Offeror's Question NIST's Answer

1 RFP p.1 (SF 1442 Box 13.a) RFP p.1 (SF 1442 Box 13.a)

Would the Government consider postponing the due date (to around 20 June 2026) to afford offerors the usual 30 days from issuance for proposal development, RFIs and responses, and more?

The Government is amenable to extending the proposal due date to June 24, 2026 by Noon ET.

2 Evaluation of Offerers and Basis Awards

Page 123 Factor 2 Can the Government clarify whether phased occupied renovations, emergency response construction projects, restoration projects, and multi-phase renovation efforts are considered acceptable examples of “completed construction projects” under Factor 2 Relevant Multidisciplinary Experience?

Projects must be completed to be considered relevant for Factor 2. For phased renovations, only the phases which are complete will be considered relevant.

3 Evaluation of Offerers and Basis Awards

Page 123 Factor 2 May Offerors combine multiple related task orders, phased renovations, or continuing service projects performed for the same client to demonstrate project relevance and required construction elements under Factor 2 and Factor 4?

Projects submitted for Factor 2 and Factor 4 must be completed. For phased projects, only the phases which are complete will be considered relevant. Multiple related task orders should be submitted as separate projects for evaluation.

4 Evaluation of Offerers and Basis Awards

Page 123 Factor 2 Under Factor 2, would occupied healthcare facilities, research spaces, and higher education laboratory environments be considered comparable relevant experience to “Government Laboratory” facilities?

Government Laboratory facilities would be limited to laboratories within a Government facility.

5 Evaluation of Offerers and Basis Awards

Page 125 Factor 4 For Offerors without Federal CPARS history, can the Government confirm that institutional and private-sector past performance submissions, including healthcare and university projects supported by customer-completed PPQs, will be evaluated equally for relevance under Factor 4?

Evaluation of Factor 4 states past performance information on relevant projects will be evaluated using an Adjectival Rating. The past performance adjectival rating scoring method is provided on Table 2 within Section M.

6 Will an office trailer onsite be required for field personnel?

a. If on is required will electrical and water be provided?

Or will the GC need to pay for utilities?

Refer to specification 015000 Temporary Facilities and Controls.

7 Will restroom facilities be provided for use by the government? Or will porta Johns be required for each task order?

Restroom facilities will not be provided by the Government.

8 Can the quantities for the Façade repairs and report please be provided for pricing purposes.

a.Attachment 1 BOD
b.Attachment 2 Project Drawings
c.Attachment 7 Site Visit & RFI’s

All work shown in the contract drawings shall be included in the cost proposal. Refer to specification 012200 UNIT PRICES for base bid quantities for select scopes of work.

9 Will A job walk be scheduled to see the building?

a. Date & Time

Site Visit information was provided on Attachment 7- Information Regarding Sit Visit and RFIs GC IDIQ

10 Will the government be providing a lay down area for material and equipment?

At this time, we cannot set aside a fixed location for laydown. The laydown area will be on NIST campus in Gaithersburg, MD

11 Can field personal dual or triple hat? Specification 014000 Quality Requirements for the SEED project states, "Project quality-control manager may also serve as Project superintendent." The Safety Manager should be a different individual than the Superintendent.

12 The documents do not appear to include a bid form. On page 3 of 129 they list this as a lump sum price. Then on page 15 there is a list of unit prices by unit measure.

Specification section 01 22 00 shows unit prices with a base bid quantity for each of the 7 unit price items. Is the lump sum bid the base bid quantity of each of the 7 unit priced items and no unit prices are to be provided? Please provide a correct bid form for bidding purposes.

Section L- III. Price Proposal Submission Requirements states price proposals should include the offer (SF-1442), cost breakdown, and Bid Bond for the Seed Project. Instructions for clearly labeling, the details of the cost breakdown at a minimum, and the bid bond requirements are also provided.

12 The RFP drawings appear to indicate numerous items of work not listed as unit price items. Is this work the work to be included in the base bid work? For the unit price item B, the description of work on the drawings is for the minimal course work ie 3 courses above and below the angle versus the max of 8 courses below or above the angle. Item b needs to be broken into two unit prices, one for the three courses and one for the 8 courses.

All work shown in the contract drawings shall be included in the cost proposal. Refer to specification 012200 UNIT PRICES for base bid quantities for select scopes of work.

