About this file
This is a Question and Answer document for RFQ 140A1626Q0074, Transcription Services for OJS IAD, issued by the Bureau of Indian Affairs (BIA). The document clarifies requirements and evaluation criteria for prospective quoters rather than establishing new requirements.
Key service requirements include contractor-provided transcription services for Office of Inspector General, OJS IAD cases with a two Government business day turnaround time for all transcripts, as the Government considers all IAD cases high priority. The Government estimates 2,000 audio minutes per month (24,000 annually) for pricing purposes only; this is not a guaranteed minimum, and payment will be based on actual audio minutes transcribed at the awarded per-minute rate. The contractor must maintain a FedRAMP-authorized High impact level secure shared site with encryption at rest and in transit, 30-day data retention, and access limited to authorized IAD personnel. Quoters may use their own pricing format or the SF 1449, and must submit a brief technical narrative explaining how they will meet SOW requirements with no specified page limit. Pricing must include the per-audio-minute rate for the base year and each option year, with evaluation calculated by multiplying the quoted rate by 24,000 minutes annually and summing base year and option year totals. The applicable small business size standard for NAICS 561410 is $19 million. Quotes should be submitted to Lara.Wood@bia.gov, and quoters are responsible for including all applicable taxes in their quoted price. FAR 52.229-10 has been removed from the solicitation, and quoters must comply with DIAR 1452.280-3.

RFQ 140A1626Q0074
Question and Answer
Statement of Work
1. Task 1. Can the Government clarify whether the 2,000 minutes per month is a guaranteed minimum or an estimate for pricing purposes.
a. The 2,000 audio minutes per month is an estimate based on historical usage and is not guaranteed. Actual volume may be higher or lower. The Government will pay for actual audio minutes transcribed at the awarded per-minute rate.
2. Task 7. Would the Government consider delivery on transcripts within two business days on non-high priority cases? If so, would the Government prefer two rates?
a. No. All IAD cases are considered high priority, so the Government will not establish separate turnaround times or rates. Transcripts must be completed within two Government business days, excluding weekends and Federal holidays. Requests received after normal business hours will be considered received on the next Government business day.
3. Would the Government consider an automated transcription application in place of the contractor-provided transcription services?
a. No. The Government requires contractor-provided transcription services in accordance with the SOW.
4. Can the Government provide any additional guidance on the minimum acceptable security standards (e.g., FedRAMP level or specific encryption and access control requirements) for the contractor-maintained secure shared site?
a. The contractor-maintained shared site must be FedRAMP authorized at the High impact level. Data must be encrypted at rest and in transit, and access must be limited to authorized IAD personnel. See revised
SOW.
5. Are there any preferred or required technical specifications for the shared platform beyond encryption at rest and in transit and 30-day retention?
a. No additional technical specifications apply beyond those stated in the revised SOW.

a. Quoters must comply with DIAR 1452.280-3. No separate percentage breakdown is required with the quote.
