Text version
The purpose of amendment 0002 is to provide submitted questions to the solicitation and the Government’s response.
Question 1 Can you provide any additional information regarding the waste described in section 3.2.7 particularly the waste that “may include Resource Conservations and Recovery Act (RCRA) mixed radioactive wastes”? Mixed waste processing and disposal is very dependent on the nature of the subsidiary hazard as custom processing may be needed to render the waste suitable for final disposal thus making a unit rate quote difficult to provide.
Response 1 Liquid mixed waste that would be disposed of would be:
· Flammable liquids (Toluene from liquid scintillation cocktail solutions)
· Low pH liquid (<1) containing either hydrochloric acid, nitric acid, or sulfuric acid
· High pH liquids (>11) containing sodium hydroxide or lithium hydroxide solutions
Question 2 Please provide additional information concerning the radioactive sources described in the SOW in section 3.2.9. Unit costs can vary significantly depending on the radionuclide(s) and activity or concentration of material.
Response 2 The nuclides and activities that would be disposed under section 3.2.9 would be limited to the nuclides and activity values listed in 10 CFR 30.71 Schedule B. The following is the link to the NRC site. https://www.nrc.gov/reading-rm/doc-collections/cfr/part030/part030-0071.html
Question 3 Can you provide an estimated annual number of units for each item shown in the document titled “Submission Template Price List for LLRW Disposal.docx”? For solid materials the units would typically be pounds and for liquid wastes the units would be gallons or liters. For empty package containers the units would be “each.”

Question 4 What is the expected maximum weight load for all containers for a typical waste shipment?
Response 4 The expected maximum weight load for all containers would be 25,000 lbs.
Question 5 May empty containers the contractor provides be shipped directly to NIST by the supplier or does the contractor need to make delivery?
Response 5 Empty containers may be shipped directly to NIST.
Question 6 Please confirm empty package delivery costs are to be included in the unit cost.
Response 6 Delivery costs are to be included in the unit cost.
Question 7 What is the desired specifications (type, thickness) for the drum shielding (both for ‘Shielding for 55-gallon drums” and “Shielded 55-gallon drums”?
Response 7 Shielded 55-gallon drums and Shielding for 55-gallon drums should contain at least ¼” lead or equivalent shielding and meet DOT 7A Type A container requirements.
Question 8 Will “shielding for 55-gallon drums” be placed on the interior of the drum and subsequently shipped for disposal with the waste or is it to be used for shielding these containers while in storage and not for shipping purposes?
Response 8 The “Shielding for 55-gallon drums” will be a container in which to place a 55-gallon drum inside of for shipping purposes.
Question 9 Are drum handles required for shielded 55-gallon drums?
Response 9 Drum handles are not required for shielded 55-gallon drums.
Question 10 Please confirm covers for 55-gallon shielded drums are also required to include shielding.
Response 10 Yes. The lid to the shielded drums would also require shielding.
Question 11 Does the “90 CuFt container” need to be Type IP-1, Type A, or meet another DOT specification?
Response 11 90 uFt containers will need to meet Type IP-1 specifications.
Question 12 Are the closure devices for the “90 CuFt container” to be bolted or clipped?
Response 12 The closure devices for the 90 CuFt containers should be bolted type.
Question 13 Will NIST analyze wipe test samples that are collected on the exterior of packages prior to shipment to verify compliance with US DOT regulations or is the contractor responsible for sample analysis?
Response 13 The contractor is responsible for wipe test analysis to verify compliance with DOT regulations.
All other terms and conditions remain unchanged and in full effect.
