About this file
This document is Amendment 0004 to Solicitation 140A2326Q0286, issued by the Indian Education Acquisition Office on August 27, 2026. The amendment extends the solicitation and provides answers to fourteen questions submitted by potential offerors regarding the procurement of a new restricted CoreMax keying system for Kayenta Community School.
The procurement requires 232 CoreMax cores and 600 CoreMax keys (allocated between factory-cut keys and uncut key blanks based on final keying schedule), all factory-cut and stamped according to an approved door and keying schedule. Anticipated key quantities include 2 change keys per unique combination, 6 master keys, 4 grand-master keys, and 2 control keys, with final quantities determined by the approved keying schedule. All 232 cores must be factory-combinated to the approved hierarchy prior to delivery and installation. The contractor must replace all defective door hardware and components encountered during installation and replace all tailpieces on all 232 doors. Work hours are restricted to 3:30 PM to 10:00 PM Monday through Friday, with access coordinated through the Acting Facility Manager (Harrison Lee) and school security escort; background checks are required for contractor personnel. The firm-fixed price quote must include all costs for cores, keys, factory keying/combinating, keying system establishment, and installation, with no separate allowances permitted for keying system development. Installation must occur within 30 to 60 days after key plan approval per Amendment 0003. Payment is made only after project completion, and Kayenta Community School will complete required security and end-user authorization documentation for the CoreMax system.

The purpose of this amendment is to extend the
Solicitation and to answer the following received questions:
Question: Does the quantity of 600 mean 600 finished, factory-cut restricted CoreMax keys?
Answer: The total quantity is 600 CoreMax keys, which may be allocated among factory-cut keys and uncut key blanks based on the final approved keying schedule.
Question: How many keys are required at each level: change keys, master keys, grand-master keys, and control keys?
Answer: The anticipated quantities are as follows:
Change Keys: 2 keys per unique change-key combination
Master Keys: 6
Grand-Master Keys: 4
Control Keys: 2
The total number of change keys will depend on the final approved keying schedule and the number of unique change-key combinations required. Final quantities and distribution will be coordinated with the approved keying schedule.
Question: How many unique change-key combinations are required, and how many duplicate keys are required for each combination?
Answer: The number of unique change-key combinations and duplicate keys will be determined as part of the final approved keying schedule. This will not affect the required core quantities.
Question: Is this intended to be a new CoreMax system or an extension of an existing restricted BIE/CoreMax system? If it is an extension, will BIE provide the system records, keyway information, and end-user authorization required by the manufacturer after award?

Answer: This requirement is for a new CoreMax system exclusively for Kayenta Community
School. This is not an extension of an existing system. Kayenta Community School will complete the required security and end-user authorization documentation for the new CoreMax system.
Question: Must all keys be factory cut and stamped? If so, what stamping, numbering, or serialization is required?
Answer: Yes. All keys shall be factory cut and stamped in accordance with the final approved door and keying schedule. Final stamping, numbering, and identification requirements will correspond with that schedule.
Question: Must all 232 cores be factory-combinated to the approved hierarchy before delivery and installation?
Answer: Yes. All 232 cores shall be factory-combinated in accordance with the approved key hierarchy prior to delivery and installation.
Question: Because the detailed key plan will not be developed until after award, what keying assumptions should offerors use to establish the required firm-fixed price?
Answer: Offerors should include all costs associated with the cores, keys, factory keying/combinating, establishment of the keying system, and installation in their firm-fixed price. The detailed keying plan will be developed and finalized after award.
Question: May an offeror state a defined keying assumption or allowance in its quotation for the currently unspecified hierarchy?
Answer: No separate allowance should be included for development of the keying system.
The cost of establishing the system at the factory should be included in the offeror's firm-fixed price.

Question: The statement of work requires the contractor to replace or otherwise address defective components encountered during installation. For purposes of the all-inclusive firm-fixed-price quote, should offerors include the cost of replacing defective lock hardware/components beyond the 232 CoreMax cores, 600 keys, and reuse of existing tailpieces? If yes, please provide the anticipated types/quantities or any allowance the Government wants included. If those conditions are discovered after award, please confirm whether they would instead be handled as separately authorized work.
Answer: Yes, all defective parts will need to be replaced if the contractor comes across any wear and tear parts to the door hardware at each door of the 232 Cormax cores and 600 keys locations. All tail pieces will need to be replaced on all the doors per the SOW.
Question: Please identify the hours and days during which the contractor will be allowed to work in Buildings 1725 and 1726. Are evenings, weekends, school breaks, or work during occupied school hours permitted? Please also advise whether access must be coordinated through an escort, whether rooms can be made available in batches, and whether any background checks or advance access clearances are required for our crew.
Answer: The hours will be after school hours.
From 3:30 PM to 10:00 PM Monday through Friday.
Yes, access escort by school security guard.
Please Check in with Acting Facility Manager each day, Mr. Harrison Lee. Acting Facility
Manager will assist in checking work progress once contractor is onsite to work on the project. Alternate FM will be Jerry James, and
Kenneth Yazzie to assist in checking the progress of the re-keying project on campus.
Yes, access will need to coordinate with Acting
Facility Manager and School Administration.
Yes, we will need the background check for the contractors that will be doing the work. A room

Question: An authorized distributer stated the factory's published lead time is 16 to 17 weeks once its order is booked. Amendment 0003 calls for installation within 30 to 60 days after approval of the key plan. How should offerors reconcile that period with the factory lead time for the specified restricted cores? Please confirm when the installation clock begins and whether the contract schedule will allow for manufacture and delivery after school authorization and key-plan approval
Answer: Please refer to amendment 0003 and the
SOW. 30 to 60 days for installation after approval of the key plan.
Question: Will the contract permit payment for ordered or delivered cores before installation, or only after installed work is accepted? If progress payments or separately priced material delivery are contemplated, please identify the governing clause and what documentation would be needed.
Answer: No. Payment will be made after completion of project.
Question: Will a letter from a BEST Authorized
Distributor, confirming it will supply the
CORMAX cores and keys to the offeror once BIE completes the Security Authorization Form, satisfy the proof-of-authorization requirement?
Answer: Yes. Kayenta Community School will complete the required security and end-user authorization documentation for the new Cormax system.
