About this file

This is a Questions and Answers document for Solicitation #140A0925Q0016, a 5-year landfill monitoring contract issued by the Bureau of Indian Education (BIE).

The solicitation covers monitoring services at nine landfill sites located near school facilities: Many Farms High School (2 sites), Wingate Elementary School (3 sites), Shonto Boarding School (2 sites), and Navajo Mountain (2 sites). Key requirements include boundary delineation using surface observation and GPS mapping, cover depth verification following 40 CFR 241 and 40 CFR 258 standards, and site inspections with documentation. No analytical laboratory testing, waste characterization, or compaction testing is required. All personnel must complete BIE background checks, and the contracting officer highly recommends that the Professional Engineer be licensed in the state where work is performed. Cultural resource clearances are not required from the contractor. Site-specific information including acreage, coordinates, addresses, and closure reports are referenced in the 2022 Monitoring Report. Landfill Site N33-16 (Old Shonto Boarding School) is confirmed as an ACTIVE landfill despite prior documentation listing it as closed. Contractors must follow the Request for Quote instructions on page 46 of the solicitation and include a technical proposal. The Period of Performance listed on SF1449 is a tentative date from when the purchase request was submitted; the actual performance period extends to May 1, 2026, following a deadline extension. Applicable wage rates are SCA for San Juan County, Utah.
