Statement of Work Title: Low Level Radioactive Waste Disposal Requesting Lab: National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR)
1. BACKGROUND
The National Institute of Standards and Technology (NIST) has a requirement for processing and disposal services for Low Level Radioactive Waste (LLRW). All LLRW is below 10 CFR 61.55 Class A limits. NIST has a U.S. Nuclear Regulatory Commission (USNRC) “Radioactive Material License” (SNM-362) and USNRC “Reactor License” (TR-5), and is authorized to possess by-product material in any chemical and/or physical form.
2. SCOPE OF WORK
The contractor shall provide services for transportation, processing, and disposal of LLRW.
3. SPECIFIC TASK REQUIREMENTS
3.1. The contractor shall furnish the necessary personnel, material, equipment, services and facilities to perform these requirements. Anywhere from one to five shipments are possible each year, however, typically only two shipments occur each year.
3.1.1. The contractor shall provide guidance and/or recommendations for LLRW packaging, processing, volume reduction, and shipping as end burial document preparation, transport to burial site, and burial.
3.1.2. The contractor shall provide transportation of the waste materials to the proposed burial and processing site(s), to include all shipping, truck, and container transport charges. This shall include any charges associated with the contract carrier driver during transport and loading while detained at the NIST facility, to include overnight expenses and demurrage charges where applicable.
3.1.3. The contractor shall propose the method of waste processing. The method must conform to all proposed waste site acceptance criteria and comply with NRC 10 CFR 61.55 Waste Classification and 10 CFR 61.56 Waste Characteristics. The Contracting Officer’s Representative retains the right to refuse the proposed disposal method.
3.1.4. The contractor shall make the appropriate arrangements and provide a shipping agent at the NIST facility during shipments to certify compliance with all state and federal transportation requirements.
3.1.5. The contractor’s agent shall complete all NRC Forms/Manifests (e.g. NRC-540 “Uniform Low-Level Radioactive Waste Manifest – Container and Waste Description”), using NIST-supplied data. Data will be provided with each individual task order. Final details shall be verified at least one week prior to the proposed shipment date.
3.1.6. The contractor shall adhere to all applicable federal, state, and local regulations pertaining to the shipment(s), processing, and burial of the LLRW. Exact dates and times for scheduling of proposed shipments shall be coordinated with the Contracting Officer’s Representative (COR), the Contractor and any shipping agents or carriers involved with the shipment(s). The exact date of shipments shall be mutually agreed upon the contractor and NIST.
3.1.7. The contractor shall provide documentation of qualifications for any person involved in the preparation for shipment and transport of LLRW from the NIST facility, including Department of Transportation (DOT), hazmat training certifications, commercial driver’s license(s) and medical certification(s) for the carriers and agents as required by regulation. Necessary documentation shall be provided at least two days prior to the scheduled shipment data.
3.1.8. The contractor shall provide a copy of all completed documents, to include all labels and forms required by the U.S. DOT Hazardous Materials Regulations, 49CFR171-180 inclusive, including shipping papers, emergency response plan, security plan, and shipment survey form.
3.1.9. The contractor shall provide and affix all required placards to the transport vehicle as required by 49 CFR 171-180.
3.1.10. The contractor shall provide and affix all required package labels, and shall mark all packages, as required by 49 CFR 171-180.
3.1.11. The Contractor shall allow NIST to verify and copy the driver’s Commercial Driver’s License (CDL) and current safety training certification card prior to shipment leaving facility.
3.2. The types and typical characteristics of the LLRW to be provided for disposal are indicated below. Containers that the LLRW may be pack are 5-gallon pail, 35-gallon drum, 55-gallon drum, pallet, or self-contained. The majority of containers will be 55-gallon drums.
3.2.1. Processing and disposal of containers of dry activated waste (DAW) radioactive wastes. The maximum on contact dose rate on these containers is less than 100 mR/hr.
3.2.2. Processing and disposal of containers of DAW radioactive wastes. The maximum on contact dose rate on these containers is between 100 mR/hr and 5,000 mR/hr. Drum shields for transportation shall be provided on a as request basis to maintain compliance with DOT regulations.
3.2.3. Processing and disposal of containers containing metals. Metals will that are comingled activated and contaminated items. On-contact does rate of containers is less than 100 mR/hr at contact.
3.2.4. Processing and disposal of containers of aqueous liquids. These liquids will be neutralized to a pH of 6-8 and on-contact dose rate of the container will be less than 100 mR/hr.
3.2.5. Processing and disposal of containers containing dewatered bead resin from ion exchange column purification systems. The maximum on contact dose rate on these containers is between 100 mR/hr and 5,000 mR/hr. Drum shields for transportation shall be provided on a as request basis to maintain compliance with DOT regulations.
3.2.6. Processing and disposal of containers containing glass. Glass will that are comingled activated and contaminated items. On contact does rate of containers is less than 100 mR/hr at contact.
3.2.7. Processing and disposal of various aqueous liquid radioactive material samples of various volumes and contaminates, including 10 ml glass ampoules up to 5-gallon glass or plastic containers. Contents can be various nuclides up to 1 millicuries of activity and can include Sr-90, Co-60, Cs-137, I-129, I-125, Ra-226, C-14, and H-3, among other nuclides. Some materials will be in sealed containers of acidic or basic carrier solutions and others will be composite lab waste containers that have been neutralized for processing and/or disposal. Materials may include Resource Conservations and Recovery Act (RCRA) mixed radioactive wastes required special handling and disposal.
3.2.8. Disposal of Bulk reactor component items such as pumps, valves, and piping. Components would be fabricated of mostly metal components, possible including rubber and plastic parts. Most would have low level surface contamination and/or activation. Container on contact dose rates typically less than 10 mR/hr but up to 100 mR/hr in isolated cases.
3.2.9. Processing and disposal of low-level radioactive sources. Sources to be disposed will be discussed and between the contractor and the COR and an appropriate disposal path shall be agreed upon.
