1 RFP 79 L.10.3.1.10 N/A
If the anticipated subcontract value of a proposed subcontractor will not exceed the threshold of $700,0 as mandated by FAR 22.1103/FAR 52.222-46 is a Total Compensation Plan (TCP) still required for that subcontractor? That subcontractor should be exempt from providing a TCP, correct?
Per RFP section L.10.3.1.10, offerors are required to include total compensation plans for First tier subcontractors. The prime offeror shall determine which of their subcontractors are considered first tier subcontractors for this acquisition. The threshold found at FAR 22.1103 is referring to the contract amount for OMS, not the subcontractor value, and is not a determining factor in the decision to submit a subcontractor TCP.
2 RFP Questions and Answers_A0001 N/A Questions 46 and 62 N/A
Question 46, of the RFP Questions and Answers_A0001, dated April 8, 2020, indicated that the ODCs included Subcontractor costs for Attachments J-13 through J-16. In addition, the Government's response to Question 62 also indicated that ODCs may include labor and non-labor. If this is the case, should Offerors reduce the ODC plug number by the amount of Subcontractor Teammate Labor costs that are priced in the attachments?
ODC's may contain incidental labor (e.g. installation) for IT material purchases.
Offerors shall not adjust the ODC plug in numbers provided in Attachments J-13 - J-16.
