Electronic quotes must be submitted via email to Brandon Butler by 1:00 PM ET on September 4, 2026, with the RFQ number referenced in the subject line. Award will be based on lowest price technically acceptable (LPTA) evaluation. Quotes must be divided into two distinct volumes: Volume I (Technical) addressing experience and key personnel qualifications, and Volume II (Price) including total price and a completed Attachment B pricing sheet. Instructions, Conditions, Notices to Quoters
The solicitation number is 1333ND26QNB190490 and is a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 dated March 13, 2026.

Quoter must submit all questions concerning this solicitation in writing to the Contracting Officer Brandon Butler at brandon.butler@nist.gov. Questions should be received no later than 01:00 PM Eastern Time (ET) on Aug. 27, 2026. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the responses included in the amendment to the solicitation will govern performance of the contract.

The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 -Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.
This acquisition is being solicited as 100% set aside for small business.
SITE VISIT
A site visit will take place on Aug 25, 2026, at 10:00 AM EST. The site visit shall begin promptly at 10:00 AM EST. Potential Contractors are strongly encouraged to attend the site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Attendees shall meet at NIST Campus, 100 Bureau Drive, Bldg. 302 Gaithersburg, Maryland.
Contractors who are planning to attend the site visit shall e-mail their intention to attend to Brandon Butler at brandon.butler@nist.gov, not later than 01:00 PM EST on August 21, 2026, with the following information:
Please note: The name being entered below must match their photo identification (i.e. Thomas, not Tom).
1) Company name
2) Full Names (Including Middle Names, no Initials) of all individuals attending the site visit (Name must match photo ID presented at visit)
3) Country of Citizenship of all individuals attending the site visit
For non-US Citizens, the following additional information will be required:
1) Title
2) Employer/Sponsor
3) Address
Failure to register will result in individuals being denied access to NIST, and subsequently, the site visit. Failure to provide the necessary information prior to the cut-off dates provided may result in your inability to gain entry into the NIST facility.
It is the sole responsibility of each Contractor to register for the site visit.
Contractors must pick up a Visitor's Badge at the Visitor's Registration Center located at the Main Gate (Gate A, off Bureau Drive). Please ensure all individuals bring photo identification or they will be denied access to the facility.
Under the REAL ID Act of 2005, agencies, including NIST, can only accept a state-issued driver’s license or identification card for access to federal facilities if issued by states that are REAL ID compliant or have an extension.
NIST currently accepts other forms of federally issued identification in lieu of a state-issued driver’s license, such as a valid:
Passport; Passport Card; DOD’s Common Access Card (CAC); Veterans ID; Federal Agency HSPD-12 IDs; Military Dependents ID; Transportation Workers Identification Credential (TWIC)
DUE DATE FOR QUOTES
Quoters shall submit their electronic quotes, via email, so that NIST receives them not later than 01:00 PM Eastern Time (ET) on September 4th , 2026. E-mail quotes shall be submitted directly to the Contracting Officer Brandon Butler at brandon.butler@nist.gov.
Please reference the RFQ number in the subject line of email communications. 0fferors quotations may not be deemed received by the Government until the quotation is entered in the e-mail inbox set forth above.
Source Selection Process and Technique:
The Government intends to evaluate quotes and award a purchase order without discussions with Quoters. Therefore, the quoter’s initial quote should contain the quoter’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
By submission of its quote, the contractor is required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in a quoter being ineligible for award. Contractors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
The Government reserves the right to eliminate from consideration for award, any or all offers that fail to comply with the terms of the Solicitation at any time prior to award of the purchase order.
The Government shall not be liable for any costs incurred by the quoter submitting a quote in response to this Solicitation.
In the event there are any inconsistencies between the base contract requirements and the Purchase Order SOW(s), the contractor shall bring these to the attention of the contracting officer not later than the inquiry due date.
Quote Submission Requirements:
Given the technical complexities involved in this project a successful acquisition requires the work performed under this contract must be by a qualified and competent contractor.
Award will be based off a lowest price technically acceptable (LPTA) evaluation.
In preparing the quote, each volume shall stand on its own. For each given evaluation factor the Government will only evaluate the information provided in the corresponding section of the quote. The Quoter’s quote shall be clearly divided into the following distinct volumes:
Volume I – Technical Volume II – Price
Volume 1-Technical: To be determined technically acceptable, an quoter must be determined technically acceptable in each of the factors identified below.
Factor 1- Experience (Pass/Fail) A. Quoter (contractor/subcontractor) shall demonstrate it has completed at least three (3) similar projects in the past 4 years that are similar to the scope of work. Provide brief project description and date of service.
Factor 2- Key Personnel (Pass/Fail) A. Demonstrate that the offeror’s team has training, certification, and experience in similar work.
B. The Key Personnel shall have at least 3 years of experience with similar trades to the proposed project. The Key Personnel shall each have successfully completed at least three (3) projects with transformer oil sampling and analysis services.
C. Evidence and qualifications of key personnel: Provide a detailed resume of each proposed key workers assigned for this project.
Volume 2-Price Submittal Requirements: The Quoter shall submit a total price quote, and a completed Attachment B-Bid Schedule pricing sheet.
In order to determine whether the prices are fair and reasonable, the Government reserves the right to request the quoter to provide further breakdowns to support proposed prices.
Price quotes shall remain valid for a period of 90 days from the date quotes are due.
