Attachment C Vendor Questions Template_Government Response

ItemPage No.Reference Paragraph/SentenceQuestion/CommentGovernment ResponseChange
148The Government shall consider three (3) Non-Price Factors and Price. The evaluation factors are listed below. Factor 1 and Factor 2 are of equal importance and, when combined, are more important than price. Factor 3 and Factor 4 are of equal importance and are less important than factor’s 1 and 2.Factor 3: Small Business Participation. How does having no subcontractor, hence no small business participation, impact the evaluation for this section? This section and Section B.4, Factor 3: Small Business Participation, seem to lay out that we must have a small business participation plan and a small business that's on board as a subcontractor to obtain a favorable assessment. It seems we could end up being penalized by not subcontracting with a small business.Quoters that are registered as Small Business will receive maximum credit and do not need to submit any additional documentation. Quoters that are Other than Small that subcontract shall provide adequate documentation as specified in the RFQ. Quoters that do not subcontract to a small business will receive a neutral rating. No Change
242Section 2: Small Business Participation. Offerors that are classified as an Other than Small Business shall provide a copy of their subcontracting plan, a copy of its latest individual Subcontracting Report (ISR), and their planned subcontracting goals for this contract. Offerors that are classified as a Small Business are not required to provide a subcontracting plan.If our quote does not involve subcontracting and hence will not involve small business participation, do we still fill out this volume?Quoters that are registered as Small Business will receive maximum credit and do not need to submit any additional documentation. Quoters that are Other than Small that do not subcontract shall indicate in Attachment E that they are not subcontracting any work document any non relevant sections as "Not Applicable"No Change
321The Contractor warrants that, to the best of the Contractor's knowledge and belief, there are no relevant facts or circumstances which would give rise to an organizational conflict of interest, as defined in FAR Subpart 9.5, or that the Contractor has disclosed all such relevant information. We are currently trying to determine if there is a possible Conflict of Interest. We currently use many publicly available data sets for current and future research, such as IRS’s Form 990s or data from the Census Bureau. The NASERC project may also use many of the same publicly available data sets (like the IRS’s 990s or Census Bureau data). Attachment A, which provides the PWS, Section 4.2.1.2, says that we need permission to divulge or release the gathered information. Your response in Attachment F, Line #23, seems to indicate that we can continue our own, non-project research, but that data obtained/developed for the NASERC project can only be used for this project. If we want to continue to use publicly available data, such as from IRS’s 990’s or Census Bureau data, but the NASERC project also uses the same public data, does this create a conflict of interest? In essence, when public data is used by the NASERC, is the use of that public data by us for non-NASERC research or projects restrained or regulated by the NASERC contract? In Attachment F, #23, the Government responded that the Contractor does not have to cease current research. This statement applies to the use of Federal government data and other publicly accessible data. Data gathered/developed explicitly for this requirement shall only be used for this performance under this contract. The Contractor's use of publicly available data is not restrained by this contract. As such, if the vendor believes a conflict of interest is possible, the vendor shall submit a full disclosure in writing IAW with the RFQ Section V, subsection B. Volume I NEA NASERC TECHNICAL QUOTE, paragraph 3(e).No Change
444Section 4: Other Information. The Quoter shall include any other contractual or

pricing information to include signed copies of the SF 1449 and any SF 30 amendments issued in this section.

This section seems to indicate we must provide a signed copy of a SF 1449 and a SF 30. There are four questions we have. Question 1: Is the SF 1449 that needs to be signed and submitted the entirety of document Sol_140D0422Q0533 or just the first part that is the SF 1449 form (pages 1-2)? Question 2: If the signed SF 1449 encompasses the entirety of the Sol_140D0422Q0533 document (52 pages), how do we comply with the Five Page limit for this section? Question 3: Or, do we need to fill out a brand new SF 1449? Question 4: If there no changes to SF 1449, do we still submit an SF 30?The SF 1449 is the first two pages of the Solicitation. The SF30 is the document that notates any changes in the solicitation and will only be issued if a modification is required. Submission of these DOES NOT count towards the total page count.Revised Continuation Pages to specify
536Small Business Representations made by Quoter. What does this mean? Does this mean versions of small businesses, such as Socio-Economically Disadvantaged Small Business (SDB), Women Owned Small Business (WOSB), etc? If we are not a small business nor are subcontracting would “N/A” be an appropriate answer?Correct. If you are not a small business, this would not be applicable. No Change
640Key Personnel Resumes. The Quoter shall provide written resumes for all

