(a) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. L. 113-235), Government agencies are not permitted to use funds appropriated (or otherwise made available) under that or any other Act for contracts with an entity that requires employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such fraud, waste, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(b) The prohibition in paragraph (a) of this provision does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(c) Representation. 1.1 Solicitation Provisions (DOI)
DIAR 1452.280-1, Notice of Indian Small Business Economic Enterprise Set-aside (JUL 2013) Under the Buy Indian Act, 25 U.S.C. 47, offers are solicited only from Indian economic enterprises (Subpart 1480.8) that are also small business concerns. Any acquisition resulting from this solicitation will be from such a concern. Offers received from enterprises that are not both Indian economic enterprises and small business concerns will not be considered and will be rejected.

1.2 Solicitation Provisions (AQD)
IBCM-AQD-6900-058, AQD Evaluation of Options Provision (OCT 2015) The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic award. This solicitation notified offerors that the award will include the Government's unilateral option to extend performance for an additional period up to six months under FAR 52.217-8, during which the pricing and terms of the period in which the option was exercised would apply. The Government cannot predict if or when the option may be exercised. Because any exercise of the Government's option extends the pricing and terms of the period in which the option was exercised, the Government expressly and affirmatively evaluates pricing for the option to extend under 52.217-8 co-extensive with the Government's price evaluation for each of the base and option periods of this award. Because pricing for each period subject to possible extension under the 52.217-8 has been evaluated, pricing for any possible future use of that option to extend has, likewise, been evaluated and would apply in strict accordance with this evaluation in the event of the Government's exercise of the option to extend services.

NBCM-ACQ-6920-007, Special Provision for Service Contract:
This is a “non-personal” services contract, it is therefore, understood and agreed that the contractor and/or the contractor’s employee shall (1) perform the services specified herein as independent contractors, not employee of the government: (2) be responsible for their own management and administration of the work required and bear sole responsibility for complying with any and all technical, schedule, or financial requirements or constrains attendant to the performance of this contract: (3) be free from supervision or control by any government employee with respect to the manner or method of performance of the services specified; and (4) pursuant to the government’s right and obligation to inspect, accept or reject the work, comply with such general direction of the Contracting Officer, or the duly authorized representative as is necessary to ensure accomplishment of the contract objectives.
The contractor shall include this provision in all subcontracts for contractor support services under this contract.

NBCM-ACQ-6920-007, Conflict of Interest Certification The contractor employee maybe required to sign a conflict of interest certificate if the Contracting officer determines the contract and associated work may potentially affect the employee’s or employer’s financial interest. When the contracting officer determines the potential exist, the contractor employee through the contract Project Manager shall be required to sign Section J, Attachment 4, Conflict of Interest Certificate.

