SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
NMAN7200-20-01783
1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and
Aviation Operations, Acquisition, Analysis, and Accountability Branch.
2. Description of supplies or services required to meet agency needs. Provide a complete
PELCO brand IP based high definition CCTV NV system and replace external cameras onboard the NOAA SHIP Ronald H. Brown.
3. Identification of the single source or the brand name to be solicited. The complete PELCO system is the BRANDNAME Please refer to the Statement of need to the complete parts and CCTV Component.
4. Supporting rationale.
□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.
This brand name requirement can be purchased from multiple sources. PELCO is the recommended brand that meets the new telecommunication requirement; FAR 52.204-25 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (Aug 2020).
□ Urgency – The nature of the requirement has been deemed urgent due to unusual and compelling circumstances. Following competitive procedures would result in unacceptable delays resulting in serious injury to the Government. The current Ship's exterior cameras and the system controller are no longer reliable and do not allow for viewing around the ship's exterior. We are requesting new PELCO upgrades cameras installed ASAP due to the risk not having those poses operations along with the ship's safety from piracy and the exterior cameras are an integral part of our ship's security system.
5. Market Research.
Countless hours were spent on market research; multiple CCTV systems were identified and researched, it was found that all but one did not meet FAR 52.204-25 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (Aug 2020). Therefore PELCO was the brand recommended to meet this requirement while maintaining the specs needed to meet our mission.
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
