Addendum to FAR Provision 52.212-01 Instructions to Offerors -- Commercial Items (Jan 2017)

1. GENERAL INSTRUCTIONS

The Offeror’s quote shall become the property of the Government and shall not be returned. If the Offeror’s quote contains information that the Offeror does not wish to be disclosed to the public or to be used by the Government for any purpose other than evaluation of its quote, such restrictions shall be clearly indicated on each sheet containing such information.

Prior to submission of quotes, Offerors are expected to reach an understanding of the requirements of this Request for Quote (RFQ). If such a review establishes the need for correction or clarification, such information shall immediately be brought to the attention of the Contracting Officer so that the matter can be resolved.

The Government reserves the right to request such additional information from Offeror’s to clarify any aspects of the quote. Such information shall be furnished promptly upon the Government’s request. Clarifications are limited exchanges, between the Government and Offerors that may occur when award without discussions is contemplated.

One (1) copy of each unsuccessful quote shall be retained in the contract electronic file.

The Offeror shall submit the quote separated into the following volumes. Additional details are provided herein:

1. Volume 1: Factor 1 – Technical Understanding of the Requirement

2. Volume 2: Factor 2 – Resumes of Key Personnel

3. Volume 3: Factor 3 – Past Performance

4. Volume 4: Factor 4 – Price

2. INQUIRIES

The offeror shall contact the contracting officer and specialist for information about any aspect of this RFQ. Inquiries shall only be submitted in writing via electronic mail (email) to jarreau_vieira@ibc.doi.gov (Contracting Officer) and copy juan_rendon@ibc.doi.gov (Contract Specialist).

3. INCURRING COSTS

The Contracting Officer is the only person who can legally obligate the Government for the expenditure of public funds. Costs shall not be incurred by recipients of this RFQ in anticipation of receiving direct reimbursement from the Government.

4. QUOTE FORMAT

The cover page and table of contents are excluded from the page limitations set for each volume. Key personnel resumes are limited to four (4) single-sided pages each. Each submitted resume shall include a letter of commitment. The letter of commitment is a stand-alone document and is excluded from the 4 page resume page count.

All spreadsheets shall be unlocked and editable.

Offerors that do not follow the instructions provided herein may be removed from consideration of award due to failure to comply with the RFQ.

5. COVER PAGES AND TABLE OF CONTENTS

The Offeror shall provide a Cover Page for each Volume. The Cover Page shall include the following information:

a. Company name

b. Name and title of the Point of Contact (POC) authorized to negotiate on behalf of the Offeror’s organization.

c. Telephone number and email address of the POC.

d. Names, titles, email address and telephone numbers of any other POCs that the

Government may contact if clarification of responses is needed.

The Offeror shall provide a table of contents in each Volume. The table of contents shall be easy to navigate and shall include any chapters, subsections, tables, figures and any additional information found in the body of the Volume.

6. REQUIRED COMPONENTS OF EACH VOLUME & SECTION

a. VOLUME 1: FACTOR 1 – Technical Understanding of the Requirement

The quote should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet the requirements of the Statement of Work (SOW).

i. The approach shall demonstrate the Offeror’s understanding of the Publication and Administrative Support for Budget Documents SOW, specifically their understanding of what is expected of them if the Offeror is awarded the contract. The Offeror shall provide a detailed narrative that demonstrates the Offeror’s understanding of the budget requirements. This narrative shall include how services will be managed to ensure the successful execution of the work requirements related to the SOW, objectives paragraphs 2.2 through 2.9.

ii. The approach shall demonstrate the extent to which the Offeror understands the Federal government budget process including knowledge of budget procedures, schedules, program information, and budget data.

iii. The approach shall demonstrate the Offeror’s capability to provide deliverables under short timelines and their understanding of logistics, schedule, and any other issues including the appropriate mix and balance of education and training of team members.

iv. The approach shall demonstrate knowledge of the specific products and skills required by DOI to publish all documents referenced within the SOW to include working and coordinating with print production offices and editorial experience for both text and numerical information.