2.0 Program Structure and Objective
(a) The following instructions cover the preparation and submittal of the Offeror’s proposal for this solicitation. Offerors must follow the instructions contained herein. Offerors are cautioned that any noncompliance with the terms and conditions of the Request For Proposal (RFP) may cause their proposal to be determined not eligible for award. This RFP is issued to award a competitive, single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract utilizing Part 12 Acquisition of Commercial Items; utilizing the procedures outlined in FAR Part 15, and Contracting by Negotiations and FAR Part 16, Types of Contracts. This RFP is issued by the Department of the Interior (DOI)/Interior Business Center (IBC), Acquisition Services Directorate (AQD) on behalf of the Office of Natural Resources Revenue (ONRR). This solicitation is for Full and Open (unrestricted) Competition.
(b) The following North American Industry Classification Code (NAICS), product code and classification code are applicable for this acquisition:
· North American Industry Classification System (NAICS): 541519, Other Computer Related Services / $27.5M size standard
· Product Service Code (PSC): D399, Other Computer Services
· Classification Code: D - Automatic Data Processing and Telecommunication Services
(c) The Offeror shall submit documentation illustrating their approach for satisfying the requirements of this solicitation. Proposals must be clear, coherent, and prepared in sufficient detail for effective evaluation of the offeror’s proposal against the evaluation criteria. The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror’s initial proposal should contain the offeror’s best terms. However, the Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
3.0 General Instructions
(a) This section of the Instructions to Offerors (ITO) provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The Offeror’s proposal must include all data and information requested by the ITO and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered ineligible for award. The offer shall be compliant with the requirements as stated in the Statement of Objectives, Performance Work Statement (PWS) and Request for Proposal (RFP) attachments. Non-conformance with the instructions provided in the ITO may result in an unfavorable proposal evaluation.
(b) The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the Offeror’s proposal.
(c) Elaborate brochures, documentation, binding, detailed artwork, executive summaries or other embellishments are unnecessary and are considered unacceptable.
(d) The proposal acceptance period is specified in Section A of the model contract/solicitation. The Offeror shall make a clear statement in Section A of the proposal documentation volume the proposal is valid until this date.
3.1 General Information
3.1.1 Point of Contact
The Contracting Officer (CO) is the sole point of contact for this acquisition. Address any questions or concerns you may have to the CO. Written requests for correction and/or clarification may be sent to the CO at the address located in Section A of the model contract/solicitation.
3.1.2 Debriefings
The CO will promptly notify offerors of any decision to exclude them from the competitive range, whereupon they may request and receive a debriefing in accordance with FAR 15.505. Offerors excluded from the competitive range may request a pre-award debriefing or they may choose to wait until after the source selection decision to request a post-award debriefing. However, Offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. The CO will notify unsuccessful Offerors in accordance with FAR 15.503. Upon such notification, unsuccessful Offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.
3.1.3 Discrepancies
If an Offeror believes the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the CO in writing with supporting rationale as well as the remedies the offeror is asking the CO to consider as related to the omission or error. The Offeror is reminded the Government reserves the right to award this effort based on the initial proposal, as received, without discussions. This reservation includes matters of additional or substitute pages of the initial proposal.
3.1.4 Electronic Reference Documents
All referenced documents for this solicitation – besides the documents contained within the reading rooms IAW paragraph 3.1.5 below – are available on the beta.sam.gov web site under “contract opportunities.”
3.1.5 Physical Reference Documents (Reading Room)
The Government is establishing a reading room that allows Offerors the opportunity to review documents that will assist in understanding additional details of the MRMSS requirements and technical designs. The reading room includes information the Government has determined to be of a sensitive nature, which if allowed to be widely circulated, could pose a threat to the confidentiality, integrity, and availability of data and systems that they reside on. The reading room balances the Offeror’s need for information and the Government’s need to protect its data and systems. The Reading Room will have available, at a minimum, the following documents:

The Offeror must schedule a date and time to visit the reading room. You may schedule an appointment Monday-Friday, between 8:00 a.m. and 5:00 p.m. (MST for Denver location) and EST (for Washington D.C. location). February 17th is a federal holiday and the reading room will not be open.

You must include the RFP Number (140D0420R0005) in the Subject Line. The reading room consists of 2 workstations where on-line documents will be available for viewing. There are no physical documents. The reading room will be made available to each Offeror, with 2 workstations and seating for 1 additional person per visit (3 seats total) for up to three (3) hours. Two reading rooms containing the same information are available, one at ONRR’s office at the Main Interior Building (MIB), Washington DC and one at ONRR’s Denver, Colorado location. Only one reading room time will be scheduled for each individual company. Additional details will be provided to the Offeror upon scheduling the visit.
· The Offeror may not use any device, i.e. camera phone, to reproduce an image of the document.
· The Offeror may not remove any document electronically, i.e. copy to USB drive, but may take notes.
· The reading room is not an interactive question and answer forum.
· Questions regarding the reading room subject matter are encouraged and shall be submitted to the CO in accordance with the questions template at Section J, Attachment 7 of this RFP.
· The Offeror will always be escorted within the building and must show Government Issued ID to gain entrance to both the MIB or the Denver location
· The reading room will only include Offeror’s staff and any Government staff.
· The Offeror is allowed and encouraged to take notes while in the reading room.
In the reading room Government oversight will be present. In the event another offeror is currently occupying a reading room, the Government will attempt to secure additional reading rooms to ensure all offerors have adequate time.
Note: The purpose of the reading room is not for the potential Offeror to fully understand every detail on every page of these documents. The purpose of the reading room is to demonstrate the complexity and interconnection of the MRMSS system as well as being fully transparent in the competition process.
3.1.6 Oral Presentation
Oral presentations will not be utilized.
3.1.7 Amendments to Solicitation
If the RFP is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to this request by the date and time specified in the amendment(s) by signing and returning the front page of each.
3.1.8 Submission, Modification, Revision, and Withdrawal of Proposals Proposals and modifications to proposals shall be submitted in sealed envelopes or packages in paper media and compact disc (CD) with read only memory addressed to the CO at the address shown in paragraph 2.6 Distribution, showing the time and date specified for receipt, the solicitation number, and the name and address of the Offeror.
3.1.9 Proposal Retention
Upon submission, the contractor’s proposals shall become the property of the Government and will not be returned. If your proposal contains information that you do not wish disclosed to the public or used by the Government for any purpose other than evaluation of your proposal, such restrictions shall be clearly indicated on each sheet containing such information

