EVALUATION CRITERIA AND BASIS FOR AWARD

The Government contemplates award of an Indefinite Delivery/Indefinite Quantity contract resulting from this solicitation. The Government intends to award one (1) IDIQ awardee. The Government reserves the right not to award an IDIQ.

Technically acceptable means that the offeror provides services that meets the minimum requirements specified in the Statement of Work (SOW), associated attachments and the requirements of all Line Items. Evaluation of technical capability shall be based on the information provided in the quotation. The National Institute of Standards and Technology (NIST) will evaluate whether the offeror has demonstrated that its proposed services meets all minimum requirements. If an offeror does not indicate how its proposed services meets a certain minimum requirement, NIST will determine that it does not.

The proposed pricing will be evaluated to determine that total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the Government.

NIST intends to evaluate quotations and issue a single awardee IDIQ based on the initial quotes received. Therefore, the offerors initial quote should contain the offerors best terms from a price and technical standpoint. NIST reserves the right to request revised quotes from, or negotiate final contract terms with, one or more, but not all, Contractors if later determined by the Contracting Officer to be necessary.

REQUIRED SUBMISSIONS

All Offerors shall submit the following:

1. For the purpose of evaluation of Technical Acceptability: Documentation that confirms the offeror is capable of providing the services specified in the SOW.

2. Price Quotation: The Offeror shall submit an electronic copy of the completed priced schedule. The pricing quotation shall be separate from any other portion of the quotation. Offerors shall propose a firm fixed-price for all line items. Price quotations shall remain valid for a period of 90 days from the date quotations are due. Price shall not be evaluated on quotes that are determined technically unacceptable under the Technical Capability Evaluation factor.

3. Technical Quotation: The Offeror shall submit an electronic copy of the technical quotations(s). The technical quotation shall address the following:

a. Technical Capability: The Offeror must demonstrate that the offered services meet the Government’s minimum requirements provided in the statement of work and associated documents.

b. Past Performance: In assessing the Offeror’s past performance information, NIST will evaluate, as appropriate, successful performance of contract requirements, quality and timeliness of delivery services, cost management, communications between contracting parties, proactive management and customer satisfaction. Evaluation of this factor will be based on information contained in the technical portion of the quotation and information provided by references. Offerors shall provide three (3) past performance references. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government may also consider other available information in evaluating the Offeror’s past performance. The Government will assign a neutral rating if the offeror has no relevant past performance information.
