About this file
This document is the Government's Response to Questions regarding Solicitation Number 1333ND24QNB130212 for a Web Portal Subscription Services to Semiconductor Supply Chain Database.
The key details are:
- The Department of Commerce's CHIPS Program Office (CPO) requires five (5) licenses to access a web portal that shall provide industry data, expertise, and analysis on a range of semiconductor companies, including information on market participants, key personnel, investors, supply chains, business partnerships, and U.S. government contracts. The web portal must allow CPO to independently conduct all searches, with data results immediately accessible. The Government does not want the contractor to perform any analysis on the data.
- There is no incumbent contractor for this project. The Government expects no more than 5 users to access the proposed platform. Award is anticipated in late fiscal year 3rd quarter or early fiscal year 4th quarter. The Government will not provide the budgeted value for this contract.

Government Response to Questions-1333ND24QNB130212:
Solicitation Section Questions Response 1 Who is the incumbent contractor for this project, and what is the contract number and total value of the current contract?
No incumbent contractor
2 Could you clarify if there are specific data visualization or risk identification features that CPO prioritizes in the web portal subscription service?
Foreign ownership, control, and influence particularly as related to foreign entities of concern
3 What specific risks does CPO consider most critical in semiconductor supply chain management, and how would you like these risks to be addressed in the proposal?
The Government wants data only. The Government does not want the contractor to perform any analysis on the data. Any analysis of the data will be done by the Government.
4 Are there any particular data elements (e.g., supply chain tiers, ownership, partnerships) that are crucial for risk mitigation purposes and need to be highlighted in the proposal?
All the data elements identified in the SOW.
5 It looks as if you are looking for 5 (subscriptions) to some supply chain data for semiconductors, yet it is labeled web portal.
Yes, the Government is looking for a vendor that has supply chain data for the semiconductor industry that can meet the specifications identified in the statement of work. The Government wants to access and download the data via a web portal (access to the search engine via the internet).
6 We offer a web portal which AGGREGATES data from all sources (supply chain data (bases) news sources, anything, and everything and from MULTIPLE sources, in which to dynamically generate charts, graphs, and (fancy) dynamic reporting on any vendor, region, or semiconductor type, based the rights of those asking for the report.
The government requires a single web portal to a set of supply chain data that may come from one or more sources as long as the compiled dataset meets the specifications identified in the statement of work.
7 If it is the goal to be able to dynamically search, cross reference and output semiconductor by (any criteria) from MULTIPLE sources, we will build out a high-fidelity prototype (at no cost) to prove our capabilities.
The Government is looking for an existing web base search engine that will provide the supply chain data for the semiconductor industry that can meet the specifications identified in the statement of work. The system must be available and ready for the Government to search on day one.
8 On page four paragraph two of the document entitled Final Combined Synopsis it states:
"The fall protection hazard survey report, CVs and/or resumes... are not included in the page count/limit."
These listed items are not referenced elsewhere in either the SOW or Final Combined Synopsis documents - are we to include a fall protection hazard survey report and CVs and/or resumes in our proposal?
The fall protection hazard survey report, CVs and/or resumes has been removed from the combined synopsis and solicitation.

Could some clarification be provided regarding the solicitation process? Is NIST’s intention to perform a down selection between the provision of the Technical and Business/Pricing Quotations and the Web Portal Demonstration?
Will all bidders who provide Technical and Business/Pricing Quotations be invited to participate in a Web Portal Demonstration?
The Government will not be performing a down select. All vendors are required to submit Technical and Business/Pricing Quotations.
After receipt of these documents, the Government will set-up a time for a web portal demonstration.
10 RFQ Document - Evaluation Criteria
What is the timeline for Evaluation Phases I, II, and III?
Are they concurrent or sequential?
There are no phases.
Evaluation will be done as described in the combined synopsis and solicitation.
