About this file

This document contains questions received and responses from the government regarding solicitation number 140A0922Q0049 for the Chichiltah BS Landfill clean closure project. The Bureau of Indian Affairs is seeking a contractor to excavate and dispose of approximately 280 cubic yards of solid waste from an unlined dump site on Chichiltah land. The depth and composition of the waste is unknown. Two active drinking water wells are located near the site, one upgradient and one of unknown location. Soil sampling will be conducted during excavation to determine if any can be reused as backfill. The extended response deadline is July 29, 2022. The Navajo Region Bureau of Indian Affairs will oversee the project to remediate the landfill in preparation for a new school building.

Chichiltah Landfill Closure – RFQ No. 140A0922Q0049 Questions received and the Government’s response.

1. Will you grant a 2 week extension to the proposal due date? The response date will be extended to July 29, 2022, 3:00 p.m. MDT.

2. Do you have an analytical list for Task 2 (b)? No sampling of the dump site has been done to my knowledge. As I understand the school had used this area to dispose of solid waste and not used by the community. I don't think anyone assessed what went into the dumping area and it was covered with the applicable regulations.

3. How deep is the landfill? This was never done, as it was never assessed with the exception of the cover.

4. Do you have an estimated quantity of how much will be determined as Hazardous so that we can account for disposal at a Subtitle C landfill which accepts Hazardous Materials? No, again, this site plus other landfills were never assessed and closed cover and report of the visual findings every 5 years as monitoring effort by BIA.

5. Where are the wells located and how deep are the wells? There are two wells onsite. Drinking water is routinely conducted by BEM SDWA based on water sampling scheduled provided by the NNEPA and USEPA. Attached is a google earth print of the location of the two actives wells and their water log.

6. How many wells are to be sampled? BEM is requesting sampling of drinking or water that is not same water systems if possible to ensure there has been no leaching of heavy metals from the dump site. The two active wells.

7. You state to follow SW846 protocol however there are over 200 chemicals in this list. Which chemicals do you want us to sample for so that we can determine analytical costs? Heavy metals, asbestos, lead, BIA wants to ensure there is no leaching of any hazards from the dump site into water as this is school and residents nearby, if any questions arise in the future.

8. Can you provide us with the existing data for the drinking water wells so that we can determine analytical costs? Genevieve Henry, BEM SDWA project lead for drinking water sampling. She is copied on the email and will respond to your question. Attached you will find well analytical data from 2017-2021. Drinking water monitoring schedules are provided by USEPA, Region IX.

9. in response to your last question on asbestos waste, BEM does not have any information. The cleanup of the dump site is being done, at the request of DFMC that plans to build in this area and does not want to build over a dump site.

1. Under Period of Performance, the Scope of Work states: “The project will require …disposal of approximately 280 cubic yards of solid waste.” What is the basis of the 280 cubic yards? The cubic yards of solid waste was general estimate during the site visits and it could be more. In this project BIA contractor shall be removing the waste.

· What is the estimated total depth of the landfill material? This will be determined by contactor selected for this job.

· How is the landfill constructed? Is it lined? The dump site Is unlined.

· What is the depth to groundwater in the area of the landfill? Unknown at this time.

· What is the direction of groundwater flow in the area of the landfill? Unknown

· How many BIA-owned wells are downgradient of the landfill? What are their locations and total depth? Are there any BIA owned wells upgradient of the landfill? There are two wells, there is one upgradient, unknown the location of the other well.

· If excavated soils have been sampled and determined to be clean, can they be used as backfill? Yes, as long as the soil has not contamination and is clean. It may required additional clean soil if the dump site is excavated. This area Is proposed for parking area for the school that will be built.

a. Please provide any existing reports on the landfill from previous contractors There are previous visual site evaluation reports on the surface, which is available to potential contractors.
