Questions and Answers 140D0421Q0217 Posted - 6/25/2021
1. Do you anticipate any curriculum development and/or revision work in the base or subsequent option years? Section 4.2 -Participate in Annual Review - indicates that changes may be determined at each review, but it does not indicate how extensive they might be. For purposes of supplying DOI with accurate pricing can you provide an anticipated level of effort regarding any curriculum development work? Should these hours be included in our response and pricing for Section 4.2 Annual Review, or should we break them out separately? If separately, where should we include that pricing and can we simply provide fixed hourly labor rates for curriculum work that would then be subject to time and materials, if any?
Response: We do not anticipate any changes to the curriculum at this point. If any revisions are required, they would likely be minor and would be directed from senior department leadership or at the annual review meeting.
2. What is the expected level of effort for the entire annual review meeting? Will this be a virtual or in-person review?
Response: Previous annual reviews were minor. These reviews are expected to remain minor in nature.
Annual reviews are expected to be conducted virtually. We do not expect major changes that would require in-person meetings.
3. What platforms are currently allowed for online training, and can the cost of any associated fees be included in contractors pricing proposal?
Response A: The current allowable platforms are determined from DOI's IT department (Zoom, Adobe Connect, WebEx, MS Teams, etc.). Online delivery must adhere to the allowable platforms set by the Department.
Response B: Yes, the pricing breakdown should include all pricing related to each deliverable.
4. Do you want the price proposal to show estimated travel expenses for each in-person class, just one in-person class, or no travel estimates at all? If each session, can you provide the number of sessions to be held in each city annually? If just one general class, can you provide a city to use for estimation purposes?
Response A: A travel estimate is not required in response to the solicitation. If travel is authorized under a task order, an estimate will be established at the order level before issuing a task order.
Response B. At this time, it is uncertain how many sessions will be held in each city.
5. Are contractors required to use the provided spreadsheets for the pricing proposal or can they use their own format?
Response: The provided spreadsheet is required. A vendor may also include an additional pricing volume in their format.
