STATEMENT OF WORK
SUBSCRIPTION SERVICES TO SEMICONDUCTOR SUPPLY CHAIN DATABASE
I. BACKGROUND INFORMATION
In 2022, President Joe Biden signed into law the CHIPS and Science Act of 2022, which provides the Department of Commerce (DOC) with $50 billion for programs to support semiconductor research, development, and manufacturing—while also investing in American workers. These programs seek to restore U.S. leadership in semiconductor manufacturing by providing incentives and encouraging investment to expand the domestic manufacturing capacity necessary to produce the most advanced semiconductors needed for applications in artificial intelligence and high-performance computing, as well as less advanced semiconductors that remain critical components of everything from automobiles to microwave ovens. In addition to major manufacturing investments, these programs will also create a dynamic new center for innovation and research, laying the groundwork for the creation of the next generation industries.
II. OBJECTIVE
CHIPS Program Office (CPO) requires detailed industry information and analysis on semiconductor companies, industry investors, supply chains, and associated trends across the industry as a whole.
III. Requirements/Scope of Work
CPO requires five (5) licenses to access a web portal that shall provide industry data, expertise, and analysis on a range of semiconductor companies that illuminate areas of risk. The service shall include information on the industry's market participants, key management and personnel, investors, supply chains, business partnerships, and US government contracts. The web portal shall allow data searches. CPO should be able to independently conduct all searches and, the data results should be immediately accessible, and all data searches conducted are considered confidential and should be treated as such.
The web portal shall provide the following:
1)An interface that enables company searches and search result discrimination or filtering.
2)Users should be able to download all available data in each individual data categories (e.g.
supply chain data) in Excel or CSV format(s).
3)A company/entity’s level and type of past and/or current support to US Government (e.g.
DoD) and US critical infrastructure (as defined in related legislation/regulations).
4)A company/entity’s owners and/or investors and their:
a. Links and/or exposure to foreign ownership, control, and influence
b. Links and/or exposure to any form or measure of risk
5)A company/entity’s key management and personnel (KMP) and their:
a. Links and/or exposure to foreign ownership, control, and influence
b. Links and/or exposure to any form or measure of risk
6)A company/entity’s supply chain:
a. Mapped at a minimum to Tier 2
b. Links and/or exposure to foreign ownership, control, and influence
c. Interactive visualized supply chain location data
7)A company/entity’s shipments 8)A company/entity’s joint technology licensing and/or development partnerships and their:
a. Links and/or exposure to foreign ownership, control, and influence 9)A company/entity’s subsidiaries and/or branches
10) Installed Information and Communication Technology (ICT) and associated vulnerabilities.
11) The portal shall have a search interface to enable company searches by name and then allow further discrimination or filtering on the results and should provide immediate access to the company profiles and data associated with the search results.
12) CPO shall be able to accomplish the search functions independently and CPO searches shall not be visible to any personnel/users other than contractor’s system administrators.
CPO users shall be autonomous in the operating system and only need assistance from the vendor when troubleshooting/training.
13) The portal shall have information available for Tier-1 and Tier-2 identifying the following supply chain relationship types; supplier, shipper, joint venture, partnership (to include type), in-licensing, out-licensing, equity investors. This information shall be downloadable in a single file in .xlsx/.csv format.
14) Mergers and acquisition information shall include the following data categories:
completed M&As - date, amount, type; abandoned M&As - date(s), type.
15) The portal shall allow CPO to download the data on each variable for each company. The full list of data and all details for each variable shall be downloadable in a single file in .xlsx/.csv format.
16) CPO shall be able to acquire data for all variables required in the product offerings as a downloaded .xlsx/.csv file without completing any additional analysis, mapping, or other data transformation.
The Tables shall provide the following data output:
• The data shall be presented in the form of data points which address each information need (ownership, subsidiaries, supply chain tiers, KMP).
• Data including the supply chain mapped to a minimum of Tier 2 shall be able to be downloaded in Excel or CSV format.
• The data shall directly identify or highlight areas of interest which can be easily incorporated. Company profiles shall include flags or other form of notification for any data or categories that the service provider identifies as containing risk information.
