STATEMENT OF NEED FOR SUPPLY
1. INTENT
1.1 Purchase of Navy 2K fire garment to replace existing and expiring lifesaving device required in accordance with references below, and for the safety of the vessel’s crew. Expiration of life-saving equipment will result in possible no-sail situation until units are replaced. This purchase provides required fire protective equipment for NOAA ship: Ronald H. Brown. Fire protective garments, also known as turnout gear, previously purchased and distributed to the ships are at the end of their useful life. In attempt to standardize with the rest of the
Fleet and simplify purchasing, NAVY Stock numbers are requested for replacements.
1.2 NSN 4210-01-468-5568, NSN 4210-01-468-5599, NSN 4210-01-468-5679, and
NSN 4210-01-468-5681.
2. REFERENCES
2.1 In order to comply with requirements for NOAA OMAO Procedure 1701-06, Personal Protective Equipment, 46 CFR 196.15-60(a), and NFPA 1971, SOLAS CH. II-2, Reg 17, and
29CFR 1910.1030. NOAA ships must maintain/replace aging fire-fighting equipment. This purchase provides required fire protective equipment for NOAA ship: Ronald H. Brown

4. REQUIREMENTS
4.1 Fire Protective Garments must:

4.4 Have attachment means for hands-free communications (Microphone clips)
4.5 Have pocket for VHF radio
4.6 Be made of Nomex/Kevlar for fire safety and longevity
4.7 Reinforced knees and shoulders for abrasion resistance and longevity
