About this file

This is a Special Requirements/Instructions document for a Competitive Sealed Proposal (CSP) issued by Harris County and the Harris Health System for construction services requiring expertise in Interim Life Safety Measures (ILSM) and Infection Control Risk Assessment (ICRA) techniques. The document outlines the proposal formatting requirements, including six sections covering transmittal letters, scope of services, pricing information with mandatory 5% bid bonds or cashier's checks, organizational qualifications, and miscellaneous requirements. Vendors must demonstrate experience with medical and government construction projects of similar size and scope, provide safety records for the past three calendar years, submit project execution plans including mobilization strategies, and identify potential subcontractors. The proposal evaluation will be conducted by a committee from Harris Health System and Harris County Purchasing, with awards made based on best value rather than lowest cost.

The evaluation criteria assigns weights of 15% each to firm qualifications/past performance and experience with medical/government projects, 10% to organization and project methodology, 5% each to safety record and fiscal/bonding capacity, and 50% to pricing. Selected vendors must provide 100% performance and payment bonds for the entire construction budget and comply with Texas Government Code requirements including prevailing wage rates under Section 2258 and performance/payment bond requirements under Section 2253.021. The contract will require weekly certified payroll submissions, adherence to Harris Health System onsite staff policies, and potential transition services for up to 90 days beyond contract expiration. Payment terms are Net 30 from invoice approval, and all toll/parking fees during the contract term are the vendor's responsibility.
