SOLICITATION 140A0321B0005
AMENDMENT #1
OTOE MISSOURIA ROAD PROJECT
The following questions were submitted from the Pre-Bid Site Visit and are being addressed in a formal Amendment.
1. The contractors requested a copy of the geotechnical report. Page 2 of the plans has a note which states “See geotech report by Building and Earth project number OK210050 April 19, 2021.” The report should be provided to the contractors. A PDF copy of the Geotech Report with amendment is attached.
2. Pay Quantity Note #7 on Sheet #2 states “Asphalt and/or concrete to be removed from site” which is provided for Item 619(B) Removal of Asphalt or Concrete Pavement. A total of 15,185 SY of asphalt or concrete pavement is to be removed from the project according to the “Summary of Project Areas” table on Sheet 3. There are questions from the contractors about what to do with the waste asphalt and concrete. Does the waste concrete and asphalt become the property of the contractor? Should the waste asphalt and concrete be given to the Otoe Missouria Tribe for their use or removed from the project and disposed of by the Contractor? The Tribe may have a use for the waste material and the Engineer should be consulted to find out their guidance on this issue.
The waste concrete and asphalt shall become the property of the contractor and shall be removed from the Otoe Missouria Tribes Property.
3. The contractors need a better copy of the plans since the electronic plans they received are not very good clear and are difficult to read. The COR provided three additional copies of plans on 11”x17” paper but there were requests for more copies in a digital format. The COR has provided a digital copy of the plans to the CO in the form of a *.pdf file. The COR, Lonnie Hammer, added the signed cover sheet to the plans. The digital version of the plans provided to the contractors did not print well on paper and the details were not clear. A PDF Copy of the Plans ( 24x36) have been made for distribution including the signed title sheet.
4. Sheet 11 shows there are two storage sheds on a concrete pad on the north side of the Education Building. The plans show the sheds are to remain in place and the new concrete surface is to be placed around the existing pad and buildings. Can the sheds be moved, and the existing pad removed and replaced with a new concrete pad? The approx. dimensions of the existing pad are 30' wide x 30' long. The existing sheds are temporary sheds which are in a poor condition. Remove Existing Asphalt and Construct New 6” Concrete Pavement. The existing Sheds will be moved by the Owner.
5. Sheet 11 shows there is an existing concrete pad east of the Property Procurement building which is to remain in place. The approximate dimensions of the existing pad are 50' wide x 50' long. The existing concrete pad is cracked and could be damaged by concrete trucks delivering material. Replacing the pad would provide a uniform surface for the entire parking lot and avoid a joint where the existing pad and new concrete pavement meet. Remove Existing Concrete Panels as Revised on Drawing and construct new 6” Concrete Pavement. See revised sheets 11,12 and 13.
6. Sheet 14 has the note “Construct New Valley Swale” and shows the new swale is to be placed west of the Health Services building. The plans do not provide the length or dimensions of the new swale. The new parking lot surface is to be asphalt. The dimensions of the new valley swale are needed from the Engineer. The contractor shall slope the subgrade and subbase to drain as a small valley swale so when installing the new asphalt pavement positive drainage can be obtained to drain the parking lot to south and east.
7. Sheet 14 shows the current parking lot drainage is from west to east on the west side of the Health Services building and is directed to the southeast side of the parking lot. A concrete flume should be considered there to avoid soil erosion. The Engineer can be consulted on the possible addition of a flume. The current parking lot drains to this area and is not causing a problem so no additional concrete swale is needed.
The following is a list of issues presented in a request for information which resulted from the site visit:
1. The pavement quantities do not match the sub-grade quantities. (Appears to be way too low). Please confirm the correct quantities. See Revisions to Quantities. Note- The Asphalt Quantities to be bid as TONS.
2. Is there a plan for alternate parking while lots are being worked on? If so, please provide.
Only one Parking Lot Shall be worked on at a time. The contractor shall submit a construction schedule to be approved by the Owner.
3. Is the contractor required to haul off material or does the customer want it stockpile somewhere on-site for their use? The waste concrete and asphalt shall become the property of the contractor and shall be removed from the Otoe Missouria Tribes Property.

4. Please provide dimensions of swales and flumes to be installed.

The possible addition of a flume on the east side of parking lot on Sheet #14 was discussed since the “swale” shown on the plans might concentrate the flow off the parking lot and cause erosion. It is the Engineer’s to decide if a flume is required. The contractor shall slope the subgrade and subbase to drain as a small valley swale so when installing the new asphalt pavement positive drainage can be obtained to drain the parking lot to south and east. The current parking lot drains to this area and is not causing a problem so no additional concrete swale is needed.
5. Please confirm the need to add a flume to area G swale. The possible addition of a flume on the east side of parking lot on Sheet #14 was discussed since the “swale” shown on the plans might concentrate the flow off the parking lot and cause erosion. It is up to the Engineer to decide if a flume is required. The current parking lot drains to this area and is not causing a problem so no additional concrete swale is needed.
6. Will sheds on parking lot in area D, E, F be removed or is the contractor to pave around them? Sheds to be Removed by Owner.
