About this file
This is Addendum No. 1 to RFP26-70, issued by the Incorporated County of Los Alamos Procurement Division on August 26, 2026, regarding a Long-Term Disability Benefits Plan for eligible County employees. The addendum modifies the original solicitation documents and requires respondents to acknowledge receipt by submitting a signed copy of page one with their bid or proposal. The County seeks proposals from licensed and qualified offerors to provide a fully insured, contributory Long-Term Disability Benefits Plan designed to obtain high-quality, cost-effective coverage while ensuring a seamless transition from the current plan. The current agreement expires December 31, 2026, with LTD coverage being mandatory for all eligible employees as defined in the RFP. The addendum addresses 17 questions and modification requests submitted by prospective bidders, clarifying information requirements and County policies.
Key financial and operational details include current LTD rates of 0.33 percent of covered payroll for 2026 and 0.32 percent for 2020-2025, with current coverage volume of $5,614,737.00. The County does not participate in Social Security and does not pay FICA taxes for eligible employees, but does participate in the Public Employees Retirement Association of New Mexico (PERA). The County confirmed mandatory 100 percent participation in LTD coverage for all eligible employees and indicated there are currently four open claims that will remain with the current carrier. The County prohibits any agreement involving broker commissions and will accept electronic signatures from authorized executive representatives. A census document containing employee information including gender, date of birth, salary, hire date, and occupation was provided to offerors who submitted the required Letter of Transmittal.