proposed Key Personnel listed in Section 2.7 of the Order PWS, as identified below: (1) Project Director (2) Researcher

The work on this project will involve more than just the Project Director and Researcher as outlined in Appendix A: Workload Estimates (Attachment A, page 22). Do we provide names and resumes of the other staff who will also be doing work on this project? If so, do we provide them in this section?Yes, please provide a resume for all proposed key personnelNo Change
72, last sentence of last paragraphThe Contractor will be responsible for facilitating quarterly meetings of the technical working group and or on an “as needed” basis. Are the working group meetings required to be quarterly AND on an “as-needed” basis (potentially more than 4 meetings) OR on an “as needed” basis?Yes, although the NEA does not anticipate frequent "as needed" meetings. No Change
846Neutral Confidence (For Socioeconomic status and Small Business Participation Only): Offerors that do not meet the small business participation goals as identified in the RFQ will receive a neutral rating.Does this mean that if we are not a small business, nor will be subcontracting (and thereby not meeting small business participation), that our whole application automatically receives a Neutral Confidence Non-Price Factor Rating? If this is true, does that mean the only way to get a non – Neutral Confidence rating is to be either a small business or to subcontract with a small business? No negative rating will be given for any vendor that does not meet the subcontracting goals. If an Other the Small business does not subcontract, that business will receive a neutral rating for the small business participation evaluation factor only, not the entire quote. No Change
911"Names and affiliations of TWG members will be listed on the NASERC website."Will the NEA create and maintain this website, or is the contractor expected to create and maintain the NASERC website? The NASERC website will be developed and maintained by the NEA.No Change
1014"The Contractor shall also provide up to 3 literature scans per year (in the form of research briefs of up to 15 pages each), as requested by the NEA, during the base year and option years."Will the NEA be using these literature scans for their internal use, or is it expected that the scans be prepared in a manner for public dissemination?Literature scans may be for internal user and/or for public dissemination. In all cases, the NEA is responsible for publication, including report design. No Change
112The RFQ calls for topical reports and evidence-based practice guides of approximately 20 pages —for example in section 2.1: "The Contractor will work with the NEA to develop a schedule to produce evidence-based practice guides and topical reports (up to 20 pages in length, excluding appendices) for arts practitioners." — and references as an example the U.S. Department of Education/Institute of Education Sciences Practice Guides (section 2.5.4.1)The guides referenced as examples are much longer and deploy a process for their creation that seems to be different from what is characterized in the RFQ. Could further detail and/or additional examples be provided regarding the expectations for the requested evidence-based practice guides? The evidence-based practice guides should be based on current research and evaluation evidence and are intended to provide practitioners with best practice guidance. No Change
12Price ScheduleCan Quoters propose alternative pricing structures?Yes, Quoters may propose alternative pricing structures. Any deviations from the initial pricing structure shall be explained in the Price Assumptions portion of the quote. No Change
13424. Section 5: Technical Assumptions, Conditions or ExceptionsShould this be identified as Section 4 vs. section 5?Correct. The continuation pages have been updated to reflect this change.Revised Continuation Page 42 to reference Section 4 instead of Section 5.
1437Volume 1: Technical QuoteCan a Transmittal Letter be included with the submission? Please refer to Volume 1: Technical Quote page limitationsNone
15N/AAttachment BWould it be allowable to propose costs that exceed the ODC Not-to-Exceed (NTE) shown in the template?Yes. Any deviations from the Price Schedule must provide an explaination in the Price Assumption portion of the quote.None
