About this file

This is a pricing quotation from Papillon Airways Inc. for helicopter transportation services to Supai, Arizona, dated June 8, 2026, addressed to Scott Amhaus.

The quote covers helicopter transportation of personnel and equipment using an AS350B3e aircraft with load capacities of approximately 1,100 pounds under standard conditions and 1,800 pounds for early-morning operations. Personnel transport services are estimated at 32 flight hours over 20 days at $2,800 per hour, totaling $89,600. Mobilization and demobilization operations are estimated at 15 hours for $42,000, involving 10 trips per day over 3 days to move into the village and 1 day to move out, with 15-minute turnarounds between Long Mesa and the schoolyard. External load operations incur an additional charge of $260 per hour to maintain required equipment, with Papillon providing all standard nets and slings; specialty slings require client provision or additional cost. Fuel truck services are quoted at $3.30 per mile for four round trips from the company base to Long Mesa, or $500 per day if the truck remains on-site. Ground personnel services are available at $205 per person per day. The Havasupai Tribal Council landing fee of $3,500 per day adds $70,000 over the estimated 20-day project duration. The total project estimate is $210,489.60, with a notation that the Bureau of Indian Education may be able to negotiate the tribal landing fee. The quotation is signed by Michael Wilson, Director of Utility Operations at Papillon Helicopters, and is based on several planning assumptions that may be refined with information from previous similar projects.

Re: quote for transportation of personnel and equipment to Supai

Scott, Thank you for speaking with me.

I have prepared this estimate based on the use of an AS350B3e. This aircraft should support planned loads of approximately 1,100 pounds. For the heavier unit you described, we should schedule that lift first thing in the morning to take advantage of cooler temperatures. With early-morning conditions and a light fuel load, we should be able to lift approximately 1,800 pounds.

This project estimate is based on several planning assumptions.

We can quote the flight time for round trips to Supai from Grand Canyon Airport.

For 20 days of morning and evening personnel transport, I estimate approximately 32 flight hours.

At $2,800 per hour(our on demand charer rate is $2,935.00 per hour) , the total is $89,600.

I estimated 15-minute turns from Long Mesa to the school yard and back to Long Mesa, with 10 trips per day over 3 days to mobilize into the village and 1 day to demobilize out. We estimate 15 total hours for mobilization and demobilization, for a total of $42,000.00.

An additional external load charge of $260 per hour applies to cover the cost of maintaining the required equipment during external load operations. We will provide all nets and slings. If specialty slings are required, they must either be provided or added at an additional cost.

In addition, the new daily landing fee is $3,500 per day. Over an estimated 20 days, this adds $70,000.00 to the quote.

I do not have visibility into your previous project, but that information may provide a more accurate picture of actual flight time. There may also be some savings during mobilization and demobilization, as crew movement will be included in that time.

When a fuel truck is needed, we can provide one at a rate of $3.30 per mile. I will quote for 4 round trips from our base to Long Mesa. If the truck can remain in a secure location instead of being driven back and forth each day, the on-site rate is $500.00 per day. If ground personnel are required, the charge is $205 per person per day.

I assume you are planning and anticipating that afternoon thunderstorms may prevent transportation on some days.

The total estimate for this project is:

Daily commute about $89,600.00 Sling loads to Mob and DeMob about $42,000.00 External load equipment charge about $3,900.00 Fuel truck charge for Mob and DeMob $4,989.60 Total estimate $140.489.60

On top of this estimate is the Havasupai Tribal Council imposed landing fee of $3,500 per day.

Based on the 20 day estimate that adds $70,000 to the total for a final total of:

$210,489.60

The Bureau of Indian Education may be able to negotiate this landing fee with the tribal council.

If you have any questions or need clarification please let me know.
