About this file

This document contains questions and answers regarding a solicitation for the Hurricane Rated HR1 and HR2 Feed Upgrade. The National Oceanic and Atmospheric Administration seeks proposals to modify the feeds of the HR1 and HR2 antennas to enable optimal long-term support for missions while retaining coverage of legacy satellites. The solicitation will utilize five contract line items for preliminary design review, detailed design review, installation and test readiness review, in-plant acceptance testing, and on-site acceptance testing. Payments will be made at 10%, 30%, 20%, 20%, and 20% upon completion of each line item. Meetings are anticipated to take place both virtually and at the NOAA facility in Suitland, Maryland, though locations may change depending on COVID-19 conditions.

Questions and Answers RFP No. 1332KP20RNEEG0002

Hurricane Rated HR1 and HR2 Feed Upgrade

1. Can NOAA provide information on the noise density in both receive bands from the existing HPA?

WCDAS is conducting testing and should be able to provide results early next week. (20-21 July).

2. Will this be a rated order?

No it is not.

3. What is meant by “2/3 redundant”? Is this the same as a 1:2 LNA configuration?

It means 3 LNAs, 2 of which are connected to the RHCP and LHCP receive paths; the third LNA must be capable of switching to replace either of the other two LNAs if either should fail.

4. SOW-HR-QA04 calls for “HR1 and HR2 Antenna System link budget (at PDR and CDR)”. Please confirm that this means Antenna Performance Analysis (to include Transmit Gain and G/T.) We have no information on the overall system link budget which includes satellite and modulation parameters.

Correct. The analysis should compare the transmit and receive path’s performance as initially measured with the vendor’s prediction (at PDR and CDR) of the same paths after all modifications are complete.

5. Are antenna drawings available? And if only available on site, can they be copied?

We assume this is about manufacturing and assembly drawings. If so, no they are not available.

6. SOW-HR-P15 calls for a Government approved configuration management application and process. Our documented CM process is based on decades of prior use and was enhanced to support our ISO9001:2015 certification and operations. Is this an acceptable approach to meet this requirement?

If the prospective bidder feels their processes satisfactorily meet compliance with the requirements as stated, they should outline that reasoning in their RFP response and the proposed approach will be considered on its merits by the Government in the evaluation phase of the award process.

7. The payment schedule provided in the T&Cs are heavily end loaded. Is it possible to restructure and move half of CLIN 0005 percentage (20%) to CLIN 0002? The completion

Hurricane Rated HR1 and HR2 Feed Upgrade of the CLIN 0002 Detailed Design Review will correspond to hardware and equipment purchases, many of which will be costly and likely to require initial deposits. The proposed new payment schedule would be, from CLIN 0001-0005: 10%, 30%, 20%, 20%, 20%.

The Government is open to negotiating the payment schedule upon award with the successful vendor.

8. Can NOAA state their preferred location for each of the following meetings:

Answer is preliminary, not a commitment and subject to change based on COVID-19 status and other factors.

· Kickoff – teleconference

· Monthly PSMR – teleconference

· PDR – Suitland

· CDR – Suitland

· TRR – Suitland

· FAT – Fabrication facility
