About this file

This is a Final Questions and Answers document for the Fabrication, Design and Manufacturing IDIQ contract opportunity (1333ND26QNB610206) issued by the National Institute of Standards and Technology (NIST). The document clarifies technical, operational, and administrative requirements for both the IDIQ contract and the associated Mock Task Order.

This is a recompete of previous contract awards (1333ND21DNB610037 and 1333ND21DNB610038). Key technical clarifications include: the system must maintain building pressure differentials of +6" to -2" water column in a 600,000 cubic-foot space using flexible control methods; power availability includes 120 VAC single phase and 480 VAC three-phase with 50-amp breaker; interface components are specified as Rosemount and Fox Thermal Instruments transducers operating at 24 VDC; the controller is a UT35A-002-11-0/DC Standard Code Model with the LL50A Parameter Setting Software available; and the facility can accommodate either 120 VAC or 480 VAC supply power for blowers. Operationally, flow rate averaging must be performed by the datalogger rather than manually, and the system operates indoors without exposure to ionizing radiation or EMI concerns. For proposal submission, offerors may provide two subsets of Volume I (Technical Capabilities for the general IDIQ and the Mock Task Order separately), must propose their own labor categories and rates applicable to both on-site and remote services, and must submit IDIQ rates valid for five years that will govern future task order pricing. The Mock Task Order requires a firm-fixed-price proposal with a detailed labor matrix showing fully burdened hourly rates and hours by task area, plus any material and subcontractor cost breakdowns, submitted in both PDF and Excel formats.

1333ND26QNB610206 - Fabrication, Design and Manufacturing IDIQ Questions and Answers

1. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Answer: This is a recompete. The contract award numbers were 1333ND21DNB610037 and 1333ND21DNB610038.

1. The existing system attempts to control pressure using blower motor speed as the control variable. Is NIST open to other methods to control pressure?

Answer: Yes, as long as the system maintains a building +6” water column or -2" water column during the testing. The building volume is approximately 600,000 cubic feet and the pressures are to be maintained during the entirety of the test.

1. Will interface requirements be provided (power, signal, comms, plumbing)?

Answer:

Plumbing can be seen in the sketches provided in the attachments.

120 VAC single phase outlets available 480 VAC 3 phase with 50 amp breaker fed through Circuit Lock Pin and Sleeve fused mechanical interlock Rosemont transducers 24 VDC Fox Thermal Instruments transducer 24 VDC

1. Do the materials of construction need to consider exposure to ionizing radiation?

Answer: No, this is outside of the confinement building. There should be no exposure to ionizing radiation.

1. Are there EMI requirements for emissions or susceptibility?

Answer: Nothing in the area would cause EMI emissions that would affect the system.

1. Is the building-to-outside pressure differential signal provided by the facility?

Answer: Yes, SK-1412 calls out BLRV-8 which is a four-way valve. This valve feeds both sides of the Rosemount Pressure transducer to calculate the differential pressure.

1. Are there storage temperature/humidity requirements for the system?

Answer: The system is indoors, and the space is heated, though the space does not have humidity control.

1. What is the full part number of the controller and is it a Standard Code Model or a Detailed Code Model? (see below for Part Number options) Answer: The part number stated in the SOW is UT35A-002-11-0/DC, based on the part number this is a Standard Code Model.

1. Was the LL50A Parameter Setting Software purchased and used with the controller?

Answer: The NCNR does own the LL50A software. It is not known if this software was used to program the controller.

8. Is there any way to get what the Parameter Setting Software input is currently?

Answer: See Attachment 1 to this document.

1. Are there interfaces not being used on the current controller that could control an additional blower?

Answer: There is only one input and one output being used on the controller. There are multiple open blocks available.

1. 120 VAC supply power for the new blower?

Answer: Could use 120 VAC or 480 VAC.

1. For the built-in data analysis that provides a 15-minute window averaging the flow rate, it looks like this is currently done in the datalogger that is temporarily installed, correct? (Mock Task Order SOW page 3, D) Answer: No, the datalogger simply collects the data. The data is moved to a computer and averaged by hand.

11. If so, would it require any changes?

Answer: N/A. See above answer.

11. If not, would that be where the flowrate averaging would be done or does it need to be done elsewhere?

Answer: We would like the averaging to be done by the datalogger.

1. Regarding responses for Volume I – Technical Capabilities

12. Is it acceptable to provide two subsets of Volume I?

Answer: Yes, please reference “Volume I – Technical Quotation”, as in the Combined Synopsis/Solicitation and copied below.
