About this file

This document is an Amendment (Amendment #2) to a Request for Quotation (RFQ) for Remediation Services within the Village of Eek, Alaska. The amendment includes a series of questions and answers clarifying details about the solicitation, specifically addressing aspects of the Performance Work Statement (PWS). Key clarifications include confirmation that no geotechnical work is necessary, the investigation will build on previous site work, and all work will meet Alaska Department of Environmental Conservation (DEC) standards. The amendment provides guidance on soil and water sampling, indicating that up to 16 soil samples and 12 water samples will be collected, with sample locations and depths to be determined based on the primary objective of characterizing soil contamination.

The amendment maintains the original RFQ due date and does not extend the proposal submission timeline. The period of performance for the contract is from 04/21/2025 to 06/30/2026. Contractors are required to complete specific blocks on the amendment form and include the completed first page with their quotation. The solicitation is issued by the Bureau of Indian Affairs (BIA) Pacific region, located in Sacramento, California, with the contract number 140A0525Q0009. The amendment provides additional clarification that no certified asbestos or lead inspector is required, and interviews with property owners are not necessary for this contract.

Questions & Answers

1. General – We respectfully request a two-week extension to the proposal due date to ensure competitive subcontractor bids and travel costs can be obtained. We believe this would allow us—and potentially other interested firms—to submit more comprehensive and competitive proposals.

The RFQ due date/time remains unchanged.

2. PWS – Page 1, Introduction

This section states that the work to be performed includes “research of historic documents, site reconnaissance……...”. Is work equivalent to a Phase 1 Environmental Site Assessment required under this contract?

No, this is not a PH 1 ESA. There has been previous work done at this site and this contract will build on that.

3. PWS – Page 1, Introduction

This section states that work to be performed includes a geotechnical investigation. Can the government please provide clarification for this requirement? For example, are geotechnical soil samples required under this contract, and if so how many samples will be allowed and what type of geotechnical soil testing is required?

No geotechnical work should be necessary for this contract.

4. PWS – Page 1, Introduction

This section states that work to be performed includes a risk evaluation. Please confirm that the risk evaluation should follow ADEC, Division of Spill Prevention and Response, Contaminated Sites guidance.

Correct, all work will meet Alaska DEC standards, guidance and regulations.

5. PWS – Page 2, Work to be Performed, 2 Field Work

This section states that up to 16 soil samples will be collected for laboratory analysis. Can the government provide clarification on sampling depth? The investigation performed by SLR in 2011 states that water was encountered at 1 foot below ground surface throughout the majority of the site.

The number and location of soil borings and sampling is determined by the primary objective of the project: to characterize the horizontal and vertical extent of soil contamination at the site. These will be proposed by the contractor based on previous work and discussed with BIA during the planning phase, then approved by DEC prior to fieldwork.

Questions & Answers

6. PWS – Page 2, Work to be Performed, 2 Field Work

This section states that up to 16 soil samples will be collected and up to 12 water samples will be collected for laboratory analysis. Can the government provide any clarification on potential IDW management/disposal requirements? For example, can any potential soil IDW created during sampling be returned to the soil sample location? Can potential groundwater IDW produced during sampling be disposed of by thinly spreading it onto the contaminated site?

See response to #3 above.

7. PWS – Page 2, Work to be Performed, 2 Field Work

Are soil samples for delineation intended to be used to fill in the data gaps from the previous investigation performed by SLR in 2011 and the investigation performed in 2024, or is this investigation to be treated as an initial investigation?

See responses to #1 and 4 above.

8. PWS – Page 2, Task 2: Field Work

This section states that as part of the site assessment, the assessor is to record evidence of asbestos or lead paint. Is a certified asbestos and lead inspector required under the scope of this contract? Does the site assessment include the assessment of exteriors and interiors of buildings located on site?

No

9. PWS – Page 2, Task 2: Field Work

This section states “The assessor also takes note of all current property users and any relevant activity that may have impacted the property being assessed.” Will the government arrange interview opportunities with the property owner(s), or is that the responsibility of the contractor

Interviews should not be necessary for this contract.