3.2.2 Proposal Organization Table
The Offeror shall prepare the proposal as set forth in Table 3.2, Proposal Organization. The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified in Table 3.2. The contents of each proposal volume are described in the ITO paragraph as noted in the table below.

3.2.3 Page Limitations
Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal and (for paper copies) will be returned to the Offeror as soon as practicable. Page limitations may also be placed on responses to Discussion Responses/Evaluation Notices (ENs).The specified page limits for EN responses will be identified in the letters forwarding the ENs to the Offerors. Each page shall be counted except the following: blank pages, title pages, tables of contents, tabs, indexes, glossaries, and those noted in the Proposed Organization Chart as unlimited. Appendixes in all volumes are restricted to the page count in paragraph 2.2.2. For example, if an Offeror submits an appendix in support of Factor 1 – Technical Solution, the Government will only evaluate the page limit specified in 2.2.2. above. All pages in excess – whether they are in an appendix or not – will not be evaluated.
3.2.4 Pricing Information
All pricing information shall be addressed ONLY in the Price Volume.
3.2.5 Cross Referencing
Each volume shall be written on a stand-alone basis so its contents may be evaluated without cross-referencing to other volumes of the proposal. Information required for proposal evaluation, which is not found in its designated volume, will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted when its use would conserve space without impairing clarity.
3.2.6 Table of Contents
Each volume shall contain a detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.
3.2.7 Tables and Figures
The Offeror’s proposal shall include an indexed list of tables and figures.
3.2.8 Glossary of Abbreviations and Acronyms
Each volume shall contain a glossary of all abbreviations and acronyms used with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.
3.3 Page Size and Format
(a) A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Page line spacing shall be 1.5 lines. Except for the reproduced sections of the solicitation document, the text size shall be no less than 12 points for all volumes. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1-inch margins on the top and bottom and 3/4 inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall apply to responses to Discussion Topics/ENs. These limitations shall apply to both electronic and hard copy proposals. All volumes shall be page numbered and formatted at a minimum, like the following example: Page 15 of 50.
(b) Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated and shall not exceed 11 x 17 inches in size. Foldout pages shall fold entirely within the volume and count as a single page. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics; not for pages of text. Text intended for evaluation within all figures, charts, tables, and graphs, to include imbedded images, shall be no less than 10-pt. Any text within figures, charts, tables, and graphs which do not meet this requirement will not be considered in the evaluation. These limitations shall apply to both electronic and hard copy proposals.
3.4 Binding and Labeling
Each volume of the proposal should be separately bound in a three-ring, loose-leaf binder permitting the volume to lie flat when open. Staples shall not be used. A cover sheet should be bound in each book (i.e. the outside of the binder), clearly marked as to volume number, title, copy number, solicitation identification and the Offeror’s name. The same identifying data should be placed on the spine of each binder. Each page containing proprietary information should be so marked. Each page should contain the following legend at the bottom of each sheet:

3.5 Electronic Offers
The content and page size of electronic copies must be identical to the hard copies. When discrepancies exist between the written hard copies and those provided in electronic format, the written hard copies will take precedence in all cases. For each CD and/or DVD the volume number and title must be indicated. Use separate files to permit rapid location of all portions, required plans, exhibits, appendices, and attachments, if any. The Offeror shall submit all volumes in electronic format. Each volume shall be submitted on a separate CD and/or DVS. If files are compressed, the necessary decompression program must be included. The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word, MS Excel, MS Project, MS Power Point and Adobe Acrobat (PDF). The CO must be provided unlocked documents, or if password protected, each document’s password.
3.6 Distribution

