ATTACHMENT J-7– SAMPLE TASK ORDERS

Offerors shall propose a technical solution for each Sample Task Order including proposed labor categories, number of hours for each labor category and pricing. Offerors shall price each of the Sample Task Orders consistent with Attachment J-1 – Contract Labor Rates. Offerors shall quote labor costs only;

no ODCs or travel.

The technical solution shall be included as part of Volume I Technical Proposal, and pricing shall be included as part of Volume II Price Proposal. Offerors shall discuss how their proposed technical approach demonstrates understanding, experience and capability to satisfy the Sample Task Order requirement. Each technical quote shall not exceed three pages, for a total of nine pages for all three Sample Task Orders.

The offeror shall describe their capability in meeting requirements and objectives. This includes consideration of people, processes, tools, facilities, software and methodologies, reflecting depth, breadth and relevance of capabilities, subject matter expertise and experience, as well as their likely impact on successful contract performance. The offeror shall discuss use of industry best practices and standards, and formal structured methodologies in meeting Sample Task Order requirements and objectives.

Sample Task Order 1: National Park Service (NPS) Assessment

The NPS is interested in exploring the use of a collaborative process to develop a plan to rehabilitate historic structures at one of its sites. The structures are in a state of disrepair and NPS lacks the funding to make the repairs that would be needed to make the buildings viable. NPS hopes that a forthcoming plan will enable private investment to be the source of funding to support the rehabilitation effort. A brief internal assessment done by the CADR Office suggests that NPS is able and willing to enter into some kind of collaborative process that could possibly involve a Federal Advisory Committee if parties are willing and has identified an initial list of 10 potential stakeholders. Offerors shall describe how they will identify and propose candidates to participate in the process, how the service provider might approach conducting a situation assessment, and how the service provider might staff and manage a collaborative process resulting from the situation assessment.

Sample Task Order 2: Bureau of Land Management (BLM) Permit

The BLM is reviewing an application for a grazing permit that, according to representatives of a Tribe in this particular area, would allow grazing on a sacred Tribal site. The applicants for the permit disagree with this assessment and have sought a meeting with BLM senior leadership to explain their position.

Tribal leaders have also sought a meeting with the local BLM Field Manager to explain their position and to show the manager how the proposed grazing would impact the sacred site. Among other concerns, the impacted Tribe is reluctant to reveal the extent of the archeological value of the site because they fear that if that information were made public it would lead to the desecration of the site. The permit proponents, the Tribe, and other interested parties have expressed to BLM that they are unsure about participating in a collaborative process that might result in a common agreement related to the permit. Offerors shall describe how they would identify and propose candidates to perform the work, and how the service provider might approach the determination of an appropriate public involvement or collaborative process for this process.

Sample Task Order 3: Training for Technical and Public Involvement Staff

CADR wants to present a series of four to six training courses or workshop offerings for DOI and Bureau staff at the headquarters, regional, and field levels that would teach them the practical details of a variety of specific public engagement, public input or public involvement techniques. CADR would like to be able to showcase a variety of techniques that will expand the thinking of staff beyond the traditional public meeting format into other interactive engagement and/or meeting formats. It is very important that this series of workshop offerings or courses be replicable and that they be presented to smaller groups of employees on a frequent basis or be available on a just-in-time basis because experience has shown that these employees have little free time for non-technical training. Offerors shall describe how they would work with CADR and potential trainees to identify the specific techniques, how it would identify and select service providers and how it would design replicable training offerings.
