Questions and Answers

Note: Most duplicate questions have been removed. If there is a perceived discrepancy in any of the answers provided, please notify the Contracting Officer immediately for clarification.

Factor 4, Page 80, Can the Prime use the Past Performance of its subcontractor? If yes, can the Past performance be weighted equally with that of the Prime?

Subcontractor past performance is allowable, but any past performance submitted for a proposed subcontractor must be for work they performed as a Prime Contractor.

Would the government consider increasing the maximum number of 1-Page Past Performance examples to 6, instead of 3? This will allow for far greater depth in demonstrating competencies across multiple labor category pools.

Yes. The RFP has been amended to account for the update.

Can we use our JV and use the past performance from the separate companies, or would it have to be the past performance of the JV?

Joint Ventures (JVs) may include past performance from each entity making up the JV, but any such past performance must be for work performed as a Prime Contractor.

Can we do a Teaming arrangement and use the past performance of a subcontractor and get points for that past performance?

See response to Question 1.

1.3.a.i Factor 1 – Technical Capabilities (page 80 of file Sol_140A1623R0004). Under Factor 1, offeror is expected to address “its understanding of the work, including creativity and thoroughness shown in understanding the objectives of the SOW, specific tasks, and planned execution of the project”. However, in file B08_Solicitation_Attachment_1_SOW there are no objectives or specific tasks listed in the Statement of Work. There is a section in the SOW identified as 1.4 Tasks/Description of Services but there are no specific Tasks or Description of Services provided. Can the Government please provide clarity on the Tasks/Objectives that the offeror is to address in order to satisfy the Factor 1 requirement in the solicitation Updates to SOW with high-level tasks are in-progress and will be included in a future amendment. Reminder: The Government will provide specific tasks at the TO level. The government reserves the right to extend or not extend the due date of proposals beyond 2/14/2023 when the future amendment with SOW updates is posted.

Requirement: RFP section L.1,2.1 (Proposal Submission Details) states: “As stated in FAR 52.212-1(f)(2)(i)(A), if the proposal is emailed, then the proposal must be received at the initial point of entry to the Government Infrastructure not later than 5:00pm (local time) one working day prior to the date specified for receipt of offers.”

Concern: The proposal is due Monday, February 6. One “working day” prior to the date specified for receipt would then be Friday, February 3. In effect, submittal one “working day” prior to the due date requires offerors to submit the proposal on February 3 thereby removing at least 2 days from the proposal development time frame.

Question: Would the government either change the due date to Tuesday, February 7 or allow submission via email on the original due date rather than one “working day” prior to afford offerors the weekend days to complete their proposals?

Proposals are due on the date/time listed in the RFP.

Reference paragraph A.4, Does the government have an estimate of the distribution of the anticipated contract value within each of the five pools?

No.

Reference paragraph B.2, If a company is awarded the “Acquisitions” pool does that create a conflict that will preclude that company from bidding on and receiving other contract awards form the BIA, including task order awards on this IDIQ contract?

Each task order will require a disclosure of potential conflicts of interest as part of the proposal submission process, so these issues will be handled at the task order level should it arise.

How many IDIQ contract awards does the government contemplate?

The government anticipates awarding as many IDIQs as necessary to ensure adequate competition across all pools.

Paragraph H.5 requires offerors to submit a resume for the IDIQ Program Manager. Where should the resume be included?

Factor 3. RFP amended DIAR 1452.280-4 Indian Economic Enterprise Representation (FEB 2021) is included on page 83 of the solicitation. Are offerors required to submit this representation with their offers?

Yes.

Reference Attachment 3 - Labor Category Descriptions and Attachment 2 – IDIQ Pricing Schedule, the Pricing Schedule includes the position title “Project Manager”, but Attachment 3 does not include a position description. Please clarify.

The Project Manager labor category in the pricing schedule has been removed.

