Questions and Answers For Solicitation 140A0321Q0001, Class III Arch Surveys and Reports

1. When does BIA anticipate awarding this contract? December 17th or 18th

2. Information regarding Traditional Cultural Properties (TCPs) is typically tightly guarded by tribal entities, and archeological contractors do not have access to information about known TCPs or the ability to conduct surveys for TCPs. Does the BIA intend to consult directly with the tribes(s) regarding TCPs? Yes, the BIA will consult with the tribe(s) directly. Also, a pre-field meeting which may include tribal representatives is where this will be discussed.

3. Are any of these tracts located on an Indian Reservation? If so, which ones, and what are the fee's associated with working on the reservation? Currently, there are no legal reservations in Oklahoma. The contractor is responsible for researching TERO costs for each tribe they intend to bid on.

4. The Combined Solicitation states "Offeror may submit an offer on all CLINS or individual CLINS. The Government reserves the right to award one or multiple contracts from this solicitation." Flatwater assumes this means we can submit an offer on one or more CLINs and that we do not have to bid them all to be considered. Please confirm. That is correct, an offer on one or more CLINS may be submitted and a contractor does not have to bid on all five CLINS to be considered.

5. Flatwater requests the government extend the time frame for having all fieldwork and draft report completed from 30 calendar days of ARPA permit issuance to 60 days of ARPA permit issuance, and also from NTE 45 days after the award of the contract to NTE 75 days after award of the contract.. (SOW Section I. Within 30 days of the issuance of the ARPA permit not to exceed 45 days after the award of the contract, the contractor will be responsible for the delivery of the following, 1-5 Deliverables; SOW Section V. Contract Timeline: 2. All fieldwork and draft report must be submitted within 30 calendar days of ARPA permit issuance.) The program has no intention of doubling the timeline. An extension would only be considered for weather, government shutdown or extreme circumstances.

6. Given the uncertainty of the number of potential sites in each survey task, would the government consider allowing offerors to submit pricing for site recording fees on a “per site” basis? This will ultimately reduce cost to the government as it will eliminate the need for offerors to assume a worst-case estimate to mitigate risk. Fee per sites is not the norm in cultural resources work and will not be considered in the solicitation process.
