About this file

This document is an Addendum 2 for Request for Proposals (RFP 25-19043-TF) issued by the City of Lubbock, Texas for the Northeast Intermediate Lift Station project. The addendum, dated August 14, 2025, extends the closing date to August 21, 2025 at 2:00 p.m. and includes Engineer's Addendum No. 1, which provides clarifications and additional information for potential bidders. The addendum covers technical specifications for the lift station project, including details on pipe bedding, compaction requirements, backfill methods, and geotechnical information. A public Q&A section addresses specific contractor questions about project details such as pipe materials, bedding classes, compaction specifications, and payment timelines.

The document includes boring logs from three test sites (B-1, B-2, and B-3) located on E 8th Street in Lubbock, revealing soil composition details including layers of sandy clay, calcareous nodules, and limestone base. Key technical specifications include using Class I or II bedding for 24-inch pipes, class #57 gravel with 95% standard proctor density compaction, and acceptance of flow fill for force main backfill. The contractor will be responsible for all construction materials testing, and no separate payment will be made for rock or groundwater encountered during excavation. The base bid calls for 8-inch HDPE force main, with an alternate bid option for 8-inch PVC force main. Payments to the contractor are expected within 20 calendar days of monthly pay request submissions.

Public Q&A

#1 - Bedding

L. Howard Construction, Inc., Aug 05, 2025 10:54 AM CDT, Public - Pending

What Class of bedding will be needed for the 24" pipe?

The bedding of the 24” pipe will be Class I or Class II.

#2 - Compaction

L. Howard Construction, Inc., Aug 05, 2025 10:54 AM CDT, Public - Pending

What is the compaction on gravel under the vault and what class of gravel?

The gravel will be class #57 with compaction of 12” gravel (min) compacted to 95% standard proctor density @ +/- 2% optimum moisture (plan set sheet 10).

#3 - Bore Logs

L. Howard Construction, Inc., Aug 05, 2025 10:55 AM CDT, Public - Pending

Are there any bore logs?

The Geotech report will be published in conjunction with this Addendum.

#4 - Backfill

L. Howard Construction, Inc., Aug 05, 2025 10:56 AM CDT, Public - Pending

Is flow fill acceptable for backfill over the force main?

Yes, flow fill is acceptable for backfill over the force main.

#5 - Pay Request

L. Howard Construction, Inc., Aug 05, 2025 10:56 AM CDT, Public - Pending

What is the expected time frame on each Pay Request?

The expected time frame for payments made will be within 20 calendar days from receipt of the monthly pay request.

#6 - Submersible Pumps

Pump Solutions, Aug 05, 2025 4:07 PM CDT, Public - Pending

Would KSB be considered as an approved equal for the submersible wastewater pumps?

No, KSB pumps will not be considered as approved equivalent submersible wastewater pumps for the project.

#7 - HDEP vs PVC

Deerwood Construction, Aug 07, 2025 10:44 AM CDT, Public - Pending

Plans call for 8" HDEP

Bid Tab calls for 8" PVC

Can you verify force main materials

The base bid calls for 8”HDPE force main and the alternate will be for 8” PVC force main.

#8 - Deductive Alternates on Bid Table

Rink's Lease Service, Aug 08, 2025 10:10 AM CDT, Public - Pending

IF the alternate unit prices for PVC are a greater value than those for HDPE, should those be entered as an additional amount, or entered as the total amount. For example, if HDPE is

$100/FT and PVC is $125/FT, would that be shown in the deductive alternate table as $25 or

$125? My concern is that if it is to be shown as $25, the bid table will read as the contractor is going to install that line item for that amount, rather than the necessary increase in the amount from a bid item that is not being used. Also, it is a concern that bidding contractors might interpret this differently and cause great confusion at the time of bid opening. Thanks.

The deductive alternate line will be entered as the total amount for the item.

#9 - Bid Item 2-2

Rink's Lease Service, Aug 08, 2025 10:19 AM CDT, Public - Pending

I assume item 2-2, Install Certaloc, is meant to read "in slick bore." Is this assumption correct?

Yes, bid item 2-2 specifies that the PVC pipe in slick bore shall be the Certa-Lok restrained type.

#10 - Geotechnical report

Rink's Lease Service, Aug 08, 2025 10:22 AM CDT, Public - Pending

It was said in the pre-bid meeting that there is a geotechnical report for the lift station site, but I cannot find it in the specs. Can you please upload this report to bonfire, or point out where it can be found in the spec book?

The Geotech report will be published in conjunction with this Addendum. Please note that there shall not be a separate payment made for rock or incidental groundwater encountered during excavation.

#11 - Construction Staking

Rink's Lease Service, Aug 08, 2025 10:23 AM CDT, Public - Pending

Will construction staking for the lift station site be provided by EHT, or will that cost need to be included in our bid?

Construction staking shall be performed by the Contractor and accordingly the cost shall be included in the bid.