3.7 Non-Release of RFP Documents from Reading Rooms
The documents contained in the RFP Reading Rooms contain sensitive information; therefore, the Offeror may not release the RFP Reading Room documents, including attachments and any other documents or drawings provided, to the general public without prior permission from the Contracting Officer.
4.0 Volume I – Technical Solution (Factor 1)
4.1 General
The written technical proposal shall be clear, concise, and include all the information required by this provision in sufficient detail for effective evaluation. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the Offeror’s technical proposal. Statements that the Offeror understands the requirement or that they can/will perform the listed functions without providing supporting information or narrative is inadequate. Paraphrasing the PWS and/or SOO or parts thereof, is similarly inadequate as are phrases such as "standard procedures will be employed" or "well-known techniques will be used." This volume shall be written to enable evaluators to make a thorough evaluation as to whether the services offered adequately meet the specific Government requirements.
4.2 Format and Specific Content
4.2.1 Technical
In the Technical Volume, address your proposed approach to meeting the performance or capability requirements of each technical subfactor.
4.2.2 Volume Organization
The Technical Volume shall be organized according to the following general outline:

4.2.3 Subfactor 1: MRMSS Operations and Maintenance Support, New Development, Enhancements, and Upgrades The Offeror shall provide an approach for MRMSS Operations and Maintenance Support. This approach shall provide the following essential components:
1) The Offeror’s proposal will be evaluated for its ability to demonstrate, in detail, the Offeror’s technical understanding, complete and feasible approach, and overall ability to perform the MRMSS Operations and Maintenance (O&M) information technology support services as delineated in the Performance Work Statement (PWS), Technical Exhibits (TE) and/or Statement of Objectives (SOO).
2) Evaluation of O&M Support will focus on the Offeror’s proposal to fulfill the requirements set forth in the SOO (Section C) except for Hosting & Continuity of Operations Support, which will be evaluated separately under Subfactor 2. Innovative and creative approaches to fulfill Government O&M requirements are encouraged and may ostensibly increase the technical assessment of the Offeror’s proposal.
3) The Offeror’s proposal will be evaluated for its ability to demonstrate, in detail, the Offeror’s technical understanding, complete and feasible approach and overall ability to perform MRMSS New Developments, Enhancements and Upgrades as delineated in the SOO.
4.2.4 Subfactor 2: Hosting & Continuity of Operations Support The Offeror shall provide an approach for Hosting. This approach shall provide the following essential components:
1) The Offeror’s proposal will be evaluated for its ability to demonstrate, in detail, the Offeror’s technical understanding, complete and feasible approach, and overall ability to host, in a secure FedRAMP approved facility, able to provide both cloud and government furnished equipment (GFE) and provide for continuity of operations of MRMSS.
2) Evaluation of Hosting Support will focus on the Offeror’s ability to provide a FedRAMP approved facility with the appropriate levels of management and security.
3) Evaluation of continuity of operations of MRMSS will focus on the Offeror’s ability and approach to fulfill the requirements set forth in Section 6 of the PWS “Emergency Preparedness” and Section 14 “Continuity of Operations (COO) Plan.”
4.2.5 Subfactor 3: Transition Plan
The Offeror shall provide an approach for the Transition Plan. This approach shall provide the following essential components:
1) The Offeror’s proposed Transition Approach will be evaluated, including the Offeror’s comprehensive Transition Plan, to ensure the Offeror’s approach presents a clear and achievable plan that addresses the full range of contract transition activities while meeting the objectives of the MRMSS O&M contract and minimizing any disruption of service to MRMSS upon contract award and completion of the transition period. Evaluation of the Transition Approach and Transition Plan will focus on the Offeror’s proposal to fulfill the SOO requirements set forth in subsection 3.4.1
2) The Offeror’s proposal will be evaluated for its ability to demonstrate, in detail, how the Offeror will successfully transition from existing contract (and vendor) to the new contract within 180 days or less.
3) The Offeror’s proposal will be evaluated for its ability to demonstrate, in detail, the Offeror’s understanding of logistics, schedule, and any other miscellaneous issues of which the Government should be aware, as well as the feasibility to effectively transition from the incumbent to the new staff ensuring that ongoing efforts are not delayed, through a sufficient, appropriate and detailed Transition Plan.
5.0 Volume II – Management (Factor 2)
5.1 General

