About this file
This document contains additional questions and responses to a request for quotation for disposal of chemical waste and emergency response services at the National Institute of Standards and Technology. The contractor will be responsible for picking up hazardous and non-hazardous wastes from satellite accumulation areas across the NIST Gaithersburg, Maryland site, consolidating, packing, and transporting wastes to their own permitted treatment, storage, disposal and recycling facilities. The contractor must also provide emergency response services and other specialty services. The document clarifies wage rates for technicians and truck drivers under certain contract line items, and separates explosives transportation pricing into short and long distance categories. It also corrects an issue with misaligned personal protective equipment levels under emergency response clothing line items.

Additional Questions and Responses IV to RFQ 1333ND21QNB150143 for Disposal of Chemical Waste and Emergency Response Services
Question 1 On the price sheet for 100.30 Technician; when reviewing the SCA wage rates, is this a laborer category rate (23470) or a Environmental Technician category rate (30090)?
Environmental technician
2 On CLIN 100.40; is the Truck Driver/operator rate being requested Truckdriver Light (31361) , Truckdriver Medium (31362) , Truckdriver Heavy (31363), or Heavy Equipment Operator (23440)?
Truck driver clin is for Class B CDL driver with hazardous materials endorsement.
3 For 200.50 Explosives pickup per load, can you please break this out into two categories on the price sheet? 1.1 to 1.3 transportation and 1.4 to 1.6 transportation rates are very different in price.
Price out explosives for 1.1 to 1.3. It is highly unlikely that we will have any of either of these waste streams.
4 I also noticed that it appears the Level A, B, C, and D information is misaligned. It just causes some confusion when pricing these lines. It almost looks like you are asking for seven different rates on seven different lines but I believe you are asking for pricing on only four different lines here.
This issue was noted and addressed when Questions and Answers III was posted on April 14, 2021. A corrected spreadsheet was posted correcting this and other issues.
There should be 4 rates for emergency response clothing A, B, C, and D. For routine weekly pickups these CLINS should not be used as individuals should be wearing company uniforms that are not disposable.
