About this file

This is a Sole-Source Determination and Justification document from the Oregon Parks and Recreation Department (OPRD) for a contract with SOLVE, an Oregon nonprofit organization, to coordinate and implement statewide environmental cleanup events. The contract is for the period of July 1, 2025 through June 30, 2027, with an option to extend for an additional two-year period from July 1, 2027 through June 30, 2029. SOLVE will organize three signature statewide events: Beach and Riverside Cleanup (September 20-28, 2025 and September 19-27, 2026), Oregon Spring Cleanup (April 18-26, 2026 and April 17-25, 2027), and July 5th Beach Cleanup (July 5-6, 2025 and July 5, 2026).

The total estimated contract value is $200,000, with $100,000 allocated for each two-year contract period. SOLVE will provide services including managing volunteers, conducting community outreach, hosting the Oregon Adopt-A-Beach program, and serving as a central hub for coastal events. The sole-source justification is based on SOLVE's unique ability to create approximately 40,000 volunteer opportunities annually across Oregon, its established network for volunteer management, and its cost-effective approach to environmental restoration and preservation. The document emphasizes that SOLVE will provide these services at minimum cost while maximizing benefits to Oregon communities.

Costs will be substantially lower because SOLVE has resources and tools needed to implement the events. SOLVE will facilitate safety orientations and furnishes gloves and trash bags to all volunteers.

SOLVE is the sole provider of the Oregon’s Adopt-A-Beach program and is providing the services at the minimum cost for the maximum benefits to serve the Oregon communities as it has been operating services through working with volunteers and partnering with public agencies and community for restoring and preserving Oregon’s environment.

Each year SOLVE provides resources to communities throughout Oregon, focusing on litter cleanup, tree planting, and invasive removal projects. 1SOLVE creates an average of 40,000 volunteer opportunities across the170 state annually.
