About this file
This is an advance notice letter from the Havasupai Tribal Council announcing the implementation of new regulations governing aircraft, helicopter, and drone operations within Havasupai airspace and tribal lands, effective May 1, 2026.
The Havasupai Tribe, exercising its authority as a federally recognized sovereign Indian tribe, has enacted Havasupai Tribe Resolution No. 13-26 establishing mandatory regulations and fees for all aircraft and helicopter operators, companies, and pilots. Any operator intending to fly aircraft, helicopters, or drones within Havasupai airspace, on the Havasupai Reservation, or on any lands under tribal jurisdiction must obtain prior authorization and permission from the Tribal Council. Landing operations require prior notice and authorization, along with payment of a limited license landing fee of $3,500.00 per day for each day the aircraft, helicopter, or drone lands on tribal territory. Violations of these regulations constitute trespass and subject operators to enforcement measures including permanent exclusion, fines, assessments, and impoundment of property. Emergency medevac helicopters are exempt from these regulations. The letter, dated April 10, 2026, and signed by Chairwoman Melinda Yaiva, provides operators with advance notice to ensure compliance by the May 1, 2026 effective date.