5.2.3 Subfactor 1: Project Management
The Offeror shall provide an approach for Project Management. This approach shall provide the following essential components:
1) The Offeror’s proposal will be evaluated to determine the degree to which it demonstrates an ability to provide program/project management and perform MRMSS requirements, as outlined in the solicitation, specifically SOO Section 6.4 to ensure tasks are performed efficiently, accurately, on-time, and in compliance with requirements.
2) The Government will evaluate the Offeror’s proposal to effectively manage proposed staff size, organizational structure and man-hour allocations for achieving successful and timely completion of SOO tasks.
3) The Government will evaluate the Offeror’s proposal, including its Project Management Plan for its demonstrated ability to effectively implement processes and program reporting tools that enhance confidence, credibility, and trust, as well as provide visibility into project status and the accurate, timely, and transparent reporting of information on project status and performance measures and metrics.
4) The Government will evaluate the Offeror’s proposal for sound organizational and management structure which ensures the PWS requirements will be met. If teaming and/or sub-contracting, the approach must clearly describe how each team member will perform their respective areas associated with the MRMSS system scope. In addition, the approach must effectively describe how the Offeror will coordinate all contract activities associated with the MRMSS system amongst any associated sub-contractor or teaming partners.
5.2.4 Subfactor 2: Quality Management/Key Personnel
The Offeror shall provide an approach for Quality Management/Key Personnel. This approach shall provide the following essential components:
1) The Government will evaluate the Offeror’s proposed approach to quality assurance and control to determine the degree to which the proposal demonstrates an ability to meet or exceed the performance requirements and standards set forth in the solicitation.
2) The Offeror’s proposed Quality Assurance Plan (QAP) will be evaluated to ensure the requirements of the task order are provided as specified, as set forth in the solicitation.
3) The Offeror’s proposed Key Personnel will be evaluated to determine the degree to which their qualifications meet or exceed the Government’s needs and will potentially lead to the successful completion of all requirements within the solicitation.
4) The Government will evaluate the Offeror’s proposed Key Personnel, including their qualifications, experience, and track record of success in providing support identical, or similar to, the services required for MRMSS.
5) The Government will also evaluate the Offeror’s approach to handling Key Personnel substitutions.
5.2.5 Subfactor 3: Small Business Subcontracting Plan and Commitment Document The Offeror shall provide an approach for Small Business Subcontracting. As a minimum, the proposed approach shall provide the following essential components:
1) Provide a Small Business Subcontracting Plan that adequately responds to each of the requirement elements of FAR clause 52.219-9 (all elements) and a Small Business Subcontracting Plan reflective of and consistent with the commitments offered in the Small Business Commitment Document. Identify the percentage of total subcontracted dollars to be performed with each of the following small business socioeconomic categories: Small Disadvantaged, Women-Owned, HUBZone, and Service-Disabled Veteran-Owned. (Applicable to large businesses only).
a) The Small Business Subcontracting Plan will be evaluated on an Acceptable or Unacceptable basis solely on whether the offeror submits a Subcontracting Plan that adequately addresses all elements required in a Subcontracting Plan as outlined in FAR clause 52.219-9. Additionally, any Subcontracting Plan that proposes subcontracting goals below the DOI stated goals shall provide a basis for not meeting the minimum goals.
2) Separate from the Small Business Subcontracting Plan, the offeror shall provide a Small Business Commitment Document which includes the following:
a) The extent to which firms as defined in FAR Part 19, are specifically identified in proposals.
b) The extent to which offerors demonstrate substantive commitment to small business firms, such as, letters of commitment, Joint Ventures, mentor/protégé agreements, or other demonstrations of commitment (i.e., binding commitments will become enforceable/contractual requirements).
c) Identification of the type and variety of the work small firms are to perform (i.e. labor, hosting, etc.).
d) The extent of participation of small business prime offerors and small business subcontractors in terms of the value of the total acquisition (total contract value) (i.e., binding commitments will become enforceable/contractual requirements).
e) The extent to which the offeror provides detailed explanations/documentation supporting the proposed quantitative participation.
f) Extent to which the offeror complied with requirements of FAR 52.219-8, Utilization of Small Business Concerns (i.e., binding commitments will become enforceable/contractual requirements).
g) Extent to which the offeror complied with requirements of FAR 52.219-9 Small Business Subcontracting Plan (when applicable) (i.e., binding commitments will become enforceable/contractual requirements)
6.0 Volume III – Past Performance (Factor 3)
6.1 General
Each Offeror shall submit a Past Performance Volume with its proposal, that includes all the information required by this provision in sufficient detail for effective evaluation. Offerors are cautioned that the Government will use data provided by each Offeror in this volume, in addition to data obtained from other sources, in the evaluation of past performance.
The Government is requesting that each Offeror submit past performance information for a target of three (3) recent and relevant contract examples for the prime and two (2) recent and relevant contract examples for each significant subcontractor (as applicable) proposed to perform the efforts outlined in this solicitation. More contract examples may be submitted, if necessary and applicable to this solicitation. Contract examples should only be submitted for subcontractors performing key or critical portions of the efforts outlined in this solicitation for the evaluation of past performance.
Each Offeror shall also complete blocks 1 through 4 of the Past Performance Questionnaire (PPQ) (Section J, Attachment 11). The PPQ shall then be emailed to all contract example Points of Contacts the Offeror has identified in its Past Performance Volume. These Points of Contacts shall complete the PPQ and forward them directly, via email, to the Past Performance Evaluation Team (PPET) Chair and CO at the email addresses listed below:

Respondents shall not send their completed PPQ back to the Offeror, nor shall the Offeror follow-up with Respondents to ensure completion and/or submission of the PPQ to the PPET Chair and CO. The PPET Chair and/or CO will conduct any such follow-ups, if necessary.
6.2 Format and Specific Content
6.2.1 Past Performance
NOTE: The requested number of past performance contract examples for the prime and subcontractors are preferences, and not requirements. Offerors who submit less than the preferred number of past performance contract examples are not automatically assigned a “Limited” or “No” confidence rating. Fewer past performance contract examples may be acceptable if the Government determines there is sufficient information to determine a confidence rating.
6.2.2 Volume Organization
The Past Performance Volume shall be organized according to the following general outline:

(2) Table of Contents
(3) Past Performance Contract Examples and Narrative Information
(4) Organizational Roadmap (if applicable)
6.2.3 Recent Contracts
To be considered recent, performance shall be within the past five (5) years from the date of issuance of this solicitation. If any part of the performance falls within the above timeframe, the effort in its entirety may be evaluated for past performance.
6.2.4 Relevant Contracts
To be considered relevant, performance shall be similar in scope, magnitude, and complexity of the efforts outlined in this solicitation, as it relates to the Technical Solution (Factor 1) and Management (Factor 2) subfactors.
6.2.5 Past Performance Narrative Information
Each Offeror shall provide a narrative for each past performance contract example to explain what aspects are deemed relevant to the proposed effort outlined in this solicitation and to what aspects of the proposed effort they relate to the Technical Solution (Factor 1) and Management (Factor 2) subfactors.
Each past performance narrative shall be comprised of a target of five (5) pages per contract example.
For each narrative, the Offerors shall provide the Customer’s Company/Agency Name, Point of Contact and Title/relation to the effort, contact information (e.g., phone number and email address), and description of the work performed and/or supplies provided under the contract example, that also address:
· Contract-Type;
· Term of Performance;
· Dollar Value upon award and completion, to include an explanation of the difference (if applicable);
· Skills/Expertise required;
· Scope, Magnitude, and Complexity;
· Connection to the Technical (Factor 1) and Management (Factor 2) subfactors outlined in this solicitation;
· Summary of major achievements, successes, innovations, and awards that were accomplished during contract performance; and/or
· Summary of any major problems, challenges encountered, and the corrective actions taken to resolve them.
NOTE: Merely having problems does not automatically equate to a “Limited” or “No” confidence rating, since problems encountered may have been on more complex efforts and/or an Offeror may have subsequently demonstrated the ability to overcome problems encountered. The Offeror shall clearly demonstrate the actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified. This may allow the Offeror to be considered a higher confidence candidate. Submittal of quality performance indicators or other indicators that clearly support an Offeror has overcome past problems is required.
6.2.6 Organizational Change History/Roadmap (if applicable)
Many companies have acquired, been acquired by, or otherwise merged with other companies and/or reorganized divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during recent performance on relevant, past efforts, or between the conclusion of recent, relevant past efforts and this solicitation/source selection. As a result, it is sometimes difficult to determine what recent past performance is relevant to this acquisition/source selection. To facilitate this determination, Offeror’s shall include a "Roadmap," describing and outlining all such changes in the organization of the Offeror’s company, if applicable.
7.0 Volume IV – Price (Factor 4)
The Offeror’s Volume 4: Price Volume shall be submitted as described below.