v. The quote must indicate the depth of experience and qualifications for each of the proposed key personnel. The Offeror may use the personnel’s work experience on other projects, which may or may not be similar to this requirement but may be relevant to this requirement, as an example. The Offeror must show how the Supervisory Project Coordinator will supervise the workforce and manage product reporting and timelines in accordance with the SOW.

vi. The quote must demonstrate the Offeror’s proficiency in Section 508 requirements and their ability to create Section 508 compliant Word, InDesign, and PDF documents.

b. VOLUME 2: FACTOR 2 – Resumes of Key Personnel

The Offeror shall submit a quote that identifies and provides resumes of key personnel. The resumes shall meet or exceed the requirements for each position as described in section 2.17.2 of the SOW. A letter of commitment is required for each submitted resume.

The Offeror may propose its own corresponding labor categories for each Government labor category listed within the SOW. The Offeror’s labor categories must clearly demonstrate how they are interchangeable (equivalent) with the Government’s proposed labor categories, in this way meeting the minimum or exceeding requirements as outlined within the SOW. Any newly proposed labor categories must be defined with an additional explanation as to why they are needed for this requirement. This additional explanation shall be no more than 1 page in length and is bound by the page limit of the resumes.

c. VOLUME 3 – FACTOR 3 – Past Performance

The Government seeks to evaluate the offeror’s past performance supporting various clients, across various project types, and under varying conditions by evaluating the quality of Offeror performance in execution of contracts of similar size, scope, and complexity to this requirement. The offeror shall identify three

(3) recent contracts on previous or current projects/tasks that are of a similar size, scope, and complexity of work identified in the SOW. Recent is defined as within the last three (3) years from the RFP issuance. The Government will not consider contracts recent when the contract is newly awarded without a performance history or when the effort concluded more than three (3) years prior to the release of the RFP. The contracts listed may include those with the public or private sector

Offerors are required to explain what aspects of the identified contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate to the SOW.

All provided Past Performance references shall:

i. Be of similar size, scope, complexity, and currency where:

• “Size” of a contract relates to the contract value of services including all subcontracts and all option periods.

• “Scope” relates to the range of services provided to any Federal, State, or Local Government entity or commercial entity as compared to the scope of this requirement.

• “Complexity” refers to the range of technical challenges that must be addressed in addition the ability to provide multiple services in multiple locations in parallel while meeting or exceeding performance objectives.

Each Past Performance reference submitted by the Offeror should include the following information:

i. Contract name

ii. Contract number

iii. Order number (if applicable)

iv. Brief description of the Contract scope and tasking (not to exceed 100 words)

v. Customer organization (agency, firm, etc.)

vi. Customer type (Federal Government, State/Local Government, Commercial concern)

vii. Contract type (firm-fixed price, cost reimbursable, time-and-materials, etc.)

viii. Estimated contract value:

o Including all subcontracts and all option periods with a clear indication of whether the options were exercised; and o The contract value shall reflect the revenue realized by the offeror for products provided and services actually performed by the offeror. For example, if the Offeror was a subcontractor, the dollar value shall only reflect the Offeror’s portion of the work as subcontractor, not the value of the entire contract as realized by the Prime contractor.

ix. Start and completion date (or projected completion date)

x. Contact information for one (1) customer points-of-contact including:

o Name and title o The role/job of the points-of-contact, while associated with the project

xi. A brief narrative of why the Offeror deems the reference to be relevant to this effort to include SOW paragraph(s) that the reference applies to.

Additional Sources of Past Performance Information

The Government reserves the right to obtain information from other than the sources submitted by the Offeror.

The Government may use past performance information contained in the Federal Past Performance Information Retrieval System (PPIRS.Gov) in addition to any other sources including the references provided by the Offeror. Past Performance information will be utilized to determine the quality of the Contractor’s past performance as it relates to the probability of success of the required effort.

d. VOLUME 4 - FACTOR 4: COST/PRICE

The Contractor shall propose a pricing structure in accordance with their proposed technical solution and in accordance with the instructions contained herein. The Contractor agrees to hold the price in its quotation firm for 60 calendar days from the date specified for receipt of quotes or as requested in any subsequent amendment.

Partial quotes will not be accepted. The failure to submit any of the information requested in this RFQ may lead to the rejection of your quote without further consideration.

