About this file
This document is a Request for Quotation (RFQ) for the procurement of a custom-designed borosilicate vacuum extraction line for the National Institute of Standards and Technology (NIST) Chemical Sciences Division (CSD).
The key objectives are for the contractor to provide scientific glass blowing services to fabricate the vacuum extraction line, which will enable NIST researchers to extract and purify carbon dioxide from seawater samples. The line is to be modeled after a system currently used at the Scripps Institution of Oceanography. The line consists of four modular frontside units and a mirrored non-modular rear vacuum line, with specific requirements for the acidification module, gas purification traps, pressure gauges, and sample collection ports. Preliminary schematics are provided, and the contractor may propose design changes if warranted.
The RFQ has a due date of July 10, 2022 and a 90-day delivery requirement after award. This is a 100% small business set-aside acquisition under NAICS code 327215, with a $1,000 small business size standard. The contract will include a minimum two-year warranty. The items are to be delivered FOB Destination to NIST's Gaithersburg, Maryland campus.

Background
The Chemical Sciences Division (CSD) provides the measurement science, standards, technology, data and chemical informatics required to support the nation’s needs in the determination of chemical composition and chemical structure of gases, organic, and inorganic species. CSD is involved in developing measurement services to support ocean carbon metrology and enhancing NIST’s existing mailto:robert.singman@nist.gov capabilities for greenhouse gas metrology. To determine the amount fraction of carbon dioxide (CO2) in air samples and dissolved inorganic carbon in seawater, the division seeks to procure a custom designed borosilicate vacuum extraction line which will enable researchers to acidify a sample of seawater with a known mass and then quantitatively extract and purify the carbon dioxide in the seawater sample. The vacuum extraction line will be modeled after the system developed and currently used at Scripps Institution of Oceanography in the Andrew Dickson seawater carbon dioxide reference material laboratory.
Objectives The Contractor shall provide scientific glass blowing services to fabricate a custom borosilicate vacuum extraction line designed according to the specifications outlined by the CSD laboratory. The vacuum line construction is designed to minimize the adsorption of carbon dioxide onto the glass and valve surfaces and consists of four modular units on the frontside with a mirrored but nonmodular rear vacuum line. The first section of the frontside will consist of an acidification module/sample introduction system which allows for the delivery of phosphoric acid from a 3 L reservoir into an acid chamber and then to a Wong pipette designed to deliver a gravimetric sample of seawater. Following the acidification module, along the second and third sections, the liberated gases from the seawater sample must be purified through a series of low temperature traps – an ethanol slush flask, a liquid nitrogen flask, and two ethanol/liquid nitrogen traps. These sections require connections to Pirani pressure gauges (3) and a diffusion pump (1).
The final section, the sample collection module will consist of a series of ports to flame seal the purified gas samples. This section must also be connected to a Pirani pressure gauge (1) and a diffusion pump (1).
Preliminary schematics of the vacuum line and the required/suggested valves and joints are provided in Appendix 1 and Appendix 2. Note, design changes and substitutions may be warranted in cases where adapters are no longer available (e.g., Pirani gauge adaptors) or if Contractor recommends a more suitable substitute or design change.
Warranty
The Contractor shall provide, at a minimum, a two-year warranty for the equipment. The warranty shall cover all parts from defects, labor, and shipment of equipment for repair. The warranty shall commence upon successful completion of delivery, installation, and testing based on required specifications.
DELIVERY
Delivery: Shall be FOB DESTINATION and shall occur within 90 days. The contractor shall coordinate delivery with the contracting officer’s representative. Prior to shipment, the Contractor must ensure NISTs campus is open and accepting deliveries. If the restrictions of access to the campus impacts delivery schedules, a modification may be executed by the CO to establish an extended delivery timeframe.
The items shall be shipped F.O.B. Destination to:
NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY
100 Bureau Dr.
Building 227/B363 Gaithersburg, MD. 20899-1640
FOB DESTINATION MEANS: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
I. ACCEPTANCE CRITERIA
The NIST technical point of contact will confirm that the side-by-side utility vehicle meets the performance specifications.
II. DELIVERABLES
Description Quantity Due Date Electronic (.pdf) or paper copies of fabrication plan should be provided to clarify that the intended design aligns with CSD priorities.

After installation, CSD will test vacuum line to ensure that all requirement components and fittings for the auxiliary devices (e.g., Pirani pressure gauges and diffusion pumps) meet the technical requirements outlined in the Specifications. Lastly, the entire vacuum line will be tested to demonstrate whether the needed vacuum pressure is achievable. The Contractor will go over training schedules and maintenance requirements of the vacuum line. The NIST SME and COR will review deliverables and determine if the following criteria are met:
1. The physical system matches the design agreed on in Task 1. Any changes to the design agreed on in Task 1, must have pre-approval and be accompanied with updated design files. (within 2 weeks of order receipt)

(End of provision)
Provision 52.212-2, Evaluation-Commercial Products and Commercial Services applies to this procurement. The evaluation criteria included in paragraph (a) of the provision are as follows:
EVALUATION CRITERIA
The Government intends to award a single purchase order (PO) from this solicitation utilizing simplified acquisitions procedures in accordance with FAR part 13. The Government reserves the right not to award a PO and to make an award without discussions based solely upon initial quotes.
Basis for Award:
The Government will award a firm fixed price purchase order resulting from this solicitation once the Contractor is verified as responsible and the quotation conforming to the solicitation is found most advantageous to the Government, price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria factors: 1) Technical Capability and 2) Price.
Technical Capability shall be more important than price. If all quotes are determined to be technically equal, price shall be the determining factor.
An Offeror's failure to address any factor may be considered indicative of the Offeror's lack of understanding of the Government's requirements and may result in the offer being determined unacceptable.
Evaluation Factors:
Factor 1- Technical Capability:
This procurement is for commercial items. Therefore, prototypes or demonstration models will not be accepted. Additionally, used or refurbished instruments will not be considered. Evaluation of technical capability shall be limited to the information provided in the quotation.
Evaluation of this factor is a subjective evaluation of the vendor's demonstrated resources, capability, and methods to meet all requirements. This may include the authority to provide the required items (i.e.
authorized dealer/seller/reseller), authority to provide maintenance and repair services, and the capability and method to successfully meet all the requirements in the statement of work. Quotations that do not demonstrate that the proposed equipment meets or exceeds all requirements will not be considered further for award. If an offeror’s technical description and/or product literature does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not meet the requirement.
All quoted equipment must meet the minimum requirements to be technically acceptable. Equipment capable of exceeding the minimum requirements set forth in requirements will provide additional value to the Government under the technical capability evaluation factor.
Factor 2- Price: The proposed price will be evaluated. The evaluation will determine whether the proposed prices are reasonable in relation to the solicitation requirements. A price realism analysis will not be conducted. Prices must be proportionate with the technical portion of the quotation.
