About this file

This is a Questions and Answers document from Amendment 0001 addressing inquiries submitted during the 22 January 2026 site visit for a federal contract solicitation.

The solicitation involves a boiler system replacement project requiring asbestos mitigation and installation of new multiple boiler systems with Direct Digital Controls (DDC) to replace an existing analog system. Bidders must price the removal of all Asbestos-Containing Material (ACM) pipe insulation in the basement, boiler controls, and DDC installation. The scope includes final cleanup as a quality control requirement and protection of artifacts and surrounding areas, with contractors responsible for repair or replacement of any building damages. Pre-cleaning is optional but not a requirement. The project is subject to all applicable federal, state, local, and Tribal regulations, including Blackfeet Tribal Employment Rights Office (TERO) Laws. International Building Codes apply and require upgrades to boiler controls and thermostats. All work must comply with applicable regulations, and contractors must submit designs prepared by a licensed Montana engineer in their submittals at least two weeks before the preconstruction workplan meeting. An asbestos survey report will be provided in an amendment to the original solicitation. Engineered specifications for the boilers will be provided post-contract award, with a completed site drawing to be delivered upon project completion.

This Q&A document contains the questions submitted during the 22 January 2026 site visit and their answers. This is being shared via Amendment 0001.

1.) I would be pricing the controls for the boiler but not boiler install. I am familiar with the building and met Charles in the past when working on the existing boiler. Will you be adding building automation controls for the boiler? If so, I would like to bid.

The automation is the DDC, Direct Digital Controls, instead of the long-standing analog system. A proper proposal pricing shall include the asbestos mitigation of the RACM in the basement, and the removal and the installation of a new multiple boiler system with

DDC.

2.) Does the Blackfeet Tribal Employment Rights Office (TERO) Laws apply to this Solicitation?

The SOW states All federal, State Local and Tribal regulation apply to this project. And TERO is a Tribal Organization.

3.) The Asbestos Survey report was not included in the Solicitation documentswould you please provide this.

The asbestos report will be in the amendment to the original solicitation.

4. Is the planned Abatement restricted to the affected areas or should we price the proper removal of all ACM in the Basement?

The SOW states the removal of all pipe insulation in the basement; this does not exclude piping in other parts of the basement.

5. What would be the extent of the pre-cleaning and protection required for these and is it the responsibility of the selected contractor to accomplish this?

Pre-cleaning is not a requirement in the SOW and is not a quality control item. If you choose to pre-clean that is your decision. However final clean up is a quality control item. Yes the protection of artifacts and the surround areas is part of the contract which includes repair or replacement of any damages to the building.

6.) International Building Codes apply to this project. This affects the Air exchanges, boilers and accessories, requiring upgrades to the Boiler controls, Thermostats, etc. The scope of work does not address these. Engineered specifications on the Boilers will be provided as part of the post Contract activities. A completed Site drawing will be provided at project completion. Is this correct and acceptable?

All work must be completed in accordance with the applicable federal, state and local regulations. A design by a licensed Montana engineer should be included in the submittals prior to the preconstruction workplan meeting (two weeks before beginning of construction).
