About this file
This is a Statement of Work (SOW) for a federal construction contract issued by the Bureau of Indian Education (BIE), Department of the Interior, for fire alarm manual pull station adjustment and relocation work at Havasupai Elementary School in Supai, Arizona.
The project involves corrective work to address manual fire alarm pull station mounting-height deficiencies identified during safety inspections in four school buildings (1022, 1023, 1024, and 1025). Work includes field verification of existing pull stations, adjustment or relocation of devices to achieve 42-48 inches above finished floor (AFF) height, repair or replacement of defective stations with listed compatible devices, extension or rerouting of existing fire alarm wiring and conduit as necessary, device-specific programming where required, wall patching and painting, and functional testing of all affected pull stations. The contractor must maintain the existing fire alarm system configuration and functionality, coordinate with school operations in this occupied facility, and comply with NFPA 72, NFPA 70, NFPA 5000, ADA accessibility guidelines, and manufacturer installation instructions. The total period of performance is 45 calendar days from Notice to Proceed, with key milestones including field verification within 7 days, government review allowing up to 14 days, procurement and mobilization, field work completion, and testing with closeout documentation. Two Contract Line Items are defined: CLIN 1 covers field verification and pre-installation submittals, and CLIN 2 encompasses all corrective work labor, materials, equipment, testing, and documentation. The project site is remote, accessible only by helicopter or 8-mile trail, requiring careful logistics planning and coordination. Deliverables include a simple layout sketch, manufacturer product data for replacements, functional test reports with device-specific results, marked-up record documentation showing final pull station locations and heights, digital photographs, warranty information, and documentation of any out-of-scope deficiencies discovered during work. The contractor must obtain background clearances for supervisory personnel, maintain personnel supervision ratios when students are present (1:8 maximum cleared to non-cleared), complete safety orientation, provide an Accident Prevention Program, and coordinate with the school's Contracting Officer's Representative (Karlisa Benally) for all major decisions and progress updates.

Work may include adjustment or relocation of existing manual pull stations, repair or replacement of existing pull stations where necessary, and incidental wiring and conduit modifications required to complete the corrective work.
Work performed under this project shall be installed and tested in accordance with applicable requirements of NFPA 72, National Fire Alarm and Signaling Code; NFPA 5000, Building
Construction and Safety Code; NFPA 70, National Electrical Code, where electrical wiring or conduit work is performed; applicable Americans with Disabilities Act and Architectural Barriers Act
Accessibility Guidelines (ADAABAAG); manufacturer installation instructions; and other applicable project requirements identified in this SOW.
1.1. LOCATION
This project is located at Havasupai Elementary School, 40 Main Street, Supai, AZ 86435, within
Supai Village on the Havasupai Reservation.
(Access via helicopter or 8‑mile trail from Hualapai Hilltop).
See Attachment 12 – Helicopter Information, if included. Attachment 12 is provided for informational purposes only. The Contractor is responsible for verifying current transportation rates, schedules, availability, weight and volume limitations, packaging requirements, and other transportation-provider requirements.
1.2. BACKGROUND
Havasupai Elementary School is a Bureau of Indian Education (BIE) K–8 day school located in Supai
Village within the Grand Canyon. The site is remote and is accessible by helicopter or by trail from
Hualapai Hilltop. Site access and transportation constraints may affect delivery of personnel, materials, tools, and equipment.
Safety inspections identified manual fire alarm pull stations in Buildings 1022, 1023, 1024, and 1025 with mounting-height deficiencies requiring corrective action. This project will adjust or relocate affected pull stations and repair or replace existing devices, wiring, and conduit as necessary within the defined scope.
Unanticipated Discoveries
If cultural materials, archaeological resources, human remains, or other potentially significant cultural items are encountered during the work, the Contractor shall immediately stop work in the affected area, protect the discovery from disturbance, and notify the Contracting Officer’s Representative. Do not resume work in the affected area until authorized by the Government.
1.3. DESCRIPTION
The project is limited to interior fire alarm work in Buildings 1022, 1023, 1024, and 1025. Work consists of adjusting or relocating existing manual fire alarm pull stations to correct identified mounting-height deficiencies, repairing or replacing existing pull stations where necessary, modifying associated conduit and wiring as required, and patching and painting affected wall surfaces.
After completion of the work, the Contractor shall functionally test all manual fire alarm pull stations within the affected buildings and provide the required test documentation.
1.4. SCHEDULE
The total period of performance shall be 45 calendar days from Notice to Proceed (NTP).
Minimum milestones are as follows:
• Field Verification and Submittal: Within 7 calendar days after NTP, complete the site visit and field verification of existing manual pull station locations, mounting heights, device conditions, wiring, raceways, and existing system interfaces. Submit manufacturer product data for proposed replacement devices, where applicable, and a simple layout sketch identifying existing pull station locations and proposed adjustments or relocations.
• Government Review: Allow up to 14 calendar days after receipt of a complete consolidated submittal for Bureau of Indian Education/Contracting Officer’s Representative review. Do not begin physical adjustment, relocation, or replacement work until the applicable submittal is accepted by the Government.
• Procurement and Mobilization: Procure required materials and coordinate mobilization following Government acceptance of the applicable submittal. The Contractor shall plan procurement and mobilization so that all work is completed within the overall period of performance.
• Field Work: Complete selective removal, adjustment, relocation, repair, replacement, wiring, conduit work, and required device-specific programming within the overall 45-calendar-day period. Coordinate all work with school operations.
• Testing and Closeout: Following completion of field work, perform the required functional testing of all manual fire alarm pull stations in Buildings 1022, 1023, 1024, and 1025. Submit the signed fire alarm test report and required record documentation before the end of the period of performance.
On-site field verification and mobilization are subject to completion of applicable site-access, background-clearance, and safety-documentation requirements.
