About this file
This document is Amendment 0003 to Solicitation No. 1333MF26Q0102, issued by the National Marine Fisheries Service (NMFS) Field Delegates on September 10, 2026, with an effective date of September 10, 2026. The amendment is not extended and responds to questions received during the solicitation period.
The solicitation addresses replacement of a defective Automatic Transfer Switch (ATS) controller at an NMFS facility. The existing equipment specifications are: Eaton ATC 300+ model ATC3C2X40400XDU (Serial #044447), 400 amps, 480 volts, with cabinet #478C642H01. The contractor must remove and dispose of the defective transfer switch controller and associated defective switchgear from the campus. The work involves replacing equipment that provides power to the Maintenance Building, Boiler, and AC Control Room. Work must be coordinated with Campus Point of Contact Michael Cordova to minimize operational disruption; ideally scheduling occurs during after-hours (5:00 PM or later), weekends, or non-campus work days to avoid campus air conditioning loss. The contractor is responsible for opening all electrical panels and must comply with applicable regulatory requirements set by city and state regulators. Campus personnel will provide escort services and unlock buildings, while field verification will be conducted jointly by both the contractor and facility personnel. Prints and files for existing systems will be made available to the awarded contractor on-site. The amendment includes 29 numbered Q&A responses clarifying scope, equipment details, inspection standards, access requirements, and documentation procedures for the electrical system work.

Combined Synopsis Solicitation No. 1333MF26Q0102 Response to Questions:
A separate attachment is provided under the file name "Combined Synopsis Solicitation Amd_0003 Q&A_ 1333MF26Q0102 (26-513)" to provide images that are not visible on the SF30 document.
1. If you wish us to quote the actual part, we would need a part number, please. Or a picture of the nameplate of the existing unit would be extremely helpful as well.
Make: Eaton ATC 300+ Model #: ATC3C2X40400XDU Serial Number #: 044447
2. There is no detail in the attachment about the ATS itself. Can you please provide the amperage, voltage, cabinet, bypass/non-bypass, SER rated, etc.?
AMPS: 400
Volts: 480 Cabinet # 478C642H01
3. I will need more details on what is existing to be able to provide pricing. Do you have the serial # off of the existing ATS that is being replaced? Are there any one-lines or specifications available?
Make: Eaton ATC 300+ Model #: ATC3C2X40400XDU Serial Number #: 044447 Line drawings or blue prints indicating routing of power lines into the campus would have to be cleared by security office as they are details about the critical infrastructure on the campus.
4. Please confirm the required ATS configuration, including transition type, service-entrance rating, and whether a 3-pole or 4-pole switched-neutral arrangement is required.
5. The RFQ states that the contractor shall remove and dispose of the existing ATS and “associated switchgear.” Please clarify which equipment is included in this scope and identify what must be removed, replaced, modified, or reconnected.
The contractor will remove the defective transfer switch controller and remove from the campus all packing material, defective parts that will be replaced (defective switch gear) that is associated with the project.
6. Please provide the maximum allowable electrical shutdown duration, any required outage windows, and whether temporary power is required during the replacement.
The transfer switch controller that is to be replaced provides power to the Maintenance Building, Boiler and AC Control Room. When power is cut for the replacement of the defective equipment the campus will be without Air Conditioning. Coordination with the Campus POC (Michael Cordova) will have to be made in advance so that staff members can be diverted from the campus. Ideally work can be accomplished either during after hours (starting at 5:00pm, weekend or non-campus work day.
With coordination the interruption of the day to day work can be minimalized.
7. Existing Power System Models:
Will the Government provide existing SKM or other power system models for each facility? If available, will the editable/native model files be provided to the awarded consultant?
Prints and files will be made available to awarded contractor for use on site.
8. Previous Study Reports and Drawings:
Are previous Arc Flash Studies, Protective Device Coordination Studies, Short-Circuit Studies, and electronic single-line diagrams available for review?
Sent directly to COR to large to attached here.
9. Access to Energized Equipment:
Will qualified Government personnel/electricians be responsible for opening all energized electrical equipment, including switchgear, switchboards, panelboards, MCCs, ATSs, transformers, and other equipment, during the site survey? Or is the consultant expected to provide qualified electricians to perform this work?
The campus personnel will open (unlock) the panels and buildings where the work will be performed, however, the opening all energized electrical equipment, including switchgear, switchboards, panelboards, MCCs, ATSs, transformers, and other equipment will be done by interested qualified parties.
10. Electrical Equipment Inventory:
Will the Government provide an existing electrical equipment inventory for each facility, including switchgear, switchboards, panelboards, MCCs, ATSs, transformers, disconnects, generators, and other major electrical equipment?
Listed in study sent to COR.
11. Electrical Inspection / Field Verification:
For the required electrical system inspection and field verification, please clarify the expected level of inspection. Is the consultant expected to perform only a visual inspection and collect nameplate data, or is a detailed internal inspection required?
The appropriate industry standard that will keep us in compliance and allow for the panels to be certified.
12. Is there a current SLD for the facility for the electrical distribution systems?
One is available on campus but not authorized to release, Prints and files will be made available to awarded contractor for use on site.
13. Are there One-line diagrams for new construction if not represented on Facility one lines available?

It is the contractors requirement to be incompliance with applicable regulatory requirement set by the city and state regulators.
23. The SOW calls out “89 electrical panels which need to be certified as safe from Arc Flash.” As Arc Flash labels are to be installed on any equipment they maybe worked on while energized, does this number include the other electrical equipment that may require an Arc Flash Label?
Detailed listing of previous ARC Flash Certification was provided to COR (in separate document)
24. Who is to conduct the Required Field Verification for the final report? Is the Contractor walking it back down or is the station backchecking it?
