About this file
This document contains answers to contractor questions regarding a federal contract opportunity for environmental remediation services in Kotzebue, Alaska. The solicitation is issued by the Department of the Interior Bureau of Indian Affairs and Indian Education under number 140A0524Q0001. Soil treatment for 200 cubic yards of removed soil will involve tilling and adding amendments during the 2024 field season, with treatment details to be developed in coordination with the Alaska Department of Environmental Conservation. The intended landfarm location may reuse previous sites. Appendices from a 2020 site report can be furnished. Receipt of analytical results triggers the 30-day deadline for draft report submission. Groundwater sampling timelines may adjust in coordination with regulatory approval for remediation workplans.

CONTRACTOR TECHNICAL QUESTIONS & ACNSWERS
1. What is the expectation for soil treatment regarding the 200 yds of soil which is to be removed as part of this contract? Is it to be similar to that which was conducted in 2020? If so, how many tilling events should the contractor assume and when should the contractor add soil amendments? Is it expected that the treatment take place during the winter months or is treatment to occur during the 2024 field season?
If DEC supports landfarming, the details of treatment will be developed in coordination with them. The goal is site closure; DEC is the regulatory authority. Previously, soil was tilled using a rototiller on a bi-weekly basis from thaw to freeze-up with fertilizer added to the soil during the first tilling event after the thaw. After large rain events, the removal of excess water from the landfarmed soil was conducted. Treatment cannot take place during the winter and should occur during the 2024 field season.
2. Can the govt. confirm the intended landfarm location for this project referred to in the RFP is the same as the location marked in Figure 1 of the GFI doc 2020 Site Characterization, Limited Removal Action, and Groundwater Monitoring report?
If DEC supports landfarming, the details of treatment location will be developed in coordination with them and the Village. The previous landfarming sites may be reused as appropriate.
3. Is it expected that the contractor will construct the landfarm cell, or is there one ready to go at the intended location?
If DEC supports landfarming, the details of treatment location will be developed in coordination with them and the Village. The previous landfarming sites may be reused as appropriate. It is anticipated that the existing cell would be available.
4. Can the Govt. furnish the Field Notes (Appendix A) and photo log (Appendix B) from the 2020 report as a GFI as part of this solicitation?
Yes.
5. Does the completion of treatment/ sampling, demobilization of manpower and equipment, or does the receipt of laboratory analytical results constitute the “end of fieldwork” trigger marking the beginning of the 30 day clock for draft report submission?
The receipt of laboratory analytical results necessary for draft report submission is the more relevant ‘trigger’; within reason.
6. Given the timeline for proposal submission, followed by two weeks for kickoff meeting if awarded immediately, a planning meeting, time to draft planning documents, and submit to regulator review/approval (PWS schedule anticipates workplan going final 35 days after award), does BIA acknowledge that the GW sampling timeline may slip?
Yes.
7. BIA Comment: GW sampling will be developed in coordination with DEC. Previous preference has been to conduct GW sampling during similar timeframes to the workplan finalization to maintain consistency.
