Combined Synopsis Solicitation No. 1333MF26Q0102 Response to Questions:
Question 1: Regarding the subject solicitation, can you please clarify what "certification" entails for this project?
Answer 1: Per the Statement of Work, certification requires the contractor to certify that the Arc Flash Hazard Analysis is completed in accordance with applicable engineering standards, field verification has been performed, arc flash labels are installed, calculations are based on verified field conditions, and reports are reviewed and approved by a licensed Professional Engineer (PE) where required by state law.
Question 2: Are current electrical drawings, one-line diagrams, panel schedules, or other available electrical-system documentation for the Galveston Campus available for review prior to quotation submission? If so, could these documents please be provided?
Answer 2: No, these are currently not available for distribution.
Question 3: Can you please tell me if there is a previous arc flash analysis or if this is a new study? If there is a previous study, can you please share the previous study along with single-line drawings?
Answer 3: This is a new requirement.
Question 4: We understand that there are 89 panels:
• What about transformers: There are four (4) but were not included as they were not surveyed last event.
• Switchgear: There are multiple switches on the campus where power enters but were not included as they were not surveyed last event.
• Distribution switches - two
• ATS - There are multiple switches on the campus where power enters but were not included as they were not surveyed last event, contractor will make their proposal based on their observation and information provided.
Total number should have been reported as 189.
Question 5: Are electrical single-lines available?
Answer 5: Need specifics of what is requested/required.
Question 6: Generation on site?
Answer 6: There are four total generators on campus, two Generac and two Cummins.
7. Existing Power System Models:
Will the Government provide existing SKM or other power system models for each facility? If available, will the editable/native model files be provided to the awarded consultant?
Prints and files will be made available to awarded contractor for use on site.
8. Previous Study Reports and Drawings:
Are previous Arc Flash Studies, Protective Device Coordination Studies, Short-Circuit Studies, and electronic single-line diagrams available for review?

9. Access to Energized Equipment:
Will qualified Government personnel/electricians be responsible for opening all energized electrical equipment, including switchgear, switchboards, panelboards, MCCs, ATSs, transformers, and other equipment, during the site survey? Or is the consultant expected to provide qualified electricians to perform this work?
The campus personnel will open (unlock) the panels and buildings where the work will be performed, however, the opening all energized electrical equipment, including switchgear, switchboards, panelboards, MCCs, ATSs, transformers, and other equipment will be done by interested qualified parties.
10. Electrical Equipment Inventory:
Will the Government provide an existing electrical equipment inventory for each facility, including switchgear, switchboards, panelboards, MCCs, ATSs, transformers, disconnects, generators, and other major electrical equipment?

11. Electrical Inspection / Field Verification:
For the required electrical system inspection and field verification, please clarify the expected level of inspection. Is the consultant expected to perform only a visual inspection and collect nameplate data, or is a detailed internal inspection required?
The appropriate industry standard that will keep us in compliance and allow for the panels to be certified.
12. Can the government provide one-line drawings of the site?
No,these are currently not available for distribution.

17. The RFP notes 89 panels but does not note any other equipment to be labeled. Does the facility have any other equipment anticipated to be labelled such as MCCs, disconnects, SWBDs, Switchgear, etc? There are a total of 189 devises, I made a typo and edited out the 1 from 189

18. Is there a current SLD for the facility for the electrical distribution systems?

20. Is there a prior electrical study completed within the last 6 years that can be provided?
Last study was the ARC Flash Study conducted in 2023
21. Is there a complete software model for the facility? There is not a digital model available, only hard copy
22. Is there an up-to-date electrical site plan for the facilities? Yes
23. Will the center be coordinating and providing the current required utility information to execute the analysis? Available on campus but not authorized to release, Prints and files will be made available to awarded contractor for use on site.
24. The SOW does not require an emergency power analysis, is this correct? Yes
25. The SOW does not require a facility grounding assessment, is this correct? Yes
26. Is there any electrical equipment located in places that would need to be surveyed oA hours or weekends? No
27. Will a full-time escort be provided to unlock doors and show around the team during the Site Investigation? Yes
28. Are any hot work permits, safety plans, or documentation required prior to being onsite and conduct the investigation on energized equipment?
It is the contractors requirement to be incompliance with applicable regulatory requirement set by the city and state regulators.
29. The SOW calls out “89 electrical panels which need to be certified as safe from Arc Flash.”
As Arc Flash labels are to be installed on any equipment they maybe worked on while energized, does this number include the other electrical equipment that may require an Arc Flash Label? There are a total of 189 devises, I made a typo and edited out the 1 from 189 Detailed listing of previous ARC Flash Certification was provided to COR (in separate document).
30. Who is to conduct the Required Field Verification for the final report? Is the Contractor walking it back down or is the station backchecking it? It will be a joint verification.
31. Will there be reviews performed by the center and if so how many, when and duration?
It is unclear what is being asked.
32. Will there be electricians provided to open the electrical equipment, or will the contractor need to provide their own? It is the contractors responsibility to open all panels.
33. Is there any access requirements to being onsite? Each visit will require all personnel to sign-in in the appropriate building and be escorted to job site.
34. To allow time to factor in the responses to these RFIs and considering the upcoming holiday, would you please consider extending the due date? All RFI’s have been answered, request no extensions.
35. We understand from Amendment 0001 that this is a new study and that electrical drawings, one-line diagrams, panel schedules, and campus maps are not currently available for distribution. Could you please confirm whether any other system information is available electronically, such as a partial equipment inventory, utility data, protective-device information, or equipment photographs? If no additional information is available, we will prepare our quotation using only the information currently posted on the solicitation portal and contained in the published solicitation documents and amendments.
