Question & Answer for TORFP # 140A2324R0004 AMD0003 Modular Daycare – HINU

Question: Thank you for providing the reference to the Kansas Laws and Regulations in the Q&A document. In reviewing the Kansas Laws and Regulations against the previously provided GSA PBS140, further discrepancies were highlighted. For your convenience, I’d like to callout where the information can be found in either document. The Kansas Laws and Regulations formulae for the maximum number of children per age classification can be found on pages 53-

54. Whereas pages 46-47 of the GSA PBS140 contains the requirements for the OFA per age classification for the center. The excel sheet will show, based off both documents, the required spacing to achieve the maximum number of children for this center.

The building that has been provided inside the solicitation documents is not going to be adequately sized based off the required occupation floor area needed for the sizing that HINU is requesting. Based off the answers provided from the government to questions 88 and 90, the building is going to be 2,107.3 SF shy of the required space to achieve the SOW for the solicitation. This increases the need to increase the building envelope by nearly 36% which would be an additional 3 modular units/buildings. Please advise on the sizing requirements to achieve the desired maximum number of children for this center. I understand that the question period is closed, however, the response to this question is critical to the understanding of the scope for all bidders.

Answer:

The design shall be based on the maximum child count of 39 in the following groups:

Infant: 3

Toung Toddler: 10

Older Toddler: 14

Pre-School: 12

The design provided is conceptual and for visualization purposes only. Final design is the responsibility of the Design Build Contractor.
