and SOWSpreadsheet and SOW 2.8.2SOW page 4We have reviewed the hours the government requires for each labor category. SOW 2.8.2 reads "The Contractor will be assigned additional tasks throughout the year to support the development of cyclical and ongoing budget exhibits…" Does this mean that the hours provided in Attach 2 are spreadout over a 12 month period for each labor category. For instance, the government may require an Editor for 260 hours anytime throughout the year and not just between December and February (estimated) when the bulk of the work has to happen? The contractor is required to have this staff available on-call whenever the government needs them. Is that an accurate understanding?
Section 2.8.1 is the Budget Release documents work during Dec-Feb (total of 260 hours/labor category). Section 2.8.2 is other budget document work during Mar-Nov (total of 300 hours/labor category). The contractor would need staff available an average of one day/week for each labor category with some extra days when needed at various times throughout the year to work on projects. This would average two days/week if the contractor chooses to combine positions.

If the government plans to utilize the hours assigned to each Labor Category throughout the year - for instance, the Design Publication person burns 100 hours between March and December (out of the 260 hours allowed) and it's time to work on the Budget in Brief (BiB) and the contractor needs to bring in more than 1 person to meet deadlines. In this scenario, is our assumption correct, we would have 160 hours left to divide amongst any number of Design Publication persons we bring to meet the BiB deadline?
No. The time not working on the BIB (usually between March-December) would be charged to the 2.8.2 section hours, of which there are 300 hours allowed per position (Design Publication Support and Editor). When it is time to work on section 2.8.1 (Budget Release documents), you would charge however many design publication people you want to the 2.8.1 section hours, of which there are 260 during normal hours and another 100 during extended hours.
7SOWGeneralGeneralBecause the work required is not routine (almost on-call), how much notice (example: 2 weeks, 1 day, few hours? ) will the Government give the contractors before work is assigned so that we can shift workloads or bring in additional consultants as needed?It is assumed the contractor would have staff available one-two days per week (see answer to question number two) for project work on a regular basis, so advance notice is not an issue. On the occasion that extra work/projects are planned, advance notice will be given.
8SOW2.6.22"SOW 2.6.2 states, "The Contractor must indicate the availability of the key personnel who will be assigned to this task. Key personnel (identified below) include all individuals who will be supporting this task in a primary capacity, to include full and part-time personnel."
The government has designated all labor categories as "Key" and we would need to provide resumes. The work being requested is not routine work. Unless its a company with current employees supporting other tasks and simply shifting over to support Interior's "as-needed" requirements, it would be hard for companies to produce the same people to work on the BiB 8 or 9 months after their resumes were evaluated. We recognize the government wants to evaluate that companies have the right personnel to work on this important task but wouldn't it be more appropriate to ask for resumes 2 to 4 weeks prior to task assignment? How does the government expect companies to submit resumes today and want that person to be available 8 or 9 months from now? For projects like these, companies would generally use 1099 consultants from a pool of pre-screened resources. This requirement seems to unfairly give the incumbent an advantage. We suggest the government designate the Project Coordinator as a Key Person and limit requirement for a resume to just that one position at the time of proposal award and require contractors to produce other resumes 2-4 weeks prior to assigning the work.This work is supposed to be routine so they should be regular staff members and the contractor would need to provide their resumes.
