MRMSS Operations and Maintenance Transition In Planning and Execution
1. Transition Plan
With the execution of the new MRMSS contract, many transition activities may be required. Below is a list of activities that should be included as part of a transition. The contractor shall propose a detail transition plan for all activities required for a technical, physical, and knowledge transfer of the Operations and Maintenance of the MRMSS. The transition of the O&M of MRMSS is not anticipated to be longer than 6 months. The 6 months includes planning and onboarding of employees. If more than 6 months are needed the detail plan should address the need for additional time. The Transition Plan shall focus on the Phase-In activities, which shall begin at Task Order award. At a minimum, the Contractor’s Transition Plan shall incorporate the following:
· Planning
· FedRamp Data Center relocation, if necessary, including new connectivity to DOI network
· Onboarding and handling of personnel security adjudication of employees. This process can take 30-90 days to comply with the Department of the Interior (DOI) personnel security requirements.
· Knowledge transfer and training methodology
· Transition approach, process, and schedule.
· Approach to risk management and mitigation to ensure disruptions are minimized.
· Approach to coordination with the outgoing Contractor, if necessary.
· Approach for completing an application, module inventory, and a source code baseline that captures a relationship of the current release and the source code in production, as well as any source code in development or testing.
After Task Order award, the Contractor shall update its Transition Plan and deliver to ONRR for review and comment. Upon resolution of ONRR’s comments, the Contractor shall deliver the plan for final approval by the Government. The final Transition Plan should be delivered 20 days after award of Task Order.
2. Transition-In
The Contractor shall complete phase-in efforts in accordance with the approved transition plan (to include the Government’s validation of the Transition Plan, which shall contain critical events, schedules, and approach). The Contractor shall be prepared to begin full performance six (6) months after award of the first Task Order. The Contractor shall submit a weekly status report during the phase-in period, to include the operational activities to the Contracting Officer’s Representative (COR); these reports shall begin immediately following award. The status report shall address those items identified as key to the success of the transition.
1.1.1. Execute Transition-In
During the transition-in, the Contractor shall ensure that there will be minimum service disruption to ONRR’s MRMSS application availability; there will be no service interruptions vital to Government business; and there will be no service degradation during and after transition. The transition activities shall be completed no later than six (6) months from Task Order award; individual systems and applications may be transitioned using a staged approach. The Contractor shall perform an Operational Readiness Review (ORR), which outlines the Contractors preparedness to assume operation of task order duties for each application sub-system. The Contractor shall assume full application operations, on an individual application sub-system basis, only upon written Government approval. The Contractor shall provide an updated transition-in plan that is based on the Contractor’s draft plan. After O&M task order award, the Contractor shall update the transition plan with its transition-out approach. During transition-in execution, the Government will help ensure, to the maximum extent possible, the cooperation of the outgoing contractor.
The Contractor shall provide a weekly transition status report.. On an application level, this report shall detail:
· The application transition phase, as identified in the Contractor’s transition-in plan.
· Performance against the Contractor’s application transition schedule.
· Status of any in-flight or in-progress projects.
· The Contractor’s staffing status, to include security processing.
· The Contractor’s applications acceptance plan, checklist, schedule, and process.
· Transition risk management and mitigation.
· Coordination and activities with the previous Contractor.
The contractor shall provide a transition manager that will be responsible for:
· Primary point of contract for the contractor. Will work with the Government’s transition manager or Contractor Officer Representative (COR) as a point of escalation.
· Will provide a detail plan which will include the knowledge and functions that will be transferred
· Will coordinate with the government the need to work other DOI contractors and officials and other MRMSS vendors for technical transitions activities.
· The transition manager shall have an extensive project management background capable of managing complex projects.
The preferred approach for transition to minimize risk is a staged transition that allow for gradually increasing the level of staffing and knowledge. The government would review proposal if a direct move approach is proposed as long as risks are mitigated.
The transition plan shall allow for 4 weeks of regression testing by the Government if a data center move is proposed.
Full O&M support is anticipated to occur with an award of the base year O&M task order no later than April 1, 2021.
Onboarding of employees will follow the requirements that are part of the MRMSS O&M IDIQ.
The vendor should provide as part of the proposal a list of information that is needed for a successful transition.
The vendor shall provide information that shows they are capable of reverse engineering the support of the MRMSS O&M. The vendor shall include information related to mitigating risks associated with working with the incumbent vendor.
There shall be minimal downtime, no more than 5 business days, during the transition.
Required Deliverables
· Initial Transition Plan with schedule
· Updated transition plan and schedule with details delivered 2 weeks after award.
· Weekly staffing list for tracking onboarding
· Transition Risk Plan
The vendor shall utilize information that was included in the IDIQ, Performance Work Statement, Technical Exhibits, and additional documents that were available as part of the MRMSS O&M RFP.
