation.

The Government is unable to advise regarding how the Offeror approaches the submission of the proposal.

B08_SOL_2-Cont_Pgs_140D042R0013 B08_SOL_Attach_G_Subcontracting_Plan_Temp late_MSP 69 D. Phase II, Factor 6

Are the DOI subcontract goals (e.g., SB = 49.4%, SDB = 30.5%, etc.) a percentage of the total subcontracted dollars, or a percentage of the total contract value? There are conflicting instructions, as Attachment G states "as a percentage of total subcontract dollars" whereas Section L states "in terms of the value of the total acquisition (total contract value)".

Language included in Section L relate to an evaluation factor for award.

Language included in Attachment G relate to the Subcontracting Plan which will be vetted and approved prior to award, if applicable.

69 Phase I, Factor 2

The solicitation states that "small business Offerors self-certified in SAM.gov will receive the maximum credit for this evaluation Sub-Factor and do not need to submit any documentation supporting this evaluation Sub-Factor". Given this statement, if a prime offeror has recently moved (graduated) from being a Small Business to OTSB (which means there was no SB subcontract requirement on previously awarded contracts), will contracts performed as a SB prime count towards the historical SB participation percentages (i.e., 100% SB participation)?

Any relevant history, including your small business status, will be included in the evaluation of your past performance.

B08_SOL_2-Cont_Pgs_140D042R0013

69, Phase I, Factor 6

The solicitation states that "small business Offerors self-certified in SAM.gov will receive the maximum credit for this evaluation Sub-Factor and do not need to submit any documentation supporting this evaluation Sub-Factor". If the Government answers no to the question above, we recommend the Government remove the statement that small businesses automatically receive the maximum credit for Subfactor 6, as they are not providing documentation to support the extent to which they met or exceed DOI subcontracting goals for small and socio-economically disadvantaged businesses as stipulated in the subcontracting plan.

No change to the evalutation factor.

B08 SOL 2-Cont Pgs 140D042R0013 n/a n/a Would the Government please provide a size limit for single email submissions? Email and attachment size limit is 40 mb.

2.5 Data Migration

The RFP states: "BLM will be responsible for source data quality and making the source data available to the SP in a format mutually agreed upon in the Validation & Planning phase. The legacy CBS system is a financial system and every penny and transaction must be accounted for during the data migration process. The SP shall be responsible for migrating data from the legacy ACReS system within the overall agile development process. The SP shall be responsible for demonstrating proof of a successful data migration."

Can the government provide additional details around the data migration:

#2 In addition to the database migration, there are additional files (txt, .pdf, XML, etc) that will need to be migrated.

#3 No, the government does not have an ERD diagram available.

#4 Proof of a successful data migration may include evidence that the correct number of records were migrated, the total summary collections are accounted for in the new system, or other comparative information.
