About this file
This document is a Questions and Answers (Q&A) record for RFQ 1305M326Q0426, addressing industry inquiries regarding renovation work in Room 1037/1040 involving freezer removal and mechanical system upgrades.
The contractor's scope includes: removal and replacement of VAV 153 with an 800 CFM VAV box equipped with four 8-inch circular taps; relocation of existing supply air diffusers and return grilles within the drop ceiling; drainage, capping, and reinstallation of sprinkler heads with new heads cut in after ceiling installation; installation of one smoke detector tied to the existing house system; removal of carpet and adhesive with new matching VCT flooring and waxing; provision of new rubber cove base; and replacement of the door frame with a knockdown frame. The government has established allowances of $4,000 for the VAV box and $6,000 for BAS system programming integration to a Johnson Controls Meta-Sys system, with all other installation costs included in the base bid. Protective floor coverings using ram board are required during demolition to protect existing waxed VCT floors, and dust control measures are required during reconstruction. The laydown area will be coordinated during logistics and located outside the building, with Room 1037/1040 available for material staging prior to client occupancy. A single site superintendent may fulfill the roles of superintendent, QC manager, and SSHO. The government clarified that no Good Faith Survey is currently available and that the job walk sign-in sheet from August 19, 2026, is not available for public dissemination.

RFQ 1305M326Q0426 Industry Questions Item Questions Government Response
Please clarify the scope of work for the contractor in relation to the existing sprinkler heads located in the current freezers.
(example, shut off, drain, cut/cap, re-energize and commission/test.
Contractor will be responsible for contacting Government POC, site lead, to drain down the system prior to arrival on site. Cap existing heads to allow for the safe demolition and removal of the freezers. Once the work is complete and the new drop ceiling has been installed, cut in new heads and connect to the existing system. The site lead will re-energize the system in partnership with the Contractor to confirm no leaks present. The Contractor is responsible for spray head coverage and shall submit sprinkler heads as part of the submittal review and approval process for approval. See revised SOW, page 6.
Will the scope include fire suppression system for the new freezers?
No fire suppression is included other than removal and re-installation of sprinkler heads. The contactor is also responsible for one (1) smoke detector that shall be tied to the existing resident house system. The detector shall be for smoke not heat. See revised SOW, page 6.
Are protective floor covering required for any or all phases of the project? Example, yes for demo phase but no for reconstruction.
Protective floor covering like ram board taped together to protect the existing waxed vct floors during demoliton and removal is required. During reconstruction dust control is required to limit disturbance to the science during re-construction. See revised SOW, page 6.
Where is the approved laydown area?
Laydown will be coordinated during logistics and will be in an area outside of the building. If interior laydown is required, Contractor can make a formal request for limited interior laydown. It will be or staging of materials only. Room 1037/1040 will be used a laydown prior to turning it back over to the client for use.

SOW and Mechanical plans seem to directly contradict each other. The SOW for LIN 1says to replace VAV 153 in room 1037, but the demo plans have note 7 which says no mechanical demo for that area and the new work plan has note 5 saying diffusers and duct in this area to remain. Which is accurate?
Remove and replace VAV 153 as specificed in the SOW. VAV 156 shall remain as is but the existing supply air diffusers and the return grilles will be relocated within the drop ceiling to help balance out the air flow prior to re-balancing and testing. VAV 151 resides in the ceiling of Room 1037/1040 but feeds the adjacent laboratory.
Return air grate for VAV 151 to remain in Room 1037/1040. There is no Note 7 on MD-101 or M-102. See revised SOW, page 4.
If we are to replace VAV153 and the thermostat, what type of VAV and what is the existing BMS system that it needs to be integrated to? Typically these systems are proprietary. What company controls the building so we can get a bid from them.
Provide an allowance value of $4,000 that shall be included in the cost of your bid for an 800 CFM VAV box with four 8" circular taps to support four (4) two hundred (200) CFM taps. Provide an allowance value of $6,000 that shall be included in the cost of your bid to tie the BAS system into a new hard wired thermostat. The existing system is the Johnson Controls Meta-Sys BAS System. Allowance shall only be used to pay for programming of the BAS system to operate VAV through the BAS System. All other costs to receive, install, connect, tap, duct, wire, test, etc. the new VAV 1532 shall be included as part of the base bid. See revised SOW, page 4.
