About this file
This document is an Amendment (Amendment #0001) to Solicitation 140A0525Q0009 for Remediation Services within the Village of Eek, Alaska. The amendment's primary purpose is to publicly release questions and answers related to the solicitation. The remediation project involves investigating petroleum contamination at a site, with work to be performed between 04/21/2025 and 06/30/2026. Key details from the Q&A include that the project will involve soil and groundwater sampling, with analytical methods following Alaska Department of Environmental Conservation (DEC) regulations. Diesel Range Organics (DRO) is identified as the primary contaminant of concern, though past testing has also included PAH and VOCs. The specific number and location of soil borings and monitoring wells will be determined collaboratively between the contractor and BIA, and must be approved by DEC prior to fieldwork. A draft report documenting previous fieldwork is currently under DEC review and will be provided to the selected contractor before field planning begins.

Questions & Answers
1. The last sentence of the first paragraph under Background notes that “Fieldwork in 2024 determined petroleum contamination is present at various locations across the site.” Would the Government please provide the report documenting this field work in either draft or final form?
The draft report is currently under review by the DEC, once finalized it will be provided to the contractor before planning the field work.
2. Would the BIA please specify which analyses (method and analyte) are required for soil and water samples?
Analytical and field methods will be in accordance with the Alaska Department of Environmental Conservation (DEC) regulations. All laboratory analysis and fieldwork will follow DEC methods and meet DEC standards.
3. Is LIF/UVOST required for this project?
See above response in #2
4. The number of soil borings is not specified; is there a minimum number of borings required to collect the 16 samples?
The number and location of soil borings and sampling is determined by the primary objective of the project: to characterize to horizontal and vertical extent of soil contamination at the site. These will be proposed by the contractor and discussed with BIA during the planning phase, then approved by DEC prior to fieldwork.
5. Is DRO the only contaminant of concern? FYI there have been other analytes included in the reports, but DRO appears to be the only contaminant of concern greater than the cleanup level.
DRO is the primary PCOC.
6. Please provide a list of the contaminants of concern if DRO is not the only one required for this work.
In the past lab testing has been done for DRO, PAH and VOCs at DEC request.
7. The RFP states there are 12 wells however the reports I was able to download from the ADEC website do not include wells. If available, can you provide a scan of the report(s) that include the well installations.
Groundwater monitoring wells were installed in 2024.
8. The ADEC contaminated sites summary for this site indicate that was an approved workplan for 2024. Was that work completed? May we receive a copy of the final Workplan and subsequent report?
The draft report is currently under review by the DEC, once finalized it will be provided to the contract before planning the field work.
