ADDENDUM TO FAR CLAUSE 52.212-02 EVALUATION – COMMERCIAL ITEMS

1. BASIS OF AWARD

The Government will award a contract using the procedures in FAR part 12 and 13.5 after concluding that the order represents the best value to meet the Government’s needs. Award will be based to the responsible Offeror whose quotation, conforming to the Request for Quote (RFQ), is evaluated to provide the best overall value to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Volume 1: Factor 1 – Technical Understanding of the Requirement

2. Volume 2: Factor 2 – Resumes of Key Personnel

3. Volume 3: Factor 3 – Past Performance

4. Volume 4: Factor 4 – Price

Award will be made to the quote that best meets the requirements of the RFQ overall and through comparative evaluations that determine the most beneficial quote to the Government with appropriate consideration given to the evaluation factors. For a quote to be considered for a comparative evaluation it must first be considered acceptable by the evaluators. A quote is considered acceptable if it conforms to all material requirements of the RFQ. A quote is only unacceptable if it does not conform to all material requirements of the RFQ. Only acceptable quotes will be evaluated. The comparative evaluation consists of a direct comparison of the received quotes against each other, this way, determining the quote that provides the best overall value to the government.

Each offeror shall recognize that its initial price and technical quote may be used as the sole and final basis for award and should quote accordingly.

2. NUMBER OF CONTRACTS TO BE AWARDED

It is the Government’s intention to award a single contract as a result of this RFQ. The Government reserves the right to not award a contract as a result of this RFQ, depending upon the quality of the quote (s) submitted and the availability of funds.

3. EVALUATION FACTORS

Quotes will be evaluated based upon the factors listed below.

3.1. NON PRICE FACTORS

3.1.1. FACTOR 1: Technical Understanding of the Requirement

An evaluation of Factor 1 will consist of:

i. The Offeror demonstrated an understanding of the work to be accomplished.

ii. The Offeror’s demonstrated an understanding of the Federal government budget process including knowledge of budget procedures, schedules, program information, and budget data.

iii. The Offeror provided evidence that they’re able to provide deliverables under short timelines and the degree to which the vendor demonstrates an

Attachment No. 5 Page 2 of 3 understanding of logistics, schedule, and any other issues including the appropriate mix and balance of education and training of team members.

iv. The Offeror provided evidence that they possess experience working and coordinating with print production offices.

v. The Offeror provided editorial experience for both text and numerical information.

vi. The Offeror provided evidence of their knowledge and skill using Adobe and Microsoft products.

vii. The Offeror provided evidence of the education and work experience of key personnel on other projects, which may or may not be similar to this requirement, but may be relevant to this requirement.

viii. The Offeror demonstrated how the Supervisory Project Coordinator will supervise the workforce and manage product reporting and timelines in accordance with the SOW.

ix. The Offeror provided evidence of their knowledge of Section 508 requirements and their ability to create Section 508 compliant Word, InDesign, and PDF documents including complex tables created in Excel with budget data.

3.1.2. FACTOR 2: Resumes of Key Personnel

An evaluation of Factor 2 will consist of a determination and analysis of the Offeror’s submitted Key Personnel Resumes. This determination is based on the Offeror adequately addressing the Key Personnel requirements as described in section 2.17.2 of the SOW. Furthermore, the resumes should provide evidence of the currency and depth of experience of individual personnel in working on similar projects.

Furthermore, if the Offeror proposes its own labor categories the government will evaluate the experience and qualifications of the proposed personnel and the Offeror’s explanation of why the proposed personnel can successfully complete the project/requirements as described within the SOW.

3.1.3. FACTOR 3: Past Performance

Relevant Past and Present Performance shall consider the following:

i. Quote provides references that are recent, similar in size, scope, and complexity to the SOW requirements.

ii. Other past performance information obtained through other sources (e.g., PPIRS, etc.) demonstrates consistently high quality of service provided on other similar contracts.

3.1.3.1. Past Performance Evaluation Methodology

The Government will evaluate the quality of previous work the Offeror has produced in efforts similar in size, scope, and complexity of requirements within this RFQ and the organization’s history of successful

Attachment No. 5 Page 3 of 3 completion of projects; history of producing high quality reports and other deliverables and history of staying on schedule.

Sources of Past Performance Information for evaluation are as follows:

i. Past performance information may be provided by the Offeror, as solicited;

ii. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, and Fee Determining Officials.

3.1.4. FACTOR 4: COST/PRICE

i. The Government will evaluate the proposed hourly rates for each labor category and the total price for each period of performance to determine if the prices are fair and reasonable.

ii. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic award. Offerors shall not submit a price for the potential six month extension of services period. The Government may choose to exercise the Option to Extend Services (FAR Clause 52.217-8) at the end of any performance period by utilizing the rates of that performance period.

iii. Quotes shall be reviewed to confirm a copy of the Price Template Attachment No 2 was submitted.

4. RESPONSIBILITY DETERMINATION

No award shall be made unless the contracting officer makes an affirmative determination of responsibility in accordance with FAR Part 9.1. A prospective contractor must affirmatively demonstrate its responsibility, including the responsibility of its quoted subcontractors.
