Combined Synopsis/Solicitation 1333MK25Q0065

The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations NOAA Ship Roland H. Brown requires brand name replacement of their Lion 2K fire garments.

This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as a firm fixed price, commercial, request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-02.

(iv) The NAICS code for this acquisition is 315250– Cut and Sew Apparel Manufacturing (except Contractors). This solicitation is being posted as a small business set-aside, brand name justification, with a small business size limit of 750 employees.

(vi) Description of requirements for the items to be acquired: The NOAA Ship Ronald Brown requires brand name replacement parts for one of their oily water separator system according to the Statement of Need.

Purchase of Navy 2K fire garment to replace existing and expiring lifesaving device required in accordance with references below, and for the safety of the vessel’s crew. Expiration of life-saving equipment will result in possible no-sail situation until units are replaced. This purchase provides required fire protective equipment for NOAA ship: Ronald H. Brown. Fire protective garments, also known as turnout gear, previously purchased and distributed to the ships are at the end of their useful life. In attempt to standardize with the rest of the Fleet and simplify purchasing, NAVY Stock numbers are requested for replacements.

NSN 4210-01-468-5681.

2. REFERENCES

2.1 In order to comply with requirements for NOAA OMAO Procedure 1701-06, Personal Protective Equipment, 46 CFR 196.15-60(a), and NFPA 1971, SOLAS CH. II-2, Reg 17, and 29CFR

1910.1030. NOAA ships must maintain/replace aging fire-fighting equipment. This purchase provides required fire protective equipment for NOAA ship: Ronald H. Brown

Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions.
