About this file

This is a Government Responses to Questions document addressing 13 inquiries from prospective contractors regarding a recompete transformer service contract (previous award: 1333ND25PNB190566) at the National Institute of Standards and Technology (NIST) facility in Gaithersburg, Maryland. The solicitation requires transformer visual inspection, oil sampling, and oil analyses for liquid-filled transformers to mitigate risks of arc flash, component failure, structural fire, and electric shock.

Key contract specifications clarified include: 121 transformers for testing and oil sampling (not 122), with 33 transformers requiring PCB analysis (not 36); transformer oil leak repairs limited to two transformers at Building 206 only, with Building 233 removed from scope; all transformers remain energized during sampling with outages requiring advanced notification for repair services; nitrogen blanket installation labor and materials are included in CLIN 0001; final reports require one hard copy and one electronic copy; contractor shall provide a proposed service schedule and sampling plan with NIST providing site access, escorts, and equipment shutdown coordination; transformer quantities remain constant across option years with additional transformers addressed via contract modification after award; and a site map will be provided post-award. The government confirmed this is a recompete contract, declining to provide incumbent contractor information or a pre-compiled list of low-pressure transformers, instead directing contractors to revised Attachment B Bid Schedule and Attachment A Transformer List for all pricing requirements.

Government Response to Questions

Question & Answer (Government’s responses in red)

1. What quantity of PCB analysis should be priced?

Ans: Refer to Attachment A for transformer list and Attachment B for Bid Schedule. There are 33 transformers listed for PCB analyses.

2. For pricing the nitrogen blanket installation (line item x001C, quoted as a LOT), how many low- pressure transformers assume will require nitrogen blanket installation?

Ans: We do not have a list of transformers on low Nitrogen gas pressure.

3. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Ans: This is a recompete contract. The previous award contract is 1333ND25PNB190566

4. Does CLIN 0003 include transformer oil leak repairs for one (1) transformer in Building 233 in addition to the two (2) transformers identified in Building 206? If yes, please provide the transformer information, leak location, and any available supporting documentation for pricing purposes.

Ans: The SOW is revised. Building 233 oil leak was removed. The transformer oil leak repairs are required for two transformers at Building 206 as an Option for the Base year.

5. Is NIST able to provide building access schedules and transformer locations grouped by building to facilitate efficient planning and execution of the oil sampling activities?

Ans: The Contractor shall provide a plan for transformer oil sampling activities. The Contractor shall provide the proposed service schedule. A Site map will be provided after award. The Government will provide escorts, site access, and equipment shutdown. Repair service may require the equipment shutdown with Outage notification to our Sponsor.

6. Attachment A appears to reference approximately 121 transformers, while certain sections of the solicitation reference 122 transformer inspections and oil samples. Can the Government confirm the exact quantity of transformers to be tested and priced for each contract year?

Ans: The Attachment B - Bid schedule is revised to change from 122 to 121 transformers for testing, and to change from 36 PCB analyses to 33 PCB Analyses. Refer to that Attachment A for Transformer list. Any additional transformer will be addressed with a contract modification after award.

7. Can the Government provide a definitive list identifying the approximately 36 retro-filled transformers requiring PCB analysis, and confirm that PCB testing is only required for those units?

Ans: Refer to the revised Attachment B for Bid schedule. It revised from 36 PCB analyses to 33 PCB analyses. Refer to Attachment A for specific transformers that require PCB analyses.

8. Will all transformers remain energized during sampling, or are there any units that may require planned outages or special coordination with NIST operations personnel Ans: Yes, all transformers will remain energized during sampling. There will be an Outage with advanced notification for transformer repair service.

9. For transformers requiring nitrogen pressure restoration, should contractors include labor and nitrogen gas costs within CLIN 0001, or should such work be priced under the Draw-Down Account CLIN.

Ans: the material and labor will be Includes in the CLIN 0001.

10. Confirm the total quantity and equipment identification of transformers requiring oil-leak repair under CLIN 0003. The SOW identifies two transformers at Building 206 (FA1 and FB1), the CLIN schedule identifies FA-1 and FB-2, and the subsequent CLIN summary identifies two transformers at Building 206 plus one transformer at Building 233.

Ans: The SOW CLIN 0003 is revised to remove building 233 transformer oil leak repairs. It requires transformer oil leak repair for two transformers at Building 206.

11. Confirm whether the approximate 121-transformer quantity remains constant for each option year or will be adjusted as equipment is replaced.

Ans: The quantity will remain constant for each option year. Any additional transformer will be addressed with a contract modification after award.

12. Confirm final report hard-copy/electronic-copy quantities because the SOW contains inconsistent.

Ans: Refer to SOW task 1, it requires one hard copy and one electronic copy of the final report.

13. Clarify whether Building 233 is included in the optional oil leak

Ans: The transformer oil leak repair is not required per revised SOW.
