About this file
This is Amendment 0002 to Solicitation 1333ND26QNB190242, issued by the National Institute of Standards and Technology (NIST) on July 29, 2026, with an effective date of July 29, 2026. The amendment incorporates 22 Requests for Information (RFIs) with corresponding government responses addressing clarifications on contract performance, pricing structure, equipment specifications, and submission procedures.
The solicitation is for preventative maintenance and repair services for a Liebert EXS Uninterruptible Power Supply (UPS) system and associated battery equipment located at NIST's Building 24 in Boulder, Colorado. The contract structure includes a one-year base period (October 1, 2026 through September 30, 2027) with four one-year option periods extending through September 30, 2031. Services required consist of one annual preventative maintenance visit per year (estimated at no more than four hours) and non-recurring repair work as needed. The preventative maintenance contract includes all labor, materials, and equipment necessary to perform manufacturer-specified maintenance, excluding life-cycle replacements such as capacitor banks, fan replacements, and individual battery replacements. Battery coverage is limited to replacement of one complete string (80 batteries) per year, but only when testing demonstrates failure. Repair work is priced on a time-and-materials basis with quoted normal and after-hours labor rates; all repair CLINs are awarded at $500 not-to-exceed with labor hours proposed separately. The government clarified that site visit attendance is not mandatory, that subcontractors with required qualifications are acceptable, and that all proposals must be submitted electronically to shawn.borisow@nist.gov. The offer deadline remains August 8, 2026, at 3:00 PM Mountain Time.

The purpose of this amendment (0002) is to incorporate RFIs with government responses:
A. Incorporate the following RFIs with government responses:
[KTR RFI 03] “Is attendance at the July 28 site visit mandatory for quotation responsiveness, technical acceptability, or award eligibility?”
[GOV RESPONSE 03] While a site visit is not mandatory to quote it is highly recommended.
[KTR RFI 04] “The base period is shown as beginning August 1, 2026, before the August 8 quotation deadline. Please confirm the corrected anticipated performance start date and mobilization period.”
[GOV RESPONSE 04] The performance dates are adjusted as seen in amendment.
[KTR RFI 05] “Factor 3 identifies the offeror as the prime contractor and requires at least one recent and relevant past-performance questionnaire. [REMOVED KTR NAME] currently has zero completed federal prime contracts. Will a new prime receive neutral treatment, or will the absence of a prime-contract reference make the quotation unacceptable?”
[GOV RESPONSE 05] Please ensure to submit in accordance with solicitation documents and statement of work.
[KTR RFI 06] “May clearly attributed past performance of a proposed factory-authorized UPS maintenance subcontractor be evaluated, or is Factor 3 limited strictly to contracts performed by the prime offeror?”
[GOV RESPONSE 06] Please ensure to submit in accordance with solicitation documents and statement of work.
[KTR RFI 07] “The requirement calls for factory-trained and authorized Liebert technicians with proprietary tools and software. May those technicians and the manufacturer authorization be furnished by a named qualified small-business subcontractor while [REMOVEDKTR NAME] remains the responsible prime contractor, or must [REMOVED KTR NAME] itself hold Liebert authorization?”
[GOV RESPONSE 07] A sub-contractor that has the qualifications specified in the SOW is acceptable.
[KTR RFI 08] “Are the current equipment-condition reports, prior preventive-maintenance reports, alarm history, repair history, battery test results, and known deficiencies available to quoters?”
[GOV RESPONSE 08] The last report can be made available. See attachments: Battery Maintenance Report.pdf, and UPS 2078465 Annual Maintenance.pdf
[KTR RFI 09] “Clarification of pricing structure – PM full service vs. Labor rates The solicitation pricing section requests preventative maintenance (PM) service and separate labor rates for normal working hours and overtime.
However, Section III (Specific Requirements) of the Statement of Work, under Tasks, Item 3 states:
‘Parts: include parts coverage, to include filters. Per standard practice, parts not Included are capacitors or fan replacements.’
Can NIST please confirm:
• The UPS and battery preventative maintenance services contract should be quoted as full service, including parts and labor, but excluding life cycle replacements such as full capacitor bank and fan replacements and individual batteries and full battery strings.
• The requested labor rates are intended for items not covered by the full-service parts and labor UPS preventative maintenance contract such as life cycle replacement that fall outside full service PM coverage?”