117 (II.1 & III., c.);

122 (M.1);

118 (c.)

Page 117 (II.1.) indicates that Factor #1 Bonding is part of the Technical Volume, and page 122 (M.1) identifies it as a technical (non-price) evaluation factor. However, pages 117 (III., c.) and 118 (c.) have Bid Bond listed as part of the Price Volume. Please clarify where Offerors should provide the Bid Bond--in the Technical Volume or the Price Volume? And please clarify how Bonding will be evaluated--as a technical (non-price) evaluation factor, or otherwise?

Section II and III of M.1 state the labels and tabs for the Technical and Price Proposal. Please follow the instructions for each.

22 1333ND26QNB190168+Gener al+Construction+IDIQ+RFP

117 Page 117 (III, 2, b, b.i.9) states, "Offerors must provide pricing for the initial Task Order (TO) as follows:". Was a list of additional information meant to follow this statement? Is it a requirement that Offerors providing pricing for the initial TO and, if so, please provide more information.

This was stated in error and has been updated.

23 1333ND26QNB190168+Gener al+Construction+IDIQ+RFP

Please confirm that the Government wishes for Offerors to include copies of CPARS reports for its Past Performance projects (if available) inside the proposal (Technical Volume)?

If an Offeror has CPARS it should be submitted in accordance with the Technical Proposal instructions.

24 1333ND26QNB190168+Gener al+Construction+IDIQ+RFP

125 (M.1, Evaluation of Factor 4)

Please confirm: Past Performance Questionnaires (PPQs), if any, are to be submitted directly to the Government by the evaluating official, not by Offerors inside of their proposals.

PPQs should be submitted in accordance with the instructions of Attachment 3. With the due date being extended, the submission of PPQs is being extended and has been revised.

25 1333ND26QNB190168+Gener al+Construction+IDIQ+RFP

117, 122, 123, 125 Please clarify the distinction between Factor 2 - Relevant Multidisciplinary Experience and Factor 4 - Offerors Past Performance. Is it solely that Factor 2 will receive a Pass/Fail rating and Factor 4 will receive an adjectival rating?

Section M states which Factors are pass and fail and how each pass and fail Factor to include subsequent Factors after that are evaluated.

26 1333ND26QNB190168+Gener al+Construction+IDIQ+RFP

117, 122, 123, 125 Since Factors 2 and 4 request overlapping/redundant information, should Offerors' Technical Proposals contain just a single section in which we provide all information related to our Past Performance projects and Relevant Experience (both factors combined)? Or should we have separate Technical Volume sections for Factor 2 and Factor 4 (even if they contain redundant information)?

Section II and III of M.1 state the labels and tabs for the Technical and Price Proposal. Attachment 3 provides the instructions for PPQs if any.

Please follow the instructions for each.

125 (M.1, Evaluation of Factor 4);

123 (M.1, Evaluation of Factor 2)

Section M.1, page 125 (Evaluation of Factor 4) indicates that Offerors who provide Past Performance projects "that demonstrate all six (6) of the fit-out elements" will be reviewed more favorably. Please confirm that this refers to the list on page 123 inside the "Evaluation of Factor 2" section (4, a. through f.).

Yes. It refers to the fit out list (a-f) provided within Evaluation of Factor 2.

28 1333ND26QNB190168+Gener al+Construction+IDIQ+RFP

123 (M.1, Evaluation of Factor 2, 1, c.)

Section M.1, page 123 (Evaluation of Factor 2, 1, c.)

indicates that the Government wishes to see project examples involving one or more of the following facilities: Commercial Facility, Industrial Facility, Government Laboratory, or Hospital. Does this mean that at least one of the 3 to 5 projects submitted should include at least one of the facility types on this list? Or does this mean instead that each of the 3 to 5 projects submitted should each involve at least one of the facility types on this list? (And is this a strict ("must", "shall") requirement?)

Evaluation of Factor 2 states for number 1, Provide at least three project (3) examples, but not more than five (5) that must have been completed within the past 72 months from the RFP issuance date demonstrating a-c.

For 1c-where it states One or more of the following facilities provided must be submitted with the minimum of the three project examples completed within the past 72 months. It means, each project submitted must meet one or more of the listed facilities.
