About this opportunity

The Department of Commerce's National Institute of Standards and Technology (NIST) is seeking five licenses to access a web portal that will provide detailed industry data, expertise, and analysis on the semiconductor supply chain. The web portal must cover a range of areas including semiconductor companies, investors, supply chains, and industry trends. Key requirements include the ability for NIST's CHIPS Program Office to independently conduct searches and access immediate data results. The evaluation criteria will focus on the web portal demonstration, technical capability, data output, and price, with non-price factors being significantly more important.

This is a 100% small business set-aside solicitation with a NAICS code of 519290 and a size standard of 1,000 employees. There is no incumbent contractor identified, and the government expects no more than 5 users to access the platform. The award is anticipated in the late third or early fourth quarter of the fiscal year, but the government has not provided the budgeted value for this contract. The place of performance is Gaithersburg, MD.

Update #2 · Latest ·

The Government is posting their response to question from vendors. In addition, combined synopsis and solictation has been revised per the response to questions. Both documents are posted as of 5-10-2024.

In 2022, President Joe Biden signed into law the CHIPS and Science Act of 2022, which provides the Department of Commerce (DOC) with $50 billion for programs to support semiconductor research, development, and manufacturing—while also investing in American workers.  These programs seek to restore U.S. leadership in semiconductor manufacturing by providing incentives and encouraging investment to expand the domestic manufacturing capacity necessary to produce the most advanced semiconductors needed for applications in artificial intelligence and high-performance computing, as well as less advanced semiconductors that remain critical components of everything from automobiles to microwave ovens. In addition to major manufacturing investments, these programs will also create a dynamic new center for innovation and research, laying the groundwork for the creation of the next generation industries.

CHIPS Program Office (CPO) requires detailed industry information and analysis on semiconductor companies, industry investors, supply chains, and associated trends across the industry as a whole.

CPO requires five (5) licenses to access a web portal that shall provide industry data, expertise, and analysis on a range of semiconductor companies that illuminate areas of risk. The service shall include information on the industry's market participants, key management and personnel, investors, supply chains, business partnerships, and US government contracts. The web portal shall allow data searches. CPO should be able to independently conduct all searches and, the data results should be immediately accessible, and all data searches conducted are considered
