About this file

This file is an amendment containing government responses to vendor questions regarding a Request for Quote (RFQ) for POLAR Neutron Detectors issued by the National Institute of Standards and Technology (NIST), a component of the Department of Commerce. The RFQ number is 1333ND26QNB610462 with a response deadline of August 17, 2026, and this amendment was issued on August 14, 2026.

The amendment addresses four key technical questions from potential vendors. Regarding detector efficiency and signal output, the government confirmed it expects a single count for each detected neutron using charge-sensitive preamplifiers and discriminators. On sensitivity specifications, the government indicated that He3 proportional counters with 6 counts per second per neutron/(cm2second) sensitivity could be suitable if the detector achieves acceptable dark count rates (approximately 10^-2 Hz), maintains linear performance up to 10 kHz without pileup correction, and produces no events in a quiet neutron environment. For quench gas selection, the government stated that vendors may use either CO2 and Ar or CO2 alone, provided the desired neutron sensitivity, linearity, and count rate capability are achieved. Similarly, regarding quench gas partial pressure specifications, the government left this determination to the supplier's discretion as long as the specified performance parameters are met. Amendment 0001 previously extended the lead time requirement from four months to fifty-two weeks after receipt of order.

Amendment 0003 RFQ Number: 1333ND26QNB610462 Requirement: POLAR Neutron Detectors RFQ Response Deadline: 08/17/26 Amendment Issue Date: 08/14/26

QUESTION 1: The desired efficiency of the detector having 90% of the incident neutron flux being converted to a signal. What is the desired signal output in counts per second per neutron/(cm²·second) is.

RESPONSE 1: Our expectation is that we get a single count for each detected neutron. We have typically used charge sensitive preamplifiers and discriminators so that each analog pulse exceeding the threshold height will result in a single pulse bring produced.

QUESTION 2: Is a He3 proportional counter’s sensitivity of 6 counts per second per neutron/(cm²·second) sensitivity suitable? What needs to be known is that the expected sensitivity, or is a higher or lower sensitivity required?

RESPONSE 2: expectation is that if the environment is quiet as far as neutrons are concerned then we should see no events. Reasonable dark counts for us would be on the order of 10^-2 Hz. And we are looking for linear performance with flux up through 10 kHz without having to apply a pileup correction.

QUESTION 3: For Technical Requirements, Section A.c, are both CO2 and Ar quench gases required, or would only using CO2 as a quench gas be suitable?

RESPONSE 3: If the desired neutron sensitivity, linearity, and count rate capability can be achieved we leave this up to the vendor.

QUESTION 4: Is there a percentage for partial pressure of the quench gas required, or is it up to the supplier?

RESPONSE 4: See the above response.