[GOV RESPONSE 09] The solicitation pricing structure is identified as recurring and non-recurring work requirements. CLINs X001 is for recurring work, which is preventative maintenance in accordance with statement of work. CLINs X002 is non-recurring work or identified as repair work. As this work is unknown at the time of solicitation and is not
PAGE 3 OF 9 1333ND26QNB1902420002
performed in a recurring method there is a requirement to supply quotes containing labor hours, and material. This is for the purpose of preparing work orders in the future, gaining approval, and performing repairs. All amounts attached to non-recurring line items are not invoiceable until there is an approved work order during performance of contract. Please refer to the CLIN description in the bid schedule, which assist in knowing the difference per performance year.
[KTR RFI 10] “Clarification of section III in SOW – Full Service Battery Coverage Section III (Specific Requirements) of the Statement of Work, under Tasks, Item 4, states the following requirement:
‘Batteries: include parts, labor, disposal, and batteries as required. Up to one (1) string of batteries per year, not accumulated over contract term.’
The requested level of annual battery coverage is Non- Standard, clarification is requested.
Can NIST please confirm:
• That this requirement is accurate as written, and that the contractor is expected to include parts, labor, disposal, and replacement of individual failed batteries and up to One (1) full string per year as part of the Battery preventative maintenance service contract?
• If this requirement is accurate, could NIST please provide and confirm the manufacturer date and the install date of the batteries?
• If each of the above are not correct, please confirm that the battery preventative maintenance is for preventative maintenance services and all repairs or replacement of individual or full battery strings will be quoted, as needed, firm fixed price inclusive of parts, labor, warranty and shipping.”
[GOV RESPONSE 10] This replacement would be covered under the repair CLIN. It is not meant as an added cost to the annual maintenance portion of the contract. Replacement would only be undertaken if failure/deficiency warranted a string replacement.
[KTR RFI 11] “Maintenance Bypass (MBP) availability To safely perform an annual UPS PM, the UPS must be de-energized.
Can NIST please confirm:
• If Building 24’s Liebert EXS UPS system is equipped with a Maintenance Bypass Panel
(MBP)”
[GOV RESPONSE 12] No external MBP is installed. This has not been an issue in the past.
[KTR RFI 13] “We are performing independent research on the Combined Synopsis/Solicitation (1333ND26QNB190242). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?”
[GOV RESPONSE 12] Previous contract was 1333ND23CNB190019
[KTR RFI 13] “Does ‘one battery string’ mean all 80 batteries in the listed cabinet?”
[GOV RESPONSE 13] Yes.
[KTR RFI 14] “What is the battery manufacturer, model, amp-hour rating, installation date and current condition?”
[GOV RESPONSE 14] Please refer to Amendment 0001.
[KTR RFI 15] “Is replacement of one complete string required every year, or only when testing demonstrates failure?”
[GOV RESPONSE 15] When testing demonstrates failure.
[KTR RFI 16] “Must the PM price carry the full potential battery-replacement cost each year?”
[GOV RESPONSE 16] No.
[KTR RFI 17] “Are capacitors and fans to be quoted through the $500 repair CLIN, or separately through a modification?”
PAGE 4 OF 9 1333ND26QNB1902420002
[GOV REPSONSE 17] Through the repair CLIN.
[KTR RFI 18] “What does “verify approval for Battery Life program” specifically require?”
[GOV RESPONSE 18] It is NIST’s understanding that the manufacturer has a battery life program specification and to follow those guidelines.
[KTR RFI 19] “Will NIST provide a load bank, or must the contractor provide one?”
[GOV RESPONSE 19] No load bank required.
[KTR RFI 20] “What is the expected PM outage duration and preferred weekend work window?”
[GOV RESPONSE 20] Work can be completed during the workweek. Expected duration is no more than 4 hours.
[KTR RFI 21] “Proposal Submission Method: The solicitation instructs offerors to submit signed and dated offers to the office specified in the solicitation; however, the required method of proposal submission is not clear. Could you please confirm the required method for submitting proposals?”
[GOV RESPONSE 21] All submissions shall be submitted electronically to shawn.borisow@nist.gov.
[KTR RFI 22] “Site Visit: Could you also please confirm whether attendance at the scheduled site visit was mandatory for offerors intending to submit a proposal?”
[GOV RESPONSE 22] Please refer to RFI 03.