Reference Attachment 3 - Labor Category Descriptions and Attachment 2 – IDIQ Pricing Schedule, Pool 4 - Administrative/Financial includes position titles “Subject Matter Expert II” and “Subject Matter Expert III”. Should those categories be included in Pool 5?

Yes. The RFP has been amended to move these positions to Pool 5.

Reference Attachment 3 - Labor Category Descriptions and Attachment 2 – IDIQ Pricing Schedule, Pool 4 - Administrative/Financial, Given the “Project Manager I” position with “4 years of relevant experience” and the “Project Manager II” position with “8 years of relevant experience”, please clarify the role of the “Assistant Project Manager” with “seven or more years of progressively responsible experience” in Pool 2?

Assistant Project Manager position has been deleted in the amended RFP.

Attachment 1, SOW – 1.3 Scope of Work, Page 2 “The purpose of this acquisition is to award multiple Business Support Services Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts to provide Human Resource, Information Technology and acquisition administrative and other support services as needed. Will the Government clarify the Pool or Pools that are within scope of the Information Technology requirements, as well as the Labor Categories from Attachment 3 that would fulfill these roles?

The reference to information technology (IT) has been removed. IT is not scoped into BSS.

Does the Program Manager for the Business Support Services (BSS) IDIQ need to be located in Washington DC? Can it be a remote position?

The PM does not have to be located in Washington, DC. The position can be remote, and the government anticipates the position being provided as overhead.

Attachment 3 Labor Categories & Attachment 2 IDIQ Pricing Schedule: In reviewing these documents, we have some questions to ensure we price the positions correctly.

a. Project Management Pool – i. Senior Program Manager and Principal Management Consultant require a BS which stands for a Bachelor of Science specifically and would discount Bachelor of Arts which some management programs are. Was this intended to be simply a bachelor’s degree required, like all the other categories before it?

For any positions that previously listed “Bachelor of Science”, a bachelor’s degree is acceptable. The RFP has been amended to reflect this.

c. Administrative/Financial Pool

i. Executive Assistant, Administrative Assistant, and Data Entry Operator staff do not typically hold Bachelor of Science degrees. Would the government consider reducing this requirement to high school diploma to keep the candidate pool open and costs reasonable?

A High School diploma is acceptable, though additional requirements may be levied at the task order level.

iii. Subject Matter Expert III mentions “CRG” but we were unable to locate the group that acronym represents The PD has been updated in the amended RFP.

d. Subject Matter Experts Pool

i. For the Trainer labor category, listed under the subject matter expert pool, are they expected to have unstated years of experience in their expert field with 2 years of training on top? Or is this the type of training that could be rolled out by any experienced trainer. We have many training positions where they spend a career in their field prior to being trained as a trainer... and then other training that anyone who knows how to instruct could perform.

Specific requirements for this position will be detailed at the task order level.

ii. In all other pools, the higher level indicated (I, II, III) indicated a higher experience requirement. However, the subject matter expert pool appears to follow the backwards pattern: Analyst I requires more experience than Analyst II, same for Human Systems Integration SME I and II. Is this intentional?

The SME positions have been updated.

iii. Task Lead (6 years and BS required/MS preferred) has a higher requirement than the Project Manager I position (4 years and BD) in the PM pool, and the master’s preference is more than requested of any of the Project Manager levels. Is this intentional?

Attachment 3 has been updated to allow for certain experience to replace/be considered equivalent to education requirements. Additional experience and/or education requirements may be levied at the task order level.

iv. Communications Specialist appears to be a duplicate in the Subject Matter Experts pool and the Administrative/Financial pool. Is that intentional?

The position has been removed from Pool 4.

Is there a limit on pages for the proposal? Does a cover sheet count towards page count?

Refer to L.2 of the RFP.

Sol 80 Section: L.2 1.3 (b) Factor 4- Past Performance Information The instructions state “The all-encompassing list of contracts in which the offeror acted as the prime on, shall include….” We understood this section to mean that the government wants all past performance within the last 3 years that are relevant to this RFP, and not a complete list of all company contracts within that period. Are we correct in this assumption?