General Information

The Offeror shall submit a quote that provides the following information:

i. Legal Business Name and Doing Business As (DBA) Name

ii. Physical Street Address

iii. City, State, Zip Code

iv. Mailing Address

v. Data Universal Numbering System (DUNS) Number

vi. Commercial and Government Entity Code (CAGE) Code

vii. Taxpayer Identification Number (TIN)

viii. Quote Number

ix. Acknowledgement of all quote amendments

Pricing

The Offeror shall submit a quote that provides pricing for each labor category and its respective hourly rate. Rates for work hours will be evaluated for reasonableness. Offerors may provide any applicable labor categories that are appropriate for their proposed solution to meet the requirements of this effort. The Offerors shall not exceed the amount of hours seen in Attachment No. 2, regardless of what labor category is quoted. The contractor shall reference Attachment No. 2 - Contract Line Item Number and Estimated Work Hours for additional information. The spreadsheet shall be unlocked and editable and must be utilized. The Offeror may insert rows within the spreadsheet if they are proposing different labor categories than the ones listed. Attachment No. 2 provides a summary total of the anticipated hours and labor categories for this requirement.

Responsibility Information

The Offeror shall provide information that demonstrates responsibility within the meaning of FAR 9.104-1. Offerors shall provide the following information:

i. Financial Information of Organization. Information on financial condition, capability and background of the organization. Clearly explain your current financial strength and resource capability, and current credit rating. The Offeror shall provide the organization’s latest annual financial statements (e.g.

Balance Sheet, Profit and Loss Statement, Statement of Cash Flow, and Annual Reports), for the last three consecutive years of operation, latest quarterly financial statements of operations, and other documentation to clearly explain its current financial strength and resource capability, and current credit rating. Compiled financial statements, reviewed financial statements, and/or audited financial statements shall be acceptable and sufficient.

7. DISCREPANCIES/EXCEPTIONS TO TERMS AND CONDITIONS

The Contracting Officer (CO) and Contract Specialist (CS) are the exclusive points of contact for this acquisition. Address any questions or concerns you may have to the CO and CS. Written questions or clarifications shall be submitted on or before May 9, 2018 by 12:00 P.M. Eastern Standard Time (EST), using the template for Questions and Answers provided in RFQ Attachment No. 3. In the event of conflict between the answers to questions and the RFQ, the RFQ shall take precedence. Please be advised that the Government reserves the right to transmit those questions and answers of a common

Attachment No. 4 Page 8 of 9 interest to all prospective Offerors. Questions shall contain the RFQ number and Title.

Please send all questions via e-mail to jarreau_vieira@ibc.doi.gov and juan_rendon@ibc.doi.gov. Telephonic questions or written questions not provided in the questions and answers template shall not be accepted.

If you believe that the requirements in these instructions or elsewhere in the RFQ contain an error, omission, are otherwise unsound or require clarification in order to permit submittal of a responsive quote you shall notify the CO and CS in writing with supporting rationale.

It is the responsibility of the Offeror to submit their quote on time and ensure successful delivery to the Government facility. If you do NOT receive a confirmation email, it is the Offeror’s responsibility to follow-up with the CO to ensure successful delivery.

Questions and answers shall be posted on Federal Business Opportunities website at https://www.fbo.gov/.

All questions shall be sent utilizing the questions and answers template provided for your question to be official (reference Attachment No. 3). All questions shall be submitted at jarreau_vieira@ibc.doi.gov and juan_rendon@ibc.doi.gov.

9. RFQ DUE DATE

Response to this RFQ shall be submitted electronically via email to Jarreau Vieira (Contracting Officer) at jarreau_vieira@ibc.doi.gov and also email a copy to Juan Rendon (Contract Specialist) juan_rendon@ibc.doi.gov on or before May 16, 2018 by 12:00 P.M. EST. The electronic copies of the quote shall be submitted in a format readable by Microsoft Office 2007 or higher OR Adobe Acrobat 9 Standard and shall be virus free. The price volume must be an editable MS Excel file. If files are compressed, they must be provided in a self-extracting format. If the quote is not received by Government on or before the date and time specified, the offeror’s submission may be considered late and removed from consideration of award.