7.1 Instructions for Submission of Information Pertaining to Price Evaluation
7.1.1 General Submission Instructions
Do not submit data beyond that which is required by this instruction, unless you consider it essential to document or support your price position. All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price Volume. Under no circumstances shall Price information and documentation be included elsewhere in the proposal.
The offeror shall complete the Section J, Attachment 10 “Pricing Model”. All information highlighted in green must be filled out completely. If, the information is either zero (0) or not applicable the contractor shall put the value for that cell as zero (0).
The offeror shall complete the Section J, Attachment 10 “Pricing Model”, as follows:
“Required Information” Tab:
a. The offeror shall propose their Year 1 fully burdened not-to-exceed (NTE) labor rates for ALL labor categories,
b. The offeror shall fill in their equivalent labor categories, if different, and add any additional suggested labor categories,
c. The offeror shall provide their estimated labor hours for transition, and
d. The offeror shall fill in their proposed escalation rates for each ordering period. Note that the escalation rate is to remain constant for all years after Ordering Period 5.
Note: The year one (1) NTE fully burdened labor rates, and escalation rates will be used to automatically populate the outyear ordering period NTE labor rates rounded to the second decimal place in the “IDIQ Labor Pricing Matrix” tab
“IDIQ Pricing Table” Tab
a. The offeror shall provide unit pricing for all listed licenses under CLIN 0020 – Other Direct Costs
b. The offeror shall provide monthly pricing for hosting services under CLIN 0020 – Other Direct Costs.
c. CIS numbers are provided for pricing purposes of the yearly licenses in Section J, Attachment 10.
d. Note: All other ODC costs shall be included in the fully burdened labor rates and will not be allowed under this contract.
“Task Order 1 Pricing Table” Task Order 1 Pricing is not included in the total evaluated price nor will it be used be in final price evaluation and best value decision. Task Order 1 pricing will be used strictly to negotiate the first task order at time of award of the IDIQ. The total evaluated price will be calculated IAW Section M, Paragraph 2.5.3 and 2.5.4 which does not include Task Order 1 pricing.
a. The offeror shall fill in their proposed yearly O&M hours for the base period and all nine (9) option periods under CLIN 0010 – Labor
c. The offeror shall fill in the license unit pricing and monthly hosting servicing costs under CLIN 0020 – Other Direct Costs for the base year and all nine (9) option periods
d. CLIN 0030 – ODC Travel costs are an estimate based on historical needs and will be established as a time and material CLIN. Only allowable costs in accordance with the Federal Travel Regulations (FTR) will be fully reimbursed.
e. The offeror shall fill in their proposed transition labor rates, not-to-exceed the IDIQ NTE labor rate established in the “IDIQ Labor Pricing Matrix” tab of Section J, Attachment 10 “Pricing Model”. The proposed hours for transition will be based on the proposed hours under the IDIQ for CLIN 0040 – Transition Period.
Note: For pricing purposes FAR 52.217-8, Option to Extend Services, will be priced and evaluated based on 50% of Option Period 9 pricing.
7.1.2 Price Evaluation
Offeror’s proposal will be evaluated for price reasonableness. Unreasonable, or “unrealistically low pricing” or “unreasonably high pricing” initially or subsequently, may be grounds for eliminating a proposal from competition on the basis that the Offeror does not understand the requirement. Offers should be sufficiently detailed to demonstrate their reasonableness. The burden of proof for credibility of proposed prices rests with the Offeror.
7.1.2.1 Price Reasonableness Evaluation
These instructions are to assist you in submitting information (i.e., data other than certified cost or pricing data) required to evaluate the reasonableness of your proposed prices. Compliance with these instructions is mandatory and failure to comply may result in rejection of your proposal.