Yes.

Sol 6 A.2 Set-Aside NAICS 541611 Administration Management and General Management Consulting Services states $16.5M size standard. However, the July 14, 2022 SBA Table of Size Standards list the NAICS at a $21.5M size standard. Is there a plan to update the solicitation?

The RFP has been amended to reflect this update.

Sol 10 B.8 Non-Personal Services “The consultant shall maintain medical liability insurance which is not less than the amount normally prevailing within the local community for specialty concerned.” Medical liability insurance is usually considered malpractice insurance. Can you please provide a definition or what medical liability insurance is in relation to this effort?

B.8 has been updated.

Sol All Any There is not a requirement to provide evidence of our status as ISBEE. Would you like us to fill out a Buy Indian Act Indian Economic Enterprise Representation Form? Where would the government like it to be located in the submitted proposal? Will there be a future attachment with instructions regarding this item?

An acknowledgement (check box) in the relevant provision (DIAR 1452.280-4) is all that is required.

In the Solicitation, Section L.2- Solicitation Response Instructions and Conditions, p. 78, the Government provided a sufficient page limit for each section. We would like to ask the Government if there is a minimum page requirement for each Factor?

There is no *minimum* page requirement, but the maximum page counts by volume have been included in an amended RFP.

As part of the Solicitation, Section L.2- Factor 4 Past Performance Information, p. 80-81, will the Government please clarify if CPARS are required to accompany the Past Performance Questionnaires records?

Proposals do not have to include CPARS information.

The SOW, Section 1.4 – Tasks/Description of Services, p. 3 states “Resumes are required in order to confirm the acceptability and availability of all proposed personnel.” We would like to ask that the Government clarifies that the resume requirement is for submission at the Task Order level and not the IDIQ Vehicle. We would like to highlight the set-aside nature of the opportunity and the financial stress that it would place upon small businesses in being able to accommodate this requirement during the bid for the IDIQ Vehicle.

The only resume required at the IDIQ level (at time of proposal) is for the IDIQ Program Manager.

Sol_140A1623R0004 Section H – Special Contract Requirements; H.5 Key Personnel Pg. 20 AND Section L – Instructions, Conditions, and Notices to Offerors or Respondents; L.2 Addendum to FAR 52.212-1; 1. Factor 3 – Staffing Plan Pg. 80 AND Section M - Evaluation Factors for Award; M.2 Evaluation of Proposals; Factor 3 – Staffing Plan Pg. 85 Is the Key Personnel resume to be included in the 15-page limitation for Factor 3 – Staffing Plan?

The resume is exempt from the page count limitation.

Sol_140A1623R0004 Section L – Instructions, Conditions, and Notices to Offerors or Respondents; L.2 Addendum to FAR 52.212-1; 1. Solicitation Response Instructions and Conditions; Pg. 79 “Page Set-up: … Font Size – 12 point” Would the government allow for a smaller font size of 10 point to be used in figures, charts, tables, and graphs?

Page 78 SOL L.2 Instructions There is no location given for the SF33 and the eventual SF 30, please confirm these are to be placed in Volume I, immediately after the Acronym list.

Page 80 Statement of Work, Factor 1 The Government requests “offeror’s understanding and compliance with relevant statutes and regulations in meeting RFP requirements.” Are there additional statutes and requirements not included in the RFP? Would these apply to all pools? For example, Acquisitions has specific requirements, but if we are not proposing on that pool, do these apply Offerors shall ensure they maintain awareness of relevant statutes and regulations for any pool identified in the RFP.

Please clarify.

The government will evaluate each offeror’s proposal to include the level of risk presented in its technical approach.

In the RFP document, Section H.3 On-Ramping, page 19, how many awards/on-ramps does the Government plan to make for this solicitation?
